61. The State-Society/Citizen Relationship in Security Analysis: Implications for Planning and Implementation of U.S. Intervention and Peace/State-building Operations

Abstract:
The end of the Cold War, and especially the events of September 11, 2001, have led to the redefinition of the U.S. Army’s role. In this new environment, the purpose of the U.S. Army is not only to win a battle or a war, but also to be involved effectively in peace operations in post-conflict societies. To make the U.S. Army more effective requires prior knowledge about the political, societal, and cultural environment within which these operations would take place, as well as the acquisition of a new set of skills that would allow the U.S. Army to handle sensitive situations relevant to this environment. Due to the presence of several “weak” states in the international system, the United States needs to devise and employ strategies aimed at preventing and managing the outbreak of domestic conflicts that have the potential of undermining regional and international peace and stability. To avoid oversimplifications in the planning process, U.S. policymakers should have a comprehensive view of the relationship between the state experiencing domestic conflict and its society/citizens. For the design and effective implementation of peacemaking and peace/state-building policies, U.S. strategists should be fully aware of what constitutes a security issue for social groups and individuals in third countries. Thus, U.S. strategic planning and actions should be based on the adoption of the broaden definition of security as well as the idea of human security. Since international stability is based on the stability of states, the United States needs to assist the creation and maintenance of “strong” states.

Abstract:
The 2013-14 Army War College Key Strategic Issues List stated: “If Hurricane Sandy is seen as an archetype of a complex catastrophe, then a careful analysis of the effectiveness of the DoD response within the context of dual status commanders [DSCs], lead federal agencies, and state response capabilities needs to be conducted.” This monograph does exactly that as it carefully and comprehensively analyzes the DSC-led military response to Hurricane Sandy in New York. Through this lens, it illustrates and discusses the perspectives of the DSC construct and offers recommendations for leveraging existing capabilities and improving those deemed insufficient. Using a case study approach, this analysis addresses notable issues of constitutionality, legality, policy, financial considerations, and even politics, all uniquely situated between individual states’ interests and those of the federal government. To provide military and defense officials with a greater understanding of the benefits and limitations of the DSC arrangement during a no-notice/limited-notice incident, this monograph offers objective and systematic documentation of the Sandy response. It concludes by offering a series of actionable recommendations aimed at improving operational decision-making, policy, and legislation specifically related to DSCs during no-notice/limited-notice incidents.

The Nordic states, just as other regions of Europe which neighbor Russia, are engaged in an urgent reexamination of their security and defense posture. Events in Ukraine in early-2014 threw into sharp focus a local lack of capability following decades of drawdowns and focus on crisis management operations instead of territorial defense. After an unpleasant awakening, countries in the region have turned their attention to the heightened security risks they face and their lack of preparedness for them.

Abstract:
American Landpower is a strategic instrument of state policy and needs to be considered as such. This monograph explores and explains the nature of Landpower, both in general terms and also with particular regard to the American case. The monograph argues that: (1) Landpower is unique in the character of the quality it brings to the American joint team for national security; (2) the U.S. has a permanent need for the human quality in Landpower that this element provides inherently; (3) Landpower is always and, indeed, necessarily strategic in its meaning and implications—it is a quintessentially strategic instrument of state policy and politics; (4) strategic Landpower is unavoidably and beneficially joint in its functioning, this simply is so much the contemporary character of American strategic Landpower that we should consider jointness integral to its permanent nature; and, (5) notwithstanding the nuclear context since 1945, Landpower retained, indeed retains, most of the strategic utility it has possessed through all of history: this is a prudent judgment resting empirically on the evidence of 70 years’ experience. In short, the strategic Landpower maintained today safely can be assumed to be necessary for security long into the future. No matter how familiar the concept of strategic Landpower is when identified and expressed thus, it is a physical and psychological reality that has persisted to strategic effect through all of the strategic history to which we have access.

The authors argue that an urgent leadership issue has arisen which is strongly, but not favorably, influencing our professional culture--a hostility toward religion and its correct expressions within the military. Setting aside the role of Chaplains as a separate issue, the focus here is on the role religion may play in the moral character of individual soldiers--especially leaders--and how their personal morality, faith-based or not, is to be integrated with their profession's ethic so they can serve in all cases "without reservation" as their oath requires.

Abstract:
The 2012 PLA (People’s Liberation Army) conference took place at a time when the Chinese Communist Party (CCP) was making its leadership transition from Hu Jintao to Xi Jinping. The conference discussion focused on the developments in China’s national security and in the PLA during the Hu Jintao Administration from 2002 to 2012. Key observations are presented in this volume. The most significant ones are Hu Jintao’s promulgation of the new Historic Missions for the PLA, and Hu’s complete handover of power to his successor. The former has turned on the green light for the PLA to go global. The latter is a milestone is the CCP’s institution building.

As the United States and its allies prepare to withdraw most of their military forces from Afghanistan and following the end of the war in Iraq, fundamental questions have arisen over the future of American Landpower. Among them are the role of allies and partners in terms of contributing to the safeguarding of shared global interests, the implications of the Pacific rebalancing for American alliances worldwide, and the role of Landpower in identifying, developing, and maintaining critical alliances, partnerships, and other relationships. To examine these and other questions, as well as to formulate potential solutions to the challenges facing U.S. national security in the coming decade, the U.S. Army War College gathered a panel of experts on alliances and partnerships for the 24th Annual Strategy Conference in Carlisle, PA. Conducted on April 9-11, 2013, the conference explored American Landpower implications associated with an evolving national security strategy. Chaired by the Strategic Studies Institute’s Dr. John R. Deni, the panel devoted to alliances and partnerships featured expert presentations based on the papers in this edited volume by Dr. Sean Kay, Dr. Carol Atkinson, and Dr. William Tow. Their analyses provided the U.S. Army and the U.S. Department of Defense with invaluable strategic assessments and insights.

69. Russia's Counterinsurgency in North Caucasus: Performance and Consequence

Abstract:
The North Caucasus region has been a source of instability for the past several centuries. Most recently, Chechen aspirations to achieve full independence after the break-up of the Soviet Union led to two disastrous wars. While the active phase of the Chechen conflict ended in 2000 – more than a decade ago—the underlying social, economic, and political issues of the region remain. A low-level insurgency continues to persist in the North Caucasus region, with occasional terrorist attacks in the Russian heartland. There are few reasons to expect any substantial improvement in the situation for years to come. Chechnya functions as a de facto independent entity; Islamist influence in Dagestan is growing, terror attacks continue, and the rest of the North Caucasus requires massive presence of Russian security services to keep the situation under control. Preventing the North Caucasus from slipping back into greater instability requires tackling corruption, cronyism, discrimination, and unemployment—something the Kremlin has so far not been very willing to do. “Small wars” in the Caucasus resonated as far away as Boston, MA, and more international attention and cooperation is necessary to prevent the region from blowing up.
