Abstract:
The two epigraphs — one by a noted scholar and erstwhile policyactor and the other by a respected policymaker with intellectual acumen — capture core elements of the twin realities of continuity and change that define the security scenario of the contemporary Caribbean. Proximity, vulnerability, and instability are not new features of the Caribbean or of Caribbean-United States dynamics; they represent some of the continuity from times past. However, they assume special character because of the terrorism tragedy that has “cast a pall across the whole hemisphere,” to quote Barbados Prime Minister Arthur.

Abstract:
In today's global village, there is no such thing as a purely national crisis. Every conflict has spillover effects, ranging from trade disruptions to refugee flows to violent clashes. In the past, it was common for nations to believe that promoting conflict in neighboring states could somehow enhance their security, but in the twenty-first century it has become increasingly obvious that conflicts in one nation constitute a security threat to all who share common borders. Today, it is more often the weakness rather than the strength of states that threatens to disrupt the search for peace and stability.

Abstract:
In the hours following the collapse of the World Trade Center twin towers on September 11, 2001, the United States applied a tourniquet to the transportation arteries that feed its national economy. The first campaign in the war to protect the U.S. homeland turned out to be an embargo on its own economy. Given the uncertainty surrounding the attacks, freezing its transport networks first and asking questions later was probably appropriate. But then came the hard part—how to resume global trade and travel after U.S. citizens' confidence in the security of their nation had been rocked to core? In the immediate aftermath of the terrorist attacks on the United States, front-line agencies like the U.S. Customs Service, Coast Guard, Immigration and Naturalization Service (INS), Department of Agriculture, and Border Patrol were being called upon to open U.S. borders and seaports once again to legitimate trade and travel. At the same time, they were tasked with exercising increased vigilance in detecting and intercepting would-be terrorists or the means of terrorism, including weapons of mass destruction that might be smuggled in a vehicle, train, truck, or maritime container. Just how the United States arrives at the appropriate balance—between openness to facilitate legitimate commerce and exercising sufficient controls to stem transnational threats to public safety and security—is one of the most critical public policy challenges confronting U.S.-Caribbean relations.

4. Human Security: A Brief Report of the State of the Art

Abstract:
Ten years after the end of the Cold War, a revised concept of “security” has not yet produced as broad or thorough understanding as when security implied a narrow, yet clear framework centered on the state and the military . The classical understanding of security, often referred to as “national security,” meant different uses of military force to defend the integrity of the state, generally in a strategically oriented, rational-choice perspective of analysis. Neither the growing interdependence of the 1970s along with the advance of the neo-institutionalist approach in international relations, nor the more realist-oriented efforts of linking the economy with security truly challenged a classical understanding of the concept of security. The fact that this theoretical understanding was widely applied in foreign and defense policy contributed to its strength, even if critics maintained that this was a self-fulfilling prophecy. In a widely quoted 1991 article, Stephen Walt offers a comprehensive review of the evolution of the field of study labeled “security studies” from the post-Second World War “Golden Age” to the “Renaissance” of the 1970s. Although Walt differentiates between the pre-Second World War study of strategy, limited to the professional military, and the expansion of the field with the involvement of civilians for the first time during World War II, he defined the focus of security studies clearly as the study of war.

It is the latest, not entirely ripe fruit of a North-South Center project, the “commonalities” study, about the shared challenges facing the developing nations of Latin America and the Caribbean and the developing nations of Asia, particularly those of Southeast Asia. These views have taken their shape, over more than three years, from the authors' reflections about their extensive interviews in both regions with policy “influentials” and knowledgeable academics, as well as through participation in occasional conferences.

Abstract:
The concept of environmental security—even after more than two decades of discussion—has no widely agreed-upon formulation. However, in the metaphor used by environmentalists, environmental security can be a “canary in the mine,” signaling conflicts within nations and across borders. While environmental insults may foster violence, conflicts short of war also impose high costs, wreaking damage to economies, to societal stability, to the effectiveness of political institutions, and to international cooperation. Recent examples of such conflicts and their costs can be seen in locales as diverse as the Western Hemisphere and Southeast Asia (for example, in Guatemala, the Philippines, Colombia, Indonesia, and Nicaragua's maritime and riparian disputes with Honduras and Costa Rica).

Abstract:
Were it not for the illegitimate character of their actions, transnational criminals could be lauded as pioneers and visionaries in the age of globalization. They have adopted facilitative and exacting measures to remain competitive, fashioned an enviable organizational culture of efficiency and accountability, and maximized the opportunities provided by globalization. They have been able to innovate, expand, and flourish in a furiously changing international scenario and have done so while being relatively cloaked, so that there is an aura of mystery and ambiguity about their operations.

In 1986, as part of a major overhaul of the U.S. tax code, the U.S. Congress made a valuable source of private sector financing available for Caribbean economic development. Less than 10 years later, as part of a series of measures to balance the U.S. federal budget and enact a package of tax cuts for small businesses, the Congress approved legislation to terminate this source of funds for the Caribbean.
