In recent years, the geopolitical landscape of East Asia has undergone significant shifts, with the Taiwan Strait emerging as a pivotal point of great power competition and regional instability. This paper delves into the intricate dynamics in this evolving scenario, examining the multifaceted implications of Taiwan contingencies and their ripple effects on the security of the Korean Peninsula and the longstanding US-ROK alliance. This study highlights the need for Korea to build strategic plans for a Taiwan contingency by examining the correlation between plausible scenarios and the security challenges of the Korean Peninsula. This paper explores the broader implications of a Taiwan contingency within the context of great power rivalry and international relations. Moreover, it analyzes specific scenarios related to the Korean Peninsula that could unfold around Taiwan, such as maritime blockades and potential Chinese armed attacks on Taiwanese territory. It then emphasizes the influence of these scenarios on the Korean Peninsula, revealing a complex web of economic security, diplomatic, and military challenges. The article thereafter turns its attention to the US-ROK alliance essential to regional security in East Asia. This analysis examines the strategic ramifications of the relocation of US Forces Korea (USFK) and the possible engagement of the ROK military to assess the potential responses by the US-ROK alliance to the Taiwan crisis. It also highlights how crucial it is to comprehend each of the points of view held by the US and the ROK, underscoring the complex intricacies of the alliance. Finally, the paper proposes strategic policy recommendations to enhance Korea’s role in regional security. This includes strategies for maritime security, military readiness against conventional threats, and the strengthening of trilateral relationships with the US and Japan, providing a proactive roadmap for Korea’s foreign and defense policy.

Abstract:
Taiwan’s election campaign has concluded. Voters went to the polls on Jan. 13. As has been the case in almost every election, cross-Strait relations with China were the central issue, a secondary issue being President Tsai Ing-wen’s management of the economy. The outcome of the election will largely dictate the course of Taiwan-China relations over at least the next four years. The Democratic Progressive Party (DPP) candidate and President Tsai Ing-wen’s chosen successor, William Lai Ching-te, the eventual winner, proclaims that Taiwan is already independent as the Republic of China. It should continue to diversify economic linkages away from China, strengthen military deterrence, and hope that China will eventually offer talks without one-China preconditions. The opposition Kuomintang candidate, Hou Yu-ih, called for expanded cross-Strait economic ties and dialogue with China under the one-China banner to reduce tensions while Taiwan also builds its military deterrence. China has deployed economic sticks, gray-zone military intimidation, and fake news to influence the election. Washington has expanded its support for Taiwan’s self-defense, though less vigorously than Republican critics in Congress would like. Taiwan and the US have continued to expand trade ties in ways that will benefit Taiwan businesses though without tariff concessions that Taiwan eagerly wants. Now that Taiwan voters have elected William Lai, as the polls predicted, China will likely respond with increasing coercion. Had Hou Yu-ih been victorious, his challenge would have been to navigate between Beijing’s pressure for cross-Strait concessions and Washington’s suspicions of any such steps by Taiwan.

3. Taiwan and China—Steady As She Goes

As 2024 dawned, Chinese President Xi Jinping reiterated in his New Year Address that Taiwan must unify with China. In her New Year Address, Taiwan President Tsai Ing-wen, with the election of her successor only 14 days away, repeated her offer to meet China on the basis of equality, mutual respect, and without preconditions, echoing themes dating back to her first inaugural address in 2016. On Jan. 14, Tsai’s chosen successor, Vice President Lai Ching-te, won an unprecedented third successive term for the Democratic Progressive Party, promising to uphold the independence of the Republic of China, but the party lost its majority in the legislature. A month later, two Chinese fishermen operating illegally near Kinmen Island died when their boat capsized as they were pursued by the Taiwan Coast Guard. Five days later, a Chinese Coast Guard vessel boarded and inspected a Taiwanese tour boat near Kinmen. Tensions grew but they did not boil over. On Jan. 30, China unilaterally moved its M503 civil aviation flight route closer to the median line of the Taiwan Strait. Premier Li Qiang included the obligatory call for Taiwan reunification in his Work Report to China’s National People’s Congress (NPC). Some analysts found that and other NPC references to Taiwan more strident than in recent years, but any change in tone was subtle. In apparent retaliation for Lai’s electoral victory, China persuaded Nauru to switch diplomatic ties from Taiwan to China even as Taiwan continued to strengthen unofficial relations with larger powers. These Taiwan efforts were supported by US President Biden, who used a trilateral meeting with Japan and the Philippines to call for cross-Strait stability. Taiwan’s continuing negotiation with the US of a 21st Century Trade Initiative and TSMC’s decision to expand new facilities under construction in Arizona exemplified Taiwan’s continuing diversification of economic linkages away from China. President-elect Lai will be inaugurated on May 20; his inaugural speech and China’s response could portend the future course of cross-Strait relations.

4. The World After Taiwan’s Fall

Abstract:
Let us start with our bottom line: a failure of the United States to come to Taiwan’s aid—politically, economically, and militarily—would devastate the Unites States’ credibility and defense commitments to its allies and partners, not just in Asia, but globally. If the United States tries but fails to prevent a Chinese takeover of Taiwan, the impact could be equally devastating unless there is a concentrated, coordinated U.S. attempt with likeminded allies and partners to halt further Chinese aggression and eventually roll back Beijing’s ill-gotten gains. This is not a hypothetical assessment. Taiwan has been increasingly under the threat of a military takeover by the People’s Republic of China (PRC) and, even today, is under attack politically, economically, psychologically, and through so-called “gray zone” military actions short of actual combat. The U.S. government, U.S. allies, and others have begun to pay attention to this problem, yet to this day, they have not sufficiently appreciated the strategic implications that such a takeover would generate. To address this problem, the Pacific Forum has conducted a multi-authored study to raise awareness in Washington, key allied capitals, and beyond about the consequences of a Chinese victory in a war over Taiwan and, more importantly, to drive them to take appropriate action to prevent it. The study, which provides six national perspectives on this question (a U.S., Australian, Japanese, Korean, Indian, and European perspective) and fed its findings and recommendations into the second round of the DTRA SI-STT-sponsored (and Pacific Forum-run) Track 2 “U.S.-Taiwan Deterrence and Defense Dialogue,”[1] outlines these strategic implications in two alternative scenarios. In the first scenario, China attacks Taiwan and it falls with no outside assistance from the United States or others. In the other scenario, Taiwan falls to China despite outside assistance (i.e., “a too little, too late” scenario).

5. Confrontation Muted, Tensions Growing

As 2023 began, cross-Strait confrontation was muted. Travel began returning to pre-COVID levels across the Strait and between the mainland and Taiwan’s offshore islands. At China’s annual National People’s Congress, outgoing Premier Li Keqiang and reanointed President Xi Jinping eschewed inflammatory rhetoric about reunification with Taiwan. Taiwan and the US kept Taiwan President Tsai Ing-wen’s transit of the US low-key. Tsai met House Speaker Kevin McCarthy in California, deflecting the speaker’s expressed interest in visiting Taiwan and avoiding the destabilizing Chinese military exercises around Taiwan that followed Speaker Pelosi’s visit last August. Despite this calm, seeds of confrontation proliferated. China cut a communications cable to Taiwan’s offshore islands and announced a coast guard drill to inspect commercial shipping in the Taiwan Strait, both interpreted as practice for gray-zone coercion. China persuaded Honduras to sever its longstanding diplomatic ties with Taiwan. Taiwan increased its military budget and expanded training with US forces. Former Taiwan President Ma Ying-jeou visited China and met Chinese officials, endorsing the 1992 Consensus and signaling that the upcoming election campaign for Taiwan’s president will again offer two very different visions of Taiwan’s future relationship with mainland China.

6. Tensions Intensify as Taiwan-US IT Cooperation Blossoms

In the wake of then US Speaker of the House Nancy Pelosi’s visit to Taiwan in August, China’s extensive military exercises continued to impose a more threatening “new normal” in the Taiwan Strait. Taiwan continued to be the focus of heated public exchanges between the US and China. US President Biden said, for a fourth time, that the US would defend Taiwan and added an inflammatory codicil that independence was for Taiwan to decide. At the 20th Congress of the Chinese Communist Party, General Secretary Xi Jinping promised China would strive for peaceful reunification with Taiwan but would not renounce use of force. On Dec. 23, Biden signed the Taiwan Enhanced Resilience Act and a State Department appropriation providing $2 billion in loans for Taiwan to purchase US equipment. Two days later, China sent 71 military aircraft and seven ships to intimidate Taiwan, its largest-ever one-day exercise near the island. Two days later, Taiwan President Tsai Ing-wen announced that Taiwan would extend its military conscription to 12 months. TSMC formally broke ground for the first of two factories in the US, a $40 billion investment. The new year will see Taiwan’s DPP and KMT parties launch their presidential election campaigns, debating visions for cross-Strait defense, dignity, and dialogue as the Chinese military appears determined to intensify its intimidation.

7. Stark Choices Confront Taiwan Voters

Taiwan’s presidential election campaign has begun. Lai Ching-te, Taiwan’s vice president and Democratic Progressive Party (DPP) candidate, Hou Yu-ih from the Nationalist (Kuomintang, or KMT) Party, Ko Wen-je of Taiwan People’s Party (TPP), and independent Terry Gou offer Taiwan voters four different visions of Taiwan’s future relationship with China. As senior US and Chinese officials resumed long-stalled face-to-face meetings, China warned once again that it has no room for compromise or concession on Taiwan. Yet, when Lai completed almost invisible transits through the US en route to Paraguay and back, China’s military response seemed almost pro-forma. When US, Japanese, and South Korean leaders reiterated at the trilateral Camp David summit their staunch opposition to China’s intimidation, China chose to interpret their words as one more promise to support Taiwan. The US accelerated weapons deliveries to Taiwan and expanded training for Taiwan’s military, and Taiwan announced that its defense budget will increase by 7.5% in 2024. Taiwan’s TSMC moved forward on constructing its Arizona factory despite some hiccups, and the US and Taiwan signed a long-awaited trade deal—the first part of their 21st Century Trade Initiative. As Taiwan’s presidential and legislative election campaigns enter the home stretch, the DPP’s Lai continues to lead the race. How will Beijing respond? Will Taiwan voters choose caution and vote for the KMT, or will they again interpret Chinese intimidation as one more reason to give four more years to the DPP with its insistence on de-facto independence?

8. US-Taiwan Deterrence and Defense Dialogue: Responding to Increased Chinese Aggressiveness

Taiwan is already under attack by the People’s Republic of China (PRC) politically, economically, psychologically, and militarily—the latter through more aggressive Chinese People’s Liberation Army (PLA) gray zone military operations short of actual direct conflict. This multidimensional threat requires a multidimensional response in ways that complement and enhance military deterrence. PRC behavior represents a global problem that demands a global response. PRC pressure on Taiwan has increased considerably over the past year, even before Beijing used the visit by House Speaker Nancy Pelosi as an excuse to further ramp up pressure. The August 2022 PLA military exercise around Taiwan appears aimed at further creating a “new normal” that could reduce warning times should Beijing invade. However, such PRC actions are not “normal.” They are unilateral, destabilizing, and, in some instances, illegal changes to the status quo. Such Chinese pressure tactics, combined with the “wake up call” provided by the Russian invasion of Ukraine, have sensitized the citizens and governments of Taiwan, the United States, and the international community to the growing possibility—if not probability—of a PRC invasion and have increased public perceptions about the need and willingness to defend Taiwan democracy. The PRC’s nuclear build-up is also a great cause of concern. This concern is driven not by the threat of nuclear war (given US nuclear superiority) but by the possibility of nuclear blackmail aimed at discouraging Washington from getting involved in a Taiwan confrontation. Taiwanese are concerned about crisis escalation (especially to the nuclear level) but worry more about the PRC deterring the United States. The United States, working closely with allies and other like-minded states, should be more proactive and less reactive in responding to increased PRC aggressive behavior. With the US Department of Defense (DoD) in the lead, the US Government needs to better assess Chinese strengths and weaknesses vis-à-vis Taiwan with an eye toward countering strengths and exploiting weaknesses, while also examining ways to broaden the challenge along multiple fronts in cooperation with various allies and partners. Think tanks can and should supplement this analysis. While continued strong support for Ukraine is important to demonstrate Western resolve and prevent more Russian territorial gains, the PRC remains the “pacing threat” and thus should remain the focus of US national security policy and defense procurement strategy.

Taiwan needs much stronger friendships and more support, particularly from the United States, to counter Chinese moves and enhance deterrence of, and its defense potential against, Beijing. This is urgent because Taiwan no longer holds the qualitative advantage it once had over China’s People’s Liberation Army (PLA). The United States supports a strong, resilient, and democratic Taiwan capable of maintaining its autonomy and ability to counter coercion and defend itself from any source, especially from China. Absent this, Washington’s widely shared vision of a free and open Indo-Pacific would be permanently undermined. It is clear, therefore, that the United States and Taiwan should step up their joint work and strengthen their security relationship, and it is critical that they do so expeditiously. At the same time, from a US perspective, it is important not to embolden Taipei or exceedingly raise its expectations about the US role to deter and defend against Beijing. While Washington has an interest in strengthening the island’s deterrence and defense potential vis-à-vis Beijing, it also does not want to encourage Taipei to become belligerent toward Beijing. Engagement, therefore, involves striking a tough balance, and many topics to that effect remain difficult—and much too sensitive—to address and discuss at the official level, particularly when it comes to deterrence and defense questions.

10. Deepening Progressive Partnerships: TAYLE & PF Young Leaders

Since beginning our partnership two years ago, the Taiwan-Asia Exchange Foundation (TAEF) and Pacific Forum have provided meaningful exchanges under our organizations’ youth engagement programs, the Taiwan-Asian Young Leaders Engagement (TAYLE) and the Young Leaders Program respectively. Seeing the potential behind youth-led initiatives and the value of diverse perspectives on contemporary international issues, the TAEF and Pacific Forum hope to broaden the exposure of young leaders from the Asia-Pacific to pressing matters that affect their respective communities and the region at large. Under the TAEF’s TAYLE program, select Pacific Forum Young Leaders and peers from Southeast and South Asia are invited to Taiwan to participate in the annual Yushan Forum: Asian Dialogue for Innovation and Progress, which takes place in October and coincides with the country’s National Day celebrations. The theme, “Deepening Progressive Partnerships in Asia,” focused on the progressive partnerships and achievements in the areas of economic and technological exchange, talent cultivation, sustainable development, civil society development, think tank collaboration, cultural exchange and youth leadership within the region.
