Abstract:
In 2014, Sweden’s Foreign Minister Margot Wallström took the worldby storm when she launched the world’s first explicitly feminist foreign policy. The new policy would be a way of doing things differently in Sweden’s international affairs, organizing its approach to diplomacy, development, and defense under a 3 Rs framework of women’s rights, resources, and representation, the latter of which this journal issue seeks to explore.

Abstract:
In the first issue of our 20th volume, the cooperative and conflictual nature of climate change in international relations is explored. Rafael Leal-Arcas analyzes the necessity of a symbiotic relationship between bottom-up and top-down negotiations to implement clean energy consumption. Following, Caitlin Werrell and Francesco Femia begin this issue's dialogue on climate change and security. Carmel Davis discusses the effects of climate change on Sub-Saharan Africa's ability to develop and subsequently mitigate conflict. Similarly, Ziad Al Achkar outlines the economic, environmental, and security threats in the Arctic as its ice continues to melt. Zhao Ang then discusses China's ability and incentives to pursuing a greener economy. Following, Buddikha Jayamaha, Jahara Matisek, William Reno, and Molly Jahn discuss the security and development of climate change implications in the Sahel region. The main portion of this issue proudly concludes with the Journal's interview with former Swiss Ambassador Therese Adam on climate change negotiations and the great potential for civil society engagement. Following the climate change portion of this issue, we feature a special sup-topic: Africa Rising. Here, Peter Schraeder discusses the effects of President Donald Trump's foreign policy in Africa. Juan Macías-Amoretti analyzes the role of Islam in Moroccan politics, while Karim Bejjit concludes with a discussion on Morocco's growing relationship with the AU.

Abstract:
In the following pages we intend to trace the factors that explain the shifts in Russian policy from the early to mid-1990s, when Russian leaders were committed to joining the international system dominated by the European Union and the United States, to the present confrontation between Russia and the West.2 Why has the relationship deteriorated as it has? I will first discuss briefly the essentially unsatisfactory nature of relations between the Russian Federation and the West; from the Russian perspective, in the 1990s, and their role in determining the central goals that have driven Russia’s evolving sense of identity and policy since Vladimir Putin came to power at the turn of the century. I will note the aspects of Western policy that seemingly led to the decision in Moscow, around 2005, that cooperation with the West on terms of equality was impossible and that Russia should forge ahead to achieve its own objectives, even if that resulted in confrontation with the West. This decision resulted in the so-called “gas wars” with Ukraine in 2006 and 2009, the Russo-Georgian war of August 2008, and more recently the intervention in Ukraine since 2013, including the absorption of Crimea into the Russian Federation and the ongoing military support for the government of President Bashar Hafez al-Assad of Syria, an assessment of which will comprise the final substantive section of the article. All these Russian policies contributed to the growing confrontation in relations between Russia and the European Union, as did EU efforts to tie East European states more closely to the EU itself.

6. The Impact of the Global Financial Crisis on International Migration

Abstract:
Economic and financial crises never fail to impact international migration patterns, processes, and policies. The Great Depression (1929-33) resulted in massive repatriations of Latin Americans from the United States and the introduction of highly restrictive immigration policies in a number of industrialized countries, including France and Canada. The Oil Crisis (1973) resulted in severe restrictions on labor migration, a concomitant growth in asylum applications and irregular migration in Europe, and the emergence of new flows of labor migration to new industrial centers in Asia and Latin America. As a result of the Asian financial crisis (1997-99), several Southeast Asian countries introduced policies of national preference and sought to expel migrant workers. The Russian financial crisis (1998) accelerated rates of emigration from Russia, in particular of Russian Jews and the highly-skilled. The gravity of the Latin American financial crisis (1998-2002) also resulted in a significant exodus, in particular from Argentina.

Abstract:
In the aftermath of the economic crisis of 2008, the United States administration officials emphasized that economic security needed to go hand in hand with national security. Immigration is an often overlooked yet major component of both economic and national security. Much is made of capital flows, trade agreements, treaties, and military action in the broader scheme of international relations. However, the flow of people, particularly people from a variety of ethnic and national backgrounds, has always played a key role in international relations, including on security issues.

Abstract:
Since the late 1980s a growing number of scholars, journalists, and NGOs have been employing the metaphor fortress Europe to depict what are allegedly disastrous migration policies enacted within the framework of the European Union. Today, fortress Europe has matured into a politically footloose charge, which means that Brussels and member state governments no longer enjoy the luxury of brushing it aside as the mere cry of the idealistic and hyperbolic do-gooders on the left. Rather, the portrayal of the EU as a fortress, dead set on repelling migrants from the less fortunate places of the world, now also holds sway within much of the global news media's neoliberal punditry.

Abstract:
Complex modern democratic societies formed in the wake of the Second World War face the task of securing three public goods—legitimacy, economic welfare, and a viable sense of collective identity. However, not all people living in such societies are entitled to benefit from these public goods or even engage in the national pursuit of happiness. Indeed, not all humans are considered as belonging to the collective identity of a state, and not all people who cross the borders of a state feel obliged to conform to the expectations of the target country. Thus, while migration is a necessity and an unavoidable phenomenon, it may lead to a host of unintended problems.

Abstract:
In the last decade of the 20th century, political, economic, and social changes together with conflicts and globalization induced stronger labor and human mobility in the region of the South East Europe during the first decade of the 21st century. Current financial and economic crises caused a major decline in migration and resulted in significant unemployment among immigrants in OECD countries. These developments have had positive and negative implications for both origin and destination countries. In order to maximize the positive effects and minimize the negative impact, states need to engage in migration management, negotiating relations between origin and destination countries, even regionally.
