Abstract:
In May 2020, the Carter Center’s China Program partnered with the China Institutes of Contemporary International Relations (CICIR) and the South African Institute of International Affairs (SAIIA) to organize a virtual workshop on Africa-U.S.-China cooperation on COVID-19 response. The workshop brought together a range of experts from the U.S, China, Ethiopia, Burundi, Kenya, and South Africa to discuss the public health impact and wider policy implications of the COVID-19 pandemic on the African continent. Emory University’s Global Health Institute and The Hunger Project also helped identify speakers and moderate panels.

Abstract:
The April 2010 elections in Sudan were mandated by the 2005 Comprehensive Peace Agreement (CPA). They were intended to be instrumental in setting the stage for the referendum and corresponding negotiations and were envisioned as a critical part of a broader democratic transformation. In the period between the CPA's signing and the holding of the national elections, political rights and freedoms were circumscribed, placing limits on political parties and civil society and fostering distrust between the ruling parties and the opposition in the North and South that was to prove central in undermining the inclusiveness and credibility of the elections.

Last November, The Carter Center was one of the sponsors of a major health initiative in Ethiopia, in which some 5 million people were treated for trachoma and tested (and treated, when needed) for malaria in a one-week campaign. You might wonder how many staff members The Carter Center sent from Atlanta headquarters to Ethiopia to handle this unprecedented, labor-intensive effort, called Maltra week. We sent one person.

4. Final Report: Observing the 2005 Ethiopia Elections

Abstract:
Upon the invitation of the Ministry of Foreign Affairs of the Federal Democratic Republic of Ethiopia, The Carter Center observed the country's May 15, 2005, elections for the national and regional parliaments. The May elections marked an historic event in the country, as Ethiopia witnessed its first genuinely competitive campaign period with multiple parties fielding strong candidates. Unfortunately, what began with a comparatively open period of campaigning and an orderly voting process on election day was followed by flawed counting and tabulation processes in many areas; repeated incidents of serious postelection violence, including the killing of many dozens of people during electoral protests; a significant delay in finalizing election results; and an ineffective complaints review and investigation processes. In spite of the positive pre-election developments, therefore, The Carter Center concludes that the 2005 electoral process did not fulfill Ethiopia's obligations to ensure the exercise of political rights and freedoms necessary for genuinely democratic elections.

6. Observing Presidential and Legislative Elections in Liberia

Liberians went to the polls in great numbers on October 11 and November 8, 2005, to elect a president, vice president, 30 senators, and 64 representatives. In these first elections since the end of 14 years of civil war, voters across the country demonstrated their commitment to peace and democratic governance. Both elections were widely praised as violence-free, orderly, and well-administered. Throughout the electoral process, the National Democratic Institute (NDI) and The Carter Center sought to demonstrate international support for Liberia's democratic process and to provide Liberians and the international community with an impartial and accurate assessment of the electoral process and the political environment surrounding it.

Looking at the work of the Center today, with programs that have touched lives in more than 70 countries promoting peace and good health, it is safe to say that the Center has far exceeded Rosalynn' s and my initial dreams.

Six-year-old Ruhmam Issah cries as a health worker slowly removes a long, spaghetti-like worm from her swollen ankle. Beside Issah, here in dusty Savelugu, Ghana, is former U.S. President Jimmy Carter, providing comfort to the girl by way of gentle pats and kind words. President Carter and his wife, Rosalynn, visited the hospital in northern Ghana where Issah was being treated to meet with dozens of Guinea worm disease patients receiving care in a national effort to eradicate the disease by this time next year.

Increased competition and opposition participation in elections observed by The Carter Center in Liberia and Ethiopia marked progress for democracy in Africa in recent months. Ethiopia's May 2005 elections for national parliament, which gave citizens ademocratic choice for the first time, were sharply contested by opposition groups. In the Oct. 11 Liberian presidential and legislative elections, the country's first truly competitive elections in 25 years, 22 candidates vied for the presidency.
