11. Strategies for Including Women’s and LGBTI Groups in the Colombian Peace Process

Abstract:
In order to have a more nuanced understanding of inclusive peace processes, it is important to understand how civil society can connect to formal peace negotiations. The Colombian peace negotiation process is highly regarded as one of the most inclusive processes; involving civil society groups from diverse backgrounds, including both women’s and lesbian, gay, bisexual, transgender/ transsexual and intersex (LGBTI) groups. But how do these groups leverage influence among the main conflict actors, and what specific challenges and opportunities do they face? This paper applies a conflict resolution and negotiation framework to assess the involvement of women’s and LGBTI groups in the most recent Colombian peace negotiation process. In doing so, the suggested framework provides a practical application of conflict resolution and negotiation strategies that can further complement discussions on inclusion of marginalized groups in other peace negotiation processes.

12. Pathways of Climate Insecurity: Guidance for Policymakers

Abstract:
Policymakers are increasingly concerned with the climate-related security risks—the adverse effects of climate change on peace and security. This SIPRI Policy Brief outlines four interrelated pathways between climate change and conflict: (a) livelihoods, (b) migration and mobility, (c) armed group tactics, and (d) elite exploitation. These illustrate the relationship between short- and long-term environmental changes linked to climate change; their impact on the root causes and dynamics of violent conflict; and the critical role of human action, reaction and inaction in mediating violent outcomes. As a policymaking tool, pathways help to identify and navigate the political space for mitigating violent conflict. They can support decision makers in navigating these complex relationships in conflict-affected and climate-exposed regions by integrating local context into analyses of the security and conflict risks of climate change. Pathways also help to facilitate policy planning in areas such as livelihoods, mobility, resource management and governance.

13. Increasing Member State Contributions to EU Civilian CSDP Missions

Abstract:
European Union (EU) member states established the Civilian Common Security and Defence Policy (CSDP) Compact in 2018 to strengthen civilian CSDP missions. Among other things, they committed to increasing the number and share of seconded personnel in these missions. Both had been decreasing in previous years. The number of seconded personnel started to increase in 2019, driven by the expansion of several missions. It increased from 712 in August 2019 to 773 in April 2020. The increase discontinued thereafter, most likely as a consequence of the coronavirus disease 2019 (COVID-19) pandemic. Meanwhile, the share of seconded personnel continued to decrease both overall—from 66 per cent when the compact was established to 62 per cent in August 2020—and in most missions. In order to ensure the delivery of the CDSP Compact, EU member states should, among other things, continue expanding their capacity to second more personnel to missions in the medium term and increase their contributions in the short term to prevent missions becoming more dependent on contracted personnel, especially those in sub-Saharan Africa. The European External Action Service should, for example, introduce indicators based on the retention and recruitment of seconded and contracted mission personnel and analyse the effects of the COVID-19 pandemic on these two issues.

This White Book for Peace and Security is the Malian civil society's contribution to (inter)national security and development strategies in Mali. It seeks to bring forward the perspectives of local populations in the design and implementation of these strategies. Building on locally collected perceptions, the White Book presents a bottom-up analysis of the country’s most urgent security challenges and provides tailored recommendations for policymakers to achieve long-term stability in the country.

Climate-related events left no region unaffected in 2018. These events demonstrate how climate change impacts are worsening. Despite increased geopolitical tensions that seem to undermine the Agenda 2030 or the Paris Agreement, global and regional organisations have been able to achieve some progress in addressing and mitigating climate-related security risks. This report, prepared for the Planetary Security Conference taking place in The Hague on 19–20 February 2019, feeds into the conversation by sketching the past year’s trends in relation to climate and security.

Technological advances in the biological sciences have long presented a challenge to efforts to maintain biosecurity and prevent the proliferation of biological weapons. The convergence of developments in biotechnology with other, emerging technologies such as additive manufacturing, artificial intelligence and robotics has increased the possibilities for the development and use of biological weapons. This report, written by SIPRI experts on technology and arms control, provides a nuanced picture of the risks and challenges posed by this convergence. It analyses the extent to which concerns arising from new technological developments can be dealt with through existing governance mechanisms. Based on the limitations identified, the authors recommend the action that needs to be taken by national governments, international organizations, academia, the private sector and the DIY community.

Abstract:
The Horn of Africa is undergoing far-reaching changes in its external security environment. A wide variety of international security actors—from Europe, the United States, the Middle East, the Gulf and Asia—are currently operating in the region. As a result, the Horn of Africa has experienced a proliferation of foreign military bases and a build-up of naval forces. The external militarization of the Horn poses major questions for the future security and stability of the region. This SIPRI Background Paper is the first of three papers devoted to the new external security politics of the Horn of Africa. The paper maps the growth of foreign military forces in and around the Horn over the past two decades. 18. Multilateral Peace Operations and the Challenges of Irregular Migration and Human Trafficking

The third phase of the New Geopolitics of Peace Operations (NGP) initiative seeks to enhance understanding of how peace operations interact with non-traditional security challenges such as terrorism and violent extremism, irregular migration, piracy, organized crime and environmental degradation. It aims to identify the various perceptions, positions and interests of the relevant stakeholders. By engaging key stakeholders and mapping the policy space for the potential role of peace operations in addressing non-traditional security challenges, it also aims to stimulate open dialogue, cooperation and mutual understanding. Four dialogue meetings organized by SIPRI and the Friedrich-Ebert-Stiftung (FES) will focus on a different non-traditional security challenge. Each will be preceded by a background paper that sets the baseline for the meeting: giving an overview of the main developments and discussions regarding peace operations and the specific challenge to be discussed. The initiative will conclude with a final report based on the outcomes of these meetings that will advance the discussion on peace operations and non‑traditional security challenges. This phase of the NGP initiative is supported by the Ministry for Foreign Affairs of Finland, co-sponsored by the Ministry of Foreign Affairs of Ethiopia, and in continued partnership with FES.

19. A Confluence of Crises: On Water, Climate and Security in the Middle East and North Africa

Abstract:
The Middle East and North Africa region (MENA) faces simultaneous crises of security, water scarcity and climate change. They are interlinked—the water crisis is exacerbated by climate change and may fuel conflict, while insecurity is an obstacle to dealing with other pressing issues. Together, the three constitute a confluence of crises that need to be addressed together. Authoritarian and militarized governments in MENA countries repress public discourse and action related to water and climate crises, viewing critics as threats to national security. But the elite’s own economic interests and role in the political economy make them vulnerable to the new risks and threats. The water and climate crises are mostly transboundary and require states to act together. But by prioritizing narrow security interests, states accord weak mandates to regional institutions, preventing agreements on shared challenges. A regional security framework is needed, encompassing water, climate and the current conflicts.

20. Narratives in the Russian Media of Conflict and Cooperation in the Arctic

Abstract:
The Arctic has been narrated as both a region of cooperation and a region of conflict. This paper presents an analysis of how three Russian newspapers (Rossiyakaya Gazeta, Izvestiya and Novaya Gazeta) reported on the Arctic region between 2007 and 2016. The aim of the analysis is to provide a foundation for a discussion of Russian perceptions of conflict and cooperation in the Arctic in a decade when the desecuritization and peaceful cooperation that began in the late 1980s and early 1990s was challenged by a combination of changes to the physical environment and a shifting geopolitical landscape. The paper also explores how Russia’s narratives of conflict and cooperation fit into narratives about the region that have emerged in the international media. Last, the paper discusses what Russian media narratives can tell us about the priorities and future trends of Russia’s Arctic policy.
