21. A Guide to Japan’s Space Policy Formulation: Structures, Roles and Strategies of Ministries and Agencies for Space

Abstract:
The Japanese government’s organizational structure and policy processes for outer space programs have evolved over time, and now the government has completed its restructuring. Fifty years ago, the Japanese government restricted national space activities to “peaceful purposes,” which was interpreted as non-military activities. As a consequence, Japan’s space programs, including the government’s utilization of space systems, were rationalized on the basis of scientific purposes. Today, technological advancements and changes in both internal and external political circumstances led the government to accept and pursue a full-spectrum national space policy that includes military usage. The government codified these changes and created the first national law for space in 2008. The law established a Cabinet-level headquarters to develop and lead Japan’s space policy. In addition, organizational reforms in 2012 affected ministries’ and agencies’ roles, responsibilities, and national space policy processes. This paper is a resource for researchers of Japan’s space policy. It will allow them to easily and comprehensively understand how Japan’s national space policy is being formulated. The first section of this paper aims at clarifying the Japanese government’s current organizational structures, roles and strategies in space policy. The second section provides an overview of two national space policy pillars: national military space strategies and commercial space initiatives.

22. Examining the Divergence in State and Civic Engagements: How Bilateral Tourism Can Help Facilitate Reconciliation between South Korea and Japan

Abstract:
South Korea-Japan relations demonstrate some of the most conflicting dynamics in East Asia, encompassing historical, political and diplomatic disagreements. Analyses tend to follow a topdown analytical framework and focus on state-to-state relations. However, more work should examine how civic engagement via tourism is vital to creating an environment that facilitates diplomatic reconciliation. Bilateral tourism statistics between South Korea and Japan show a steady increase since 2015. For example, the number of Japanese visitors to South Korea increased from 4,002,095 in 2015 to 7,539,000 in 2018. Likewise, the number of South Korean visitors increased from 1,837,782 in 2015 to 2,948,527 in 2018. This trend has continued throughout 2018 as well as in the initial months of 2019, until relations soured due to a series of events including the October 2018 South Korean Supreme Court ruling. The media was quick to note the sudden decline in tourism in July 2019, when South KoreaJapan trade disputes intensified. Despite the publicity surrounding this incident, it is important to note that other events, such as the March 2011 Fukushima nuclear incident and the Global Financial Crisis in 2008-2009, detrimentally impacted tourism between South Korea and Japan. Yet, gradually, bilateral tourism recovered, however. This positive trend in bilateral tourism is due to characteristics inherent to South Korea-Japan tourism, including geographic proximity and cultural affinity. Geographic proximity provides both South Korean and Japanese tourists high accessibility, convenience and affordability. South Korean and Japanese citizens also tend to travel to the other nation due to innate cultural curiosity, which helps to heighten a positive perception of the host nation. There are also challenges associated with bilateral tourism, including unforeseen disasters and currency exchange rates. Government management is an important countermeasure to such challenges. Unfortunately, governments require an incentive to pursue such measures, which can be difficult to muster at times of diplomatic tension. Three policy recommendations will use bilateral tourism to promote diplomatic reconciliation and domestic developments for both South Korean and Japanese governments.

23. US-Japan Relations and the Trump Effect

Abstract:
The US presidential election was the primary influence affecting US-Japan relations in the fall of 2016. Japan was brought into the spotlight during the campaign with Trump repeatedly criticizing Tokyo for unfair trade practices and free riding in the alliance. The outcome of the election left many Japanese worried about the future of the alliance. Prime Minister Abe quickly reached out to President-elect Trump, arranging a meeting with him in New York on Nov. 18. Beyond the attention given to the election, the LDP and Abe also sought to support the Obama administration by ratifying the Trans-Pacific Partnership and promoting maritime capacity building in Southeast Asia. President Obama and Prime Minister Abe met for the last time in Hawaii on Dec. 27. Uncertainty abounds on the economic and strategic fronts in the coming year, but the biggest unknown for the bilateral relationship will be the new US president and his approach to Asia.

24. Abe-Xi Met; Diplomats Talked; Wait ‘Til Next Year…

Abstract:
Prime Minister Abe and President Xi met twice in the last four months of 2016. Both committed to advancing the relationship during 2017, taking advantage of the opportunities presented by historic anniversaries – the 45th anniversary of normalization and the 40th anniversary of the Japan-China Friendship Treaty. Both leaders also committed to the early implementation of an air and maritime communications mechanism. Notwithstanding the increasing air and maritime interactions between the PLA and the Japanese SDF and Coast Guard, working-level officials were unable to reach agreement. At the end of the year, the Abe government announced a record high defense budget for 2017; days later the China’s aircraft carrier transited in international waters between Okinawa and Miyakojima into the western Pacific. Meanwhile public opinion polling revealed growing pessimism in Japan with respect to China and Japan-China relations.

Going into the final months of 2016, Seoul-Tokyo relations had been on a positive trajectory, creating that ill feeling that it was time for things to go awry. While the relatively calm period witnessed palpable results with the signing of the General Security of Military Information Agreement (GSOMIA) and solidarity against North Korea’s provocations, the political chaos in South Korea that climaxed with the impeachment of President Park Geun-hye in December put the brakes on further developments. The scandals surrounding the abuse of power involving a shadowy confidante made it difficult to shake off the feeling that the administration’s deals with Japan have become tainted. Now, South Korean presidential hopefuls are tapping into public discontent to undermine the “comfort women” deal reached in December 2015, and there is high skepticism in the media over the implementation of GSOMIA.

The transition to the new Trump administration was far smoother for Japan than for other US allies. Prime Minister Abe Shinzo’s visit to Trump Tower the week after the election in November undoubtedly helped smooth the way, and his visit in February proved to be a successful confirmation of Tokyo’s highest priorities for alliance cooperation. Secretary of Defense James Mattis and Secretary of State Rex Tillerson both headed to Northeast Asia, reassuring Tokyo and Seoul of the administration’s commitment to its Asian allies. This early effort helped ensure continuity rather than disruption would be the theme for the US-Japan alliance for the next four years. North Korea, of course, helped that return to normalcy. Yet not all was settled in these early months. How the new administration was going to define its approach to trade remained ill-defined. The Japanese government, however, was not interested in a conversation that focused only on trade.

Though free of the large-scale anti-Japanese demonstrations and acerbic exchanges that have characterized the recent past, the cold peace between China and Japan continued in the early months of 2017. There were no meetings of high-level officials, and none were scheduled. Mutual irritants continued on familiar topics: defense and territorial issues, Taiwan, trade and tourism, and textbooks and history.

Abstract:
With South Korean presidential election scheduled for May 9, the early months of 2017 witnessed not only avid campaigning by candidates, but also a deepening diplomatic conflict between Seoul and Tokyo. In particular, the installation of a “comfort woman” statue facing the Consulate General of Japan in Busan last December perturbed bilateral relations, calling into question the landmark “comfort women” agreement. While the anticipated installations of additional statues by provincial and civic actors risked escalating tensions further, the presidential candidates have made nominal efforts to quell the concerns of Japanese diplomats. As the Blue House prepares to greet its new occupant, prospects for a significant turnaround in bilateral relations remain uncertain.

29. Both Push and Pull: Japan Steps Up in Southeast Asia

Two political surprises in 2016 will affect Japan’s relations with Southeast Asia. The first, the election of President Rodrigo Duterte in the Philippines and his subsequent turn toward China, has likely not disturbed Japan’s role as the Philippines’ largest investor, trading partner, and aid donor. However, Duterte’s abrasiveness toward Washington could have a negative effect on the newly-forged Japan-Philippines security partnership and dampen the possibility of triangulating US, Japan, and Philippine cooperation in the South China Sea. A greater and more long-term impact could be the election of Donald Trump and the resulting uncertainty in US relations with Southeast Asia. Beyond that broad concern, Trump’s withdrawal of the US from the Trans-Pacific Partnership (TPP) throws the economic architecture of the Asia-Pacific region into question and could stymie the growth Japan had expected in trade relations with TPP members in Southeast Asia, particularly Vietnam and Malaysia. In January 2017, just days before Trump’s inauguration, Prime Minister Abe embarked on a swing through Southeast Asia to make “strategic adjustments” in Japanese relations with the Philippines, Indonesia, and Vietnam.

Washington and Tokyo made significant progress on two new initiatives this fall – Japan’s implementation of legislation for the exercise of collective self-defense and the conclusion of negotiations with other participants in the Trans-Pacific Partnership (TPP). With Japanese Upper House elections in the summer and US presidential elections in the fall, trade, military strategy, and US-Japan security cooperation will be part of the political discourse in both countries. Along with the ratification process for the Trans-Pacific Partnership trade deal, two challenges for Washington and Tokyo that will continue into the new year are how to respond to Chinese land reclamation in the South China Sea and how to deal with local opposition to Tokyo’s plans for building a new airfield to replace the Futenma facility on Okinawa. Two challenges to Washington and Tokyo will continue into the new year. The first is how to respond to Chinese land reclamation in the South China Sea. Military leaders from Japan and the US discussed China’s accelerated building in the Spratly Islands, and the Japanese role in a regional response was on the agenda when Prime Minister Abe and President Obama met on the sidelines of the APEC meeting in Manila. The USS Lassen’s freedom of navigation operation near Subi Reef on Oct. 27 was welcomed by Tokyo, but there is no suggestion yet that Japan is willing to conduct similar operations in the South China Sea. The second challenge is far from new, but local opposition to Tokyo’s plans for building a new airfield to replace the Futenma facility operated by the US Marines has risen again. The central government filed a legal suit directed at Okinawa in November, and then Gov. Onaga Takeshi filed his own civil suit against the central government in December. This battle in the courts over new base construction in Oura Bay is the second legal showdown between the prefecture and Tokyo over who has the authority to control decision making on base consolidation in Okinawa.
