21. Advancing United Nations Responses to Climate-related Security Risks

Abstract:
The security implications of climate change have increasingly been debated in the United Nations Security Council. Yet, there is a growing concern by many UN member states about the lack of adequate responses to the risks that climate change poses to peace and security. In recent years, some modest but notable changes at the UN have taken place, of which the creation of the Climate Security Mechanism is the primary example. This SIPRI Policy Brief summarizes the recent evolution of the climate security debate in the UN and highlights three priority areas for future action: (a) supporting and establishing climate security action in the field, (b) nurturing knowledge provision and (c) building sustainable sources of financing for climate security action. All these steps will require committed actors, innovation and long-term investment. Escalating climate impacts make the mitigation of climate-related security risks by the UN and its member states not only demanded but urgent. Recent institutional progress demonstrates that committed and cooperative actors can drive institutional change. This progress must be bolstered and action delivered in the field.

22. Climate-related Security Risks and Peacebuilding in Somalia

Abstract:
Climate-related security risks are transforming the security landscape in which multilateral peacebuilding efforts take place. This policy paper offers a glimpse into the future of peacebuilding in the time of climate change by providing an in-depth assessment of the United Nations Assistance Mission in Somalia (UNSOM). Climate-related change in Somalia has reduced livelihood options and caused migration. It has also left significant parts of the population in a vulnerable condition. These climate-related security risks contribute to grievances and increase inequality and fragility, which in turn pose challenges to the implementation of UNSOM’s mandate. The impacts of climate change have hindered UNSOM in its work to provide peace and security in Somalia and in its efforts to establish functioning governance and judicial systems. UNSOM has responded to the growing impact of climate-related change. It has learned lessons from previous failed responses—notably the 2011 drought—and has created innovative initiatives that have been effective. While there is still room for improvement, UNSOM’s new initiatives may help to deliver a set of responses that meet the short-term need for a rapid humanitarian response and the long-term objective of achieving a sustainable and resilient society. The challenges faced by UNSOM and its responses to them have wider implications. They suggest that there is a need for synergetic policy responses that can turn the responses to climate-related security risks into opportunities for UN efforts to sustain peace.

23. Arms Flows to South East Asia

Abstract:
The security environment of South East Asia is making more and more headlines and is increasing cause for concern. While old tensions and conflicts remain, China’s rise as a military power and its claims on the South China Sea not only add a new element of insecurity but also draw other powers into the mix. As this paper documents, states in South East Asia have significantly increased their military spending, their arms acquisitions and their arms inventories over the past decade. This growth has outpaced the global trend and the trends of most other regions. While the growth of military capabilities is not an uncontrollable arms race, there is cause for real concern. The increased size and capabilities of most armed forces in South East Asia—coupled with increased tensions in the region, especially over the South China Sea—lead to more military forces operating in close proximity to ‘unfriendly’ forces. Mechanisms and agreed rules to deal with the overall tensions or with unexpected confrontations of opposing military forces are lacking, which does not make it easy to prevent incidents from escalating. Furthermore, weak transparency in foreign and defence policy poses a risk of misunderstandings about why South East Asian states acquire weapons, what their ‘red lines’ are and what the response to crossing those lines would be.

24. The Challenge of Emerging Technologies to Non-proliferation Efforts: Controlling Additive Manufacturing and Intangible Transfers of Technology

Abstract:
Additive manufacturing (AM) machines are multipurpose manufacturing instruments that rely on the transfer of build-information in a digital form. AM is a rapidly developing technology with a growing range of applications, especially in the aerospace and defence industry. It is also generating concerns about its potential to create ways of weakening or circumventing dual-use and arms export controls. This SIPRI Paper examines (a) the state of the art in AM; (b) its ability to produce military equipment and dual-use items; (c) the application of export controls to AM and their implementation at the national level; and (d) the challenges that implementation and compliance present for governments, companies and research institutes. The conclusions summarize potential options and considerations when expanding controls on AM. This is one of two research papers that address the closely related issues of controlling transfers of software and technology and applying exports controls to AM. Taken together, the papers examine some of the most challenging issues that governments, companies and research institutes in the European Union (EU) and the wider world are facing when they seek to effectively implement dual-use and arms export controls. The papers also address a range of topics that are under active discussion within the multilateral export control regimes and in connection with the recast of the EU Dual-use Regulation. 25. UN Police and Conflict Prevention

Abstract:
This discussion paper connects the sustaining peace agenda and conflict prevention with the police component in United Nations (UN) peace operations. UN Police (UNPOL) play a critical role in conflict prevention through: (a) direct operational actions aimed at mediating disputes, defusing tensions and deterring violence; (b) structural prevention linked to mentoring, training and advising host state police, and the development of more effective, accountable and legitimate law enforcement institutions; and (c) systemic prevention through support for international norms and mechanisms to combat transnational organized crime, illicit arms flows and human trafficking. UNPOL’s role in conflict prevention can be further developed by a stronger focus on relationships with host state counterparts and civil society; more qualitative assessments on drivers of conflict and the inclusion of such assessments in early warning systems as well as UN reporting; and greater integration of UNPOL contributions to UN conflict prevention efforts.

26. Responses to Climate-related Security Risks: Regional Organizations in Asia and Africa

Abstract:
The transnational character of climate-related security risks often goes beyond the capacity of national governments to respond adequately. As such, it creates challenges for and increases the relevance of intergovernmental organizations (IGOs). It is, therefore, not only important to understand the climate-related security risks that regions are experiencing but also to analyse how regional IGOs are developing their capacities to deal with these risks. This SIPRI Insights presents a concise analysis of four regional IGOs—two in Asia and two in Africa. The main findings show that, in various ways, climate-related security risks have found their way into the IGOs’ policy frameworks and institutional discourse. Furthermore, it was found that both the regional security context and the regions’ vulnerability to climate change affect the framing of climate-related security risks.

Abstract:
The impacts of climate change are increasingly viewed as global security risks, which will have far-reaching implications for both human and renewable natural systems. Most climate–conflict research has focused on East Africa and sub-Saharan Africa. This SIPRI Insights explores and summarizes the findings from a systematic literature review of climate–conflict research on South Asia and South East Asia. Although these regions have been greatly affected by both climate change and conflict, there have only been a small number of rigorous academic studies that focus on the climate–conflict relationship. While this constrains the ability to draw general conclusions, there is context-specific evidence that climate change can have an effect on the causes and dynamics of violent conflict in the region when: (a) it leads to a deterioration in people’s livelihoods; (b) it influences the tactical considerations of armed groups; (c) elites use it to exploit social vulnerabilities and resources; and (d) it displaces people and increases levels of migration. In acknowledging that these mechanisms are often interlinked and more noticeable in some climatic, conflict and socio-economic contexts than in others, the need for more research in both regions is clear.

28. Assessing Gender Perspectives in Peace Processes with Application to the Cases of Colombia and Mindanao

Abstract:
In order to make peace processes more inclusive, increased participation by women and other excluded groups has been emphasised for decades, as well as the need to adopt a gender perspective within peace processes. However, the discussion has tended to focus on counting women and treating women’s participation as synonymous with a gender perspective. Defining what a gender perspective is and how it could be applied throughout a peace process has remained largely unexplored. This paper seeks to address these lacunae by drawing on current frameworks, proposing a definition of a gender perspective in peace processes and introducing a way of operationalizing this definition. The suggested indicators are used to assess two recent peace processes: the Colombian peace process and the Mindanao peace process in the Philippines. This assessment provides a practical application of the conceptual framework and raises new questions about how the concept can be further measured and assessed.

29. Bulgaria and Black Sea Security

Abstract:
The Black Sea region is experiencing a changing military balance. The six littoral states (Bulgaria, Georgia, Romania, Russia, Turkey and Ukraine) intensified their efforts to build up their military potential after Russia’s takeover of Crimea and the start of the internationalized civil war in eastern Ukraine in 2014. As a member of the North Atlantic Treaty Organization (NATO), Bulgaria aims to support NATO’s security objectives of increasing military spending, enhancing defence capacities and developing interoperability. Bulgaria contributes to NATO’s military activities in the Black Sea region and regularly hosts and participates in exercises with NATO partners. However, Bulgaria also tries to remain on good terms with Russia by way of bilateral economic and political cooperation.

The transition towards multipolarity in the international system has concerned many observers in recent years. They fear'an era of disorder and greatly diminished multilateralism owing to miscalculation, uncertainty and distrust between the new and established powers'. This is based partly on the assumption that multipolarity will create competition rather than cooperation as international actors promote or object to intervention in conflicts based on their own geostrategic, economic or political interests.
