Abstract:
Where is global economic governance heading? What will the future of global economic governance hold? These questions are on everyone’s lips. In the report of the 19th National Congress of the Communist Party of China, President Xi Jinping reaffirmed China’s foreign policy principle of ‘never seeking hegemony’, but this does not mean that China should disavow the role of international leadership. Indeed, it is now engaged in what might be called a non-hegemonic leadership, which is sure to be hugely significant in the future of global economic governance.

April 30th 2017 marks the US President Donald Trump's 100th day in office. In US political tradition, the first one hundred days of a first-term presidency are usually called the “observation period” or “honeymoon period,” during which the new leader in Washington acts with great expectations from the public and a moderate thaw in relations with Congress. The new administration tends to face little resistance, and the media usually avoids jumping to conclusions about its course and capability. Hence, the new president takes full advantage of looser constraints and favorable conditions during this period, attempting to remove as many “legacies” lingering from the previous administration as possible (if the two administrations are from different parties), delivering on the promises made during the election campaign, charting the future for the US and the world as clearly as possible, and laying a foundation for policies and performance in the first term. On November 21st 2016, the third day after he won the presidential election, Trump unveiled plans for his first 100 days in office via video, mainly including proposals related to immigration, trade, defense policy, and the political environment in Washington. Trump pledged to “make America great again,” and beat drums for the doctrine of “America first,” attempting to restructure the US economy, trade, and foreign policies. As he stated, “whether it's producing steel, building cars, or curing disease, I want the next generation of production and innovation to happen right here, in our great homeland: America—creating wealth and jobs for American workers.” As we head into the 100th day of the Trump’s presidency, has Trump achieved a good start? Has he proved that he could end up being a “great president”? Is it possible for Trump to create the new America that he has promised?

Abstract:
In recent years, Turkey has attracted increasing attention from researchers focused on both the Middle East and the development of China. As these researchers are interested in the special and sensitive issues between Turkey and China, they need to acquire knowledge about a particular aspect of Turkey. Although a large economic power in the Middle East located between Europe and Asia, the Muslim country of Turkey is a member of NATO. It has witnessed a continuous high economic growth over the past decade, and it is one of the non-Western countries that became middle developed nations at an early time. Recently, Turkey has grown into the 16th largest economy in the world. In recent years, given the complicated drastic changes and turmoil in the Middle East, Turkey has played an important role in regional affairs. On June 7, 2015, Turkey embraced parliament election, which inevitably exerts an important influence on the current and future domestic politics and diplomacy of Turkey. Turkey is also the host country of the G20 Summit that will be held in November 2016. In this context, we observe this country from the perspective of its historical heritages and geopolitical patterns. The multiple roles, changes, and positions of Turkey are also examined in this work. In addition, the special relation of Turkey with China is revealed. This study aims to help the Chinese people understand Turkey and provide knowledge that could assist China in its formulation of policies and strategies affecting Turkey.

Abstract:
Though National Development and Reform Commission, Ministry of Finance and Ministry of Commerce jointly released theGuiding Opinions on Guiding Funds in 2008 and local governments also issued relevant guiding opinions when they set up guiding funds, these guiding opinions lack the administrative regulations and concrete standards for the operation of venture capital guiding funds. The establishment and operation of the 40-billion-RMB Emerging Industry Venture Capital Guiding Fund will drive the new round of peak for the establishment of venture capital guiding funds in China. To better standardize the operation and management of guiding funds, improve the operation efficiency, and prevent through systems rent-seeking behaviors such as connected transactions and inbreeding, it is imperative to formulate a national standard for guiding funds.

On November 9, 2016, defeating Hilary Clinton, Donald Trump was elected as the 45th American president. At the same time, the Republican Party secured majority in both the House of Representatives and the Senate. Since November 9, 2016, Trump and his team have been working day and night on issues including personnel, policies, public opinions, and foreign relations to prepare for the inauguration on January 20, 2017. During this time, Trump has touched upon the China issue more frequently and casually compared to his predecessors, and with distinct deal mentality. It has raised more uncertainties in China about the relationship with the US after Trump takes office. The prospect we have to be concerned about is that the No.1 threat confronting China-US relationship in the future is the dominance of offensive realism and antagonistic behavior. And zero-sum pattern is starting to encroach trade and economic ties which have long been the cornerstone of the bilateral relations. The following is an observation report on what the president-elect has done and said since he won the election. All of the content is based on public information and is hereby presented to you. We hope it can help readers gain clear thinking on where America and China-US relationship are going and also offer informative reading to people who care about the bilateral relations. The report is divided into six parts, aiming to present in a systematic and comprehensive way all the preparation made by Donald Trump and his team and forecast the Trump administration’s way of governance. In the 2015 government work report, Premier Li Keqiang has mentioned twice the concept of “mass entrepreneurship and innovation”. He stresses that along with greater supplies of public goods and services, these will become the twin engines to drive the development and upgrade of China’s economy. At the same time, innovation is a critical impetus to revolutionize traditional industries and build new economic engine. Innovation and entrepreneurship oriented incubator, as an important carrier of new innovation service platform that meets the need to establish maker space in the network age, has attracted more and more public attention. Since its birth in the late 1950s, innovation and entrepreneurship oriented incubator has been a strong impetus to the economic prosperity of different countries and regions in the world and also plays a prominent role in nurturing small and medium enterprises and creating jobs. As the birthplace of the incubator, the United States has established a relatively mature incubator industry operation mechanism after experiencing the four stages of initial creation, multi-functional development, high-speed growth and innovative transformation. The US has become the global leader in the field of Innovation and entrepreneurship oriented incubator with its innovative incubator model featuring “business accelerator” and “virtual incubator”. Despite its later start than the US in this field, Germany has formed its own shareholding incubator model centered on interest chain and incubator model linked by intermediary service agency as well as international expansion model featuring overseas incubator, which shows a tendency to surpass the US. In France, many incubator models such as the ones funded by the government, the ones comprehensively and the ones established by enterprises have gained fairly good results. Israel, which used to be a small developing country with a low population and poor resource, has now became a developed country with its high-tech industries significantly promoted by incubator.
