1. Building a Safety Net: Explaining the Strength of Ex-Military Networks

Abstract:
The disarmament, demobilization, and reintegration of ex-combatants has become an integral part of peacebuilding. Although the main purpose of such interventions is to dissolve the military structures of armed groups, there is growing evidence that ex-combatant networks often remain intact. We investigate why such structures continue to thrive. We argue that ex-military networks are stronger when ex-commanders have weak links to elite patronage systems. Ex-combatants who are unable to rely on their former superiors for economic assistance must instead build denser ties to each other to gain access to a social safety net. To assess our argument, we conduct a comparative social network analysis (SNA) of two ex-military networks in Liberia. This innovative approach helps us uncover previously overlooked, but central, dynamics related to ex-combatant groups. We thereby show that SNA provides a range of underutilized tools and exact definitions that can increase our understanding of ex-military networks.

2. Buying Them Off or Scaring Them Straight: Explaining Warlord Democrats’ Electoral Rhetoric

Abstract:
Post–civil war democracies are characterized by intense electoral competition. To ensure continued political relevance, ex-military-turned-politicians, or “warlord democrats” (WDs), can either engage in a rhetoric of fear or ease societal tensions by employing a rhetoric of peace. WDs’ choice of rhetoric can have a profound impact on durable peace by altering societal discourses concerning the legitimacy of using violence. A key question is therefore: Why do some WDs employ a rhetoric of fear, and others a rhetoric of peace, when running for office? We argue that the choice of rhetoric is a function of the patrimonial endowments WDs possess; if WDs lack the resources and social networks needed to distribute patronage, they may instead use a rhetoric of fear to rally voters. To highlight the explanatory value of this proposition, we compare two Liberian WDs who ran for the Senate in 2005—Adolphus Dolo and Prince Johnson.

3. Killing Norms Softly: US Targeted Killing, Quasi-secrecy and the Assassination Ban

Abstract:
This article argues that when actors engage in controversial new security practices, it is misconceived to view secrecy as an opposed, counterproductive alternative to the pursuit of legitimation. Rather, we propose, deployment of “quasi-secrecy”—a combination of official secrecy with leaks, selective disclosure, and de facto public awareness—can be an effective strategy for achieving normalization and legitimation while containing the risks entailed by disclosure. We support this claim via a detailed case study of US targeted killing. First, we establish the existence of an American norm against targeted killing during the period 1976–2001. We then detail the process by which an innovation in practice was secretly approved, implemented, became known, and was gradually, partially officially acknowledged. We argue that even if quasi-secrecy was not in this instance a coherently-conceived and deliberately pursued strategy from start to finish, the case provides proof of concept for its potential to be deployed as such.

4. Beyond the Buzzword: The Three Meanings of “Grand Strategy”

Abstract:
The questions of how to define grand strategy and whether it “exists” continue to vex the study of grand strategy, despite the ever-increasing popularity of the term. Scholars broadly agree that grand strategy refers to something that has the characteristics of being long-term in scope, related to the state's highest priorities, and concerned with all spheres of statecraft (military, diplomatic, and economic). The precise entity or phenomenon that manifests these characteristics is less clear, indicating deficiencies in the methods used by scholars—usually implicitly—to define and operationalize concepts. This article traces the intellectual history and contemporary usage of the concept of grand strategy to identify the phenomenon or object to which the concept refers. This analysis demonstrates that there is no single concept of grand strategy. Instead, there are three, which are labelled “grand plans,” “grand principles,” and “grand behavior,” respectively. Each concept provides a distinct, valuable framework for research and policy prescription.

5. Warlords, Intervention, and State Consolidation: A Typology of Political Orders in Weak and Failed States

Abstract:
Despite efforts to bolster failed states over the past two decades, many states in the international system still exhibit endemic weakness. External intervention often leads to political instability and in most cases fails to foster state consolidation, instead empowering and creating ties with the ones it aims to weaken. Using the case of Afghanistan, I develop a typology of political orders that explains variation in degrees of state consolidation and provides the basis for more systematic comparative analysis. I demonstrate the resilience of a political logic according to which non-state armed actors (warlords) “shape-shift” and constantly reinvent themselves to adapt to changing political environments. This article, based on extensive field research in Afghanistan, shows why failed states are unlikely to consolidate and exhibit Western-style state building, as a result of intervention or otherwise.

Approval from the United Nations or NATO appears to have become a necessary condition for US humanitarian military intervention. Conventional explanations emphasizing the pull of legitimacy can- not fully account for this given that US policymakers vary consider- ably in their attachment to multilateralism. This article argues that America’s military leaders, who are consistently skeptical about humanitarian intervention and tend to emphasize its costs, play a central role in making multilateral approval necessary. As long as top-ranking generals express strong reservations about intervention and no clear threat to US national security exists, they can veto the use of force. In such circumstances, even heavyweight “humani- tarian hawks” among the civilian leadership, who initially may have wanted to bypass multilateral bodies to maximize US freedom of action, can be expected to recognize the need for UN or NATO approval—if only as a means of mollifying the generals by reas- suring them about the prospect of sustained multilateral burden sharing. Two case studies drawing on interviews with senior civil- ian and military officials illustrate and probe the plausibility of the argument.

7. Hierarchy and Legitimacy in International Systems: The Tribute System in Early Modern East Asia

Abstract:
The East Asian "tribute system" from 1368 to 1841 comprised an enduring, stable, and hierarchic system, with China clearly the hegemon, in which cultural achievement was as important as economic or military prowess. Most significant is the recognition that the Chinese tributary order was in fact a viable and recognized international system with military, cultural, and economic dimensions that all intersected to create a very interesting and stable security system. Recently it has become fashionable in historical circles to question the viability of the tributary system in part because scholars have become increasingly aware of the realties behind Chinese rhetoric. However, more nuanced studies and new interpretations only serve to underscore the centrality of the system for its participants. This paper demonstrates that there is a hierarchical relationship—generated by a common culture defined by a Confucian worldview—in place in the context of China and the East Asian states and helps clarify the distinction between an international system based on polarity and an international society based on culture.

8. How External Intervention Made the Sovereign State

Abstract:
From post-World War II decolonization to establishing order in war-torn polities today, external intervention can play an important role in fostering sovereign statehood in weak states. Much attention in this regard emphasizes local reactions to outside pressures. This article augments these perspectives by drawing attention to ways that foreign actors may affect the development of sovereignty through their efforts to work with various domestic groups. Structured comparisons of China and Indonesia during the early to mid-twentieth century suggest that active external intercession into domestic politics can collectively help to shape when and how sovereignty develops. As these are least likely cases for intervention to affect sovereign state making, the importance of foreign actors indicates a need to reconceptualize the effects of outside influences on sovereignty creation more broadly.

9. Identity, Insecurity, and Great Power Politics: The Tragedy of German Naval Ambition Before the First World War

Abstract:
Why did Germany pursue naval expansion at the turn of the twentieth century? This question has long puzzled scholars of international security, who consider German naval ambition to be an instance of suboptimal arming—a decision that decreased Germany's overall security and risked the survival of the German state. This article argues that the social desire to be recognized as a world power guided Germany's decision to challenge British naval hegemony. From the beginning of its naval planning, Germany had one clear aim: a powerful fleet of battleships stationed in the North Sea would alter the political relationship with Britain in such a way that it could no longer ignore Germany's claim to world power status. Reconceptualizing Germany's naval ambition as a struggle for recognition elucidates the contradictions at the center of German naval strategy, explaining how the doomed policy could proceed despite its certain failure. The article concludes that the power-maximizing practices of great powers should be seen as an important component of identity construction and an understudied dimension of contemporary security practice.

Abstract:
One of the common criticisms of Kenneth Waltz's Theory of International Politics is that its structural model is rather spare. This paper enriches neorealism by specifying the conditioning effects of competition and socialization operating on behalf of the international structure. Despite its neglected status in neorealist theory, I argue that socialization produces important effects on interstate interaction. I develop a model of the socialization process that uses role theory to demonstrate how interstate interaction is structured at the micro-level. Consistent with neorealism, the model assumes that socialization is heavily conditioned by material capabilities, and operates mainly on the adjustment of state behavior. I analyze several episodes of U.S. history to demonstrate that neorealism can explain how unit-level behavior is structured through socialization. The resulting elaboration of neorealism offers a more fully specified structural theory of international politics
