Abstract:: Results of a nationwide sociological survey conducted by the Razumkov Centre KYIV-2016 This publication presents the results of a nationwide sociological survey conducted by the Razumkov Centre’s Sociological Service in the framework of Ukraine’s security governance challenges monitoring project, implemented by the Geneva Centre for Security Sector Governance (DCAF), jointly with Razumkov Centre, with support from the Kingdom of the Netherlands. The survey and the publication were made possible through financial support from the Ministry of Foreign Affairs of the Kingdom of the Netherlands. The assessments and conclusions made by the authors do not necessarily coincide with official position of the Ministry of Foreign Affairs of the Kingdom of the Netherlands. The survey was conducted by the Razumkov Centre’s Sociological Service on 27-31 May 2016, in all regions of Ukraine, except Crimea and the occupied territories of Donetsk and Luhansk regions. 2,019 respondents aged above 18 years were polled. The sampling error does not exceed 2.3%.

General assessments, conclusions and proposals are those of the participants and contributors and do not necessarily coincide with the positions of DCAF or the Razumkov Centre. Publication was made possible in the framework of the joint DCAF-Razumkov Centre Project sponsored by the Ministry of Foreign Affairs of the Netherlands.

Abstract:: This preliminary study performed by the Institute of Gender Programs and the Center for Army, Conversion and Disarmament Studies (CACDS), with financial support from DCAF, presents an analysis of the basic legislation regulating military service of women in the Armed Forces of Ukraine, the National Guard and the State Border Service. Concluding that the majority of problems faced by servicewomen during their professional career are not currently addressed by legislation, the study supplies preliminary recommendations and suggests amendments to specific legal provisions to fill relevant gaps in national legislation.

Abstract:: The events of 2014 underlined key challenges facing the oversight of the security sector in Ukraine. As a result, a series of legal amendments were initiated on a preliminary basis in order to address democratic control and security sector reform issues. Although some of the legislative gaps revealed by the current crisis have been addressed, this publication outlines the need for further measures to repair the system of civilian control over the armed forces.

Abstract:: In October 2014, the Verkhovna Rada of Ukraine (the Ukrainian Parliament) adopted new legislation on an Anti-Corruption Strategy for 2014-2017, the National Anti-Corruption Bureau (NABU), and the National Agency for the Prevention of Corruption (NAPC), as well as anti-corruption amendments to a number of existing laws. Focusing on key legislation, this publication maps the general aspects of the recent legal reforms in Ukraine aimed at preventing and investigating corruption. Intended to improve public service integrity and prevent corruption, the success of the overall anti-corruption measures remains a focus of attention at national and international levels.
