12. The EU as a Security Actor: The development of political and administrative capabilities

- With its special character in relation to both institutional design and policy content, the EU is often classified as a 'post-modern' security actor. What does this actually mean? What kind of capabilities does a post-modern actor have? This article focuses on the development of political and administrative capabilities in the EU's Common Foreign and Security Policy. If it is true that the EU is becoming an increasingly important security actor, we should expect an increase in these kinds of capabilities as well. According to March Olsen (1995) little can be accomplished without capabilities such as rights and authorities, resources, competencies and organizational skills. This should also be true of a presumably 'post-modern' actor like the EU. This paper examines the extent to which the EU has established these kinds of capabilities in relation to its security policy, how they can be characterized and whether they have increased over time.

13. Civil-Military Cooperation in Multinational and Interagency Operations

- This paper discusses obstacles to civil-military cooperation in the context of multinational and interagency operations, with a special focus on assessment functions and processes. As such, the paper seeks to contribute to the ongoing process of developing a framework for assessment of operations within the context of MNE5. The rationale behind this study is to strengthen the basis for and the effectiveness of Effects-Based Assessment (EBA) of performances, effects, and end-states in multinational and interagency operations. The first section starts by identifying a set of key overall challenges to such cooperation, namely civilian and military actors' often lack of knowledge of one another's organizational identities, security concerns, and working procedures. The paper then discusses one of these categories, namely working procedures, in more detail, identifying in the second section the challenge of divergent operational terminologies, and in the third section the challenge of overcoming the information sharing gap when in the presence of similar assessment practices. The main suggestion of this paper is that knowledge about civilian and military operational terminologies and assessment practices is an imperative for successful civilmilitary cooperation in multinational and interagency operations. Such knowledge, we argue, is best obtained if both military and civilian actors respectively open their communication channels with the purpose of sharing information and operational experiences. Furthermore, based on the discussion, the paper raises a number of points which the authors believe would be valuable topics for further developing civil-military cooperation within the context of multinational and interagency operations.

14. From Internationalization of Terrorism to the Internationalization of Anti-terrorism: The Role of the Summer Olympic Games

- The academic literature on international relations and international sports studies has long ignored the linkages between sports and international relations. The present contribution seeks to remedy this shortcoming in the literature on international relations and international sports studies, focusing on the relationship between terrorism, anti-terrorism and the Summer Olympic Games, and examining the role of terrorism and anticipated terrorist actions in the organization of the Olympic Games. In this article we show that the anti-terrorism measures undertaken before, during and after the Olympic Games since 1972 have gone from failure to success. The development of anti-terrorism measures has resulted in Olympic Games that have been held without terrorist attacks aimed at political change. Failures in previous Games have been evaluated and have served to promote new developments in the fight against terrorism in later Games. The Munich disaster alerted everyone to the importance of Olympic security; since then, the Olympic Games have become the standard-setter for national organization and international cooperation on anti-terrorism in society in general.

- The Norwegian armed forces in the early 21st century is in a phase of rapid change and transition. International missions are about to become its main task, whereas traditional domestic territorial defence is becoming less and less relevant. Is this transition purely a technical adjustment to a new security environment, or does it also entail more fundamental changes in the relationship between the armed forces, the state and the population? Could the military risk to lose its popular legitimacy? To grasp the current changes, it is important to understand the foundations of the relationship between the military, the state and the people. As well as how these relations have evolved over time. This is certainly not the first time in history the armed forces are facing fundamental changes.

16. From Common Defence to Comprehensive Security. Towards the Europeanisation of French Foreign and Security policy?

- This article looks at the relationship between European integration and national foreign and security policy - specifically, how and to what extent the development of a specifically European (EU) foreign and security policy leads to adaptation and change in national foreign and security policy. The theoretical point of departure is an interest in national changes in response to EU norms. It will be argued that national approaches tend to adapt to norms defined by a community to which they are closely linked that this adaptation takes place over time, through a socialisation process; and that it may also, in the end, lead to changes in national identity. This argument challenges the common assumption of IR theory that national identities and/or interests are fixed and independent of structural factors like international norms and values. The empirical focus is on changes in French foreign and security policy since the early 1990s. How and to what extent has the dominant French national discourse on foreign and security policy changed since the early 1990s? And if so, how are these changes related to the European integration process in general, and to the development of a European foreign and security dimension in particular?

- In this working paper, Kristin Marie Haugevik seeks to analyse the nature of the changes in Britain's approach to the European Security and Defence Policy (ESDP) after 1998. Ever since the beginning of the European integration process in 1951, Britain's approach to European security and defence cooperation has been characterized by anti-federalism and transatlanticism. Hence, it was unexpected when Tony Blair, together with Jacques Chirac, took the initiative to frame a common security and defence policy for the EU in Saint Malo in 1998. This paper discusses to what extent Britain's new approach to the ESDP after 1998 can be explained as the result of a strategic adaptation, and to what extent it can be seen as a result of more profound changes in the British identity and security interests. These two accounts are tested by analysing Britain's approach to some of the most important ESDP documents since 1998: the Saint Malo declaration, the Laeken declaration, the Nice Treaty, the European Security Strategy, and the Constitution Treaty.

- There are two very different stories that can be told about EU security policy during 2003. On the one hand, some argue that the deep division among important EU countries in relation to the Iraq war is a final confirmation of the absence of an EU security policy. On the other hand, some argue that the last year has been a year of considerable intensity in relation to EU security policy–despite the fact that EU cannot yet be characterised as a unitary actor. One of the reasons for these very different stories is that they are based on fundamentally different ideas and theories about the basic mechanisms in international relations. In this paper Pernille Rieker will contrast how two different approaches, namely Rationalistism and Social constructivism would analyse EU security policy. The paper starts with a short presentation of the meta-theoretical foundation of these approaches. The second part discusses how each of them views the conditions for multilateral cooperation and security. In the third part these perspectives on EU security policy will be discussed and some empirical data that support each of them will be presented. Finally, the paper ends on a discussion concerning whether these approaches must be seen as being alternative or complementary approaches.

19. Nuclear Dimensions of the Iraqi Crisis

- In accordance with Resolution 1441, unanimously passed by the UN Security Council, Iraq on November 7th, 2002, submitted a declaration of its activities concerning weapons of mass destruction (WMD). Copies of the declaration were forwarded to the International Atomic Energy Agency (IAEA) and later to the permanent members of the Security Council. The declaration described the various methods used by Iraq in trying to produce nuclear material suitable for weapons, as well as the many sites involved in the nuclear program. In the nearly 12,000-page document Iraq claimed that it had no current WMD programs. However, intelligence analysts from the United States and other nations immediately began to scrutinize the document, and senior US officials quickly rejected the claims made by Iraq.

- This paper analyses the relationship between the European integration process and the recent changes in the Norwegian and the Swedish national security identities. The aim of the paper is to compare developments in the Norwegian and the Swedish security identities in the 1990s and to evaluate the extent and scope of Europeanisation in the two cases. The fact that both Norway and Sweden had very traditional security discourses at the beginning of the 1990s and that it is possible to detect shifts away from this traditionalism in parallel with the development towards a European security dimension should prove that a Europeanisation has indeed occurred. While several researchers have studied the influence of the EU on national institutions and policies, less attention has been given to the Europeanisation of national security identities. This paper is therefore an attempt to fill this gap. The fact that Sweden has become a member of the EU while Norway has not also makes these two countries good cases for examining the extent and scope of their respective Europeanisation.
