Abstract:: Overshadowed by the Syrian tragedy, the collapse of the Libyan state had dangerous consequences for Mediterranean security. It also demonstrated the cost of a hastily organized intervention followed by disastrous neglect and the rise of Islamist forces. Still, its latest chapter – the successful campaign to eradicate IS in Sirte – proves that when carefully chosen, limited military means can achieve strategic goals: and in that basis, measures should be taken to satisfy General Hiftar and his Egyptian backers.

Abstract:: EXECUTIVE SUMMARY: Many American detractors of Israel begin by citing that Israel receives the lion’s share of US military aid. The very suggestion conjures the demon of an all-powerful Israel lobby that has turned the US Congress into its pawn. But these figures, while reflecting official direct US military aid, are almost meaningless in comparison to the real costs and benefits of US military aid – above all, American boots on the ground. In reality, Israel receives only a small fraction of American military aid, and most of that was spent in the US to the benefit of the American economy

Abstract:: Some pundits contend that in the absence of a direct threat from state armies, and in a situation where terror, guerrilla and rocket threats predominate, Israel no longer needs heavy maneuvering formations. This 50-page study by Dr. Eado Hecht and Dr. Eitan Shamir of the BESA Center argues the contrary. The rise in capabilities of non-state actors represents a new intermediate-level threat to Israel; creating several plausible threat scenarios that require large, highly-capable ground formations. The IDF’s recent force-buildup plan, which gives priority to the air force and to precision-fire assets over ground units, is mistaken.

Abstract:: This study maps four Arab ideological camps and their interactions: The Iranian camp, Islamic State camp, Muslim Brotherhood camp, and the “counter camp” – which consists of the forces of stability, ranging from Saudi Arabia and most of the Gulf states to Jordan, Egypt, Tunisia, and Morocco, as well as the Kurds and other non-Arab players. Israel shares the fears and goals of the latter camp, and is joined with it in countering Iran. The US administration’s courtship of Iran, as well as the hope held broadly in the West that the Muslim Brotherhood could play a constructive role, has done little to restore stability or restrain the rise of radicalism.

The adverse implications of this policy shift are manifold, including: the acceleration of Tehran’s drive to regional hegemony, the palpable risk of regional nuclear proliferation following the JCPOA, the spread of jihadist Islam, and Russia’s growing penetration of the region. Manifest US weakness is also bound to have ripple effects far beyond the Middle East, as global players question the value of partnership with an irresolute Washington.
