1. The role of ex-rebel parties in building peace

Abstract:
Political parties can play an important part in shaping the direction of post-conflict peacebuilding, and parties that emerge from rebel movements have a particularly central role to play in this regard. While such groups are often uniquely placed to articulate the grievances that underlie the conflict and channel these into political processes, they are also able to remobilise for violence and undermine progress on peace. This report discusses existing knowledge about the ways in which rebel groups transform into political parties and the factors that shape their contribution to peacebuilding. It then examines three cases of political parties that have emerged from rebel groups – the FMLN of El Salvador, UCPN (Maoist) of Nepal and SPLM of South Sudan. In each case it explores how the internal dynamics of the group and its relationship to society, the nature of the peace settlement, and the broader local and international context determine the group’s engagement with democracy and peace processes. Finally, the report examines how international actors can support rebel-to-party transition and the integration of these parties into peace processes and political systems in ways that promote a sustainable and inclusive peace.

Abstract:
International peacebuilding actors have so far been wary of engagement with political parties. However, there is growing recognition of the importance of working with local political systems, institutions and parties in the promotion of peace. It is therefore important that international actors strengthen their understanding of political parties in conflict-affected contexts and how such parties relate to conflict and peacebuilding, as well as examine how best to deepen engagement with them. This report examines the nature of political parties in conflict-affected contexts and the challenges such parties face in becoming effective actors for peace. It analyses three cases – Sri Lanka, Nepal and Myanmar – where parties have played very different roles in relation to both the grievances and struggles that have fuelled conflict, and efforts to build and sustain peace. It then discusses how lessons from these cases can inform the work of international peacebuilding actors. Finally, the report examines the track record of the international community in working with political parties in conflict-affected contexts. It argues that international actors must move beyond “blueprint” approaches to party support and instead develop more comprehensive and context-relevant responses to the specific challenges that such parties face. There is growing awareness among international peacebuilding and statebuilding actors of the importance of engaging more effectively with political processes and structures in conflict-affected and post-conflict states. Although political parties are frequently at the centre of such processes and structures, international actors have generally been wary of working with them beyond limited capacity-building activities, seeing this as a sensitive and high-risk area. Political parties can help build peace. However, they can also fuel antagonism, grievance and conflict. If international peacebuilding and statebuilding actors are serious about working more effectively with local politics, it is essential that they strengthen their understanding of political parties and the roles they play in relation to conflict and peacebuilding, as well as rethink how best to engage with them.

3. Women in armed groups and fighting forces: lessons learned from gender-sensitive DDR programmes

Abstract:
Despite their involvement in strategic, material and logistical support and combat, women’s roles as "soldiers" and "victims" are narrowly defined by post-conflict programmes. Most disarmament, demobilisation and reintegration (DDR) programmes are limited in the ways in which issues specific to female combatants are addressed. Gender-sensitive DDR programming must be linked into the entire peace process, from the peace negotiations through peacekeeping and subsequent peacebuilding activities. This process should include issues such as identifying women and setting the appropriate criteria for their entering DDR processes; understanding identity issues and obstacles facing women’s post-conflict political participation; targeting women as larger units with their children and partners rather than merely as individuals; addressing female health and psychosocial needs; and sensitisation to the particular issues around the gender dimensions of violence and community acceptance. This report highlights lessons learned from gender and DDR processes and notes that with regard to territorial implementation, national DDR commissions should be encouraged to work closely with government entities in charge of gender and women’s affairs, and – especially where governments are responsible for all or part of the DDR process – with women’s peacebuilding networks that can serve as bridges in the transition to civilian life, and facilitate social, political and economic reintegration

Abstract:
Over the past 15 years there has been growing recognition of the gender-differentiated impact of conflict, the opportunities to promote women’s rights that post-conflict peacebuilding processes provide and – crucially – the value that women bring to peacebuilding. Yet in many conflict-affected settings women’s participation and leadership in shaping the peacebuilding agenda remain strongly resisted by male elites and are not prioritised by international actors. This report explores the opportunities for achieving women’s meaningful participation and influence in peacebuilding, and the challenges faced by such an agenda. Given the crucially important role that political parties can play in shaping the direction of peacebuilding and post-conflict politics, the report focuses particularly on the ability of women to exercise political voice and leadership through parties and the party system. Finally, it examines why international actors have failed to live up to their commitments on women’s inclusion in peacebuilding, and identifies opportunities and strategies to strengthen international support for women’s participation and influence in the politics of peace.

5. Engaged societies, responsive states: The Social Contract in situations of conflict and fragility

Abstract:
This concept note presents an analysis of the use of a “social contract” as a way of framing UNDP’s governance and peacebuilding practices in fragile and conflict-affected contexts. It forms part of the follow-up to the UNDP report “Governance for Peace: Securing the Social Contract” (UNDP, 2012) both to contribute further to UN policy discussions and to help chart ways forward. The social contract is the process by which everyone in a political community, either explicitly or tacitly, consents to state authority, thereby limiting some of her or his freedoms, in exchange for the state’s protection of their universal human rights and security and for the adequate provision of public goods and services. Divided into five sections, this note provides both a conceptual understanding of the social contract, as well as policy implications for UNDP projects moving forward. The note also examines case studies of post-conflict regions where the social contract has been rebuilt and proposes areas for further study in order to help fully capitalize on the potential that the social contract offers. Finally, the two annexes provide a framework for a tool to help practitioners analyze the structure and dynamics of the social contract in a fragile setting.

6. The Colombian peacebuilding process: discussion at an international seminar

Abstract:
Peace talks between the Colombian government and the Revolutionary Armed Forces of Colombia have created international expectations of an end to the longest internal armed conflict in Latin America. However, peace negotiations are facing crucial obstacles: agreements reached thus far are too general and need further detailed development; both parties are facing internal opposition; the social demand for transitional justice is widespread, but its implementation will be difficult; and, because of this, legitimising a peace agreement would require a protracted political effort, civic participation and a solid communication campaign explaining the terms of the agreement. The post-agreement phase would require the implementation of key public policies to close the rural-urban gap and cut the guerrilla-drug trafficking link; new and more efficient government agencies at the subnational level should be created to deliver public goods; military institutions should have greater civilian control and leadership to transform their role from internal security to that of national defence; and since the peace process has been gender blind, it will be crucial to increase women’s participation in the peacebuilding process. Arms decommissioning and arsenal destruction should have a blueprint, and social movements should oversee the enforcement of peace agreements and peacebuilding policies.

7. The Colombian peace process: paradoxes and dilemmas

Abstract:
The parties to the conflict in Colombia are relatively close to a final agreement, but obstacles remain. Internal tensions remain high in Colombia, despite the advances in Havana, and the need to promote a “pedagogy for peace” is urgent in light of these tensions. In particular, the transformations and adjustments required to achieve a successful peace and not just a temporary reduction of violence need to be focused on. A NOREF-Universidad Di Tella seminar in Buenos Aires concluded that the GOC-FARC negotiation process is gradually becoming a fact of Colombian politics, but frictions will grow as peace becomes more likely. The issues of land, the state and the rule of law will remain central to Colombian society and therefore to the peace process. In a problem-filled global environment, peace in Colombia could be a positive factor. The U.S. has not undermined the peace negotiations as it did under previous Colombian administrations, while the participation of Latin America will be significant in building peace in Colombia.

8. The Central African Republic – a history of a collapse foretold?

Abstract:
Political instability and administrative weakness have been permanent features of the Central African Republic (CAR) ever since independence. This is, therefore, the history of a collapse foretold. Michel Djotodia may have had good intentions when he put together the Séléka alliance; the problem was that the only thing that kept it together was the desire to get rid of François Bozizé. When Bozizé was gone, the coalition's internal coherence also disappeared. Thus, for lack of other options, the alliance members continued to make their livelihoods based on plunder. As the situation worsened, the communities plundered established their own militias, and the stage was set for a simmering sectarian conflict between Christians and Muslims. It is in this mess of communal violence that the international forces are supposed to re-establish law and order. The main challenge, however, is how to avoid adding fuel to the sectarian fire. The international forces must tread carefully, and any attempt at disarming militias must be conducted with this in mind. What has happened and is happening is tragic, but it is neither genocide nor a full-blown sectarian conflict. This can still be avoided if the international forces behave impartially with regard to the two main religious communities in the country.

9. Brazil's rising profile in United Nations peacekeeping operations since the end of the cold war

Abstract:
Brazil's engagement in United Nations (UN)-mandated peacekeeping operations dates from 1956. Since then the country has participated in 46 of 65 UN peacekeeping operations, deploying 11,669 personnel in total. Yet until 2004-05, with the UN's peacekeeping mission in Haiti, Brazilian contributions to such operations were mainly symbolic, military based and concentrated in Portuguese-speaking countries. Recent changes in the size, type and geographical distribution of Brazil's participation in peace operations echo the reorientation of the country's foreign policy in its search for a more globalised political influence, especially under Lula da Silva's presidency. In particular, peacekeeping under UN aegis has enabled Brazil to showcase its perceived added value in terms of its expertise on stabilisation, track record on development and conflict mediation, and advocacy for the Global South. Aspiring to become a world power, Brazil has assumed a role in peace and security that is more consistent with enhanced international responsibility. Yet, as this report highlights, this transformation has been characterised by dilemmas that are a product of the country's simultaneous legitimation and contestation of the international power structures in which it operates.

10. Brazil's growing relevance to peace and security in Africa

Abstract:
There is growing interest in the role of rising powers in African politics and development, as South-South cooperation with Africa expands. Although recent research on this trend has examined Brazil's increasing economic and political relevance in Africa, relatively little has been written on the country's involvement in peace and security on the continent. This report helps to address this gap by focusing on Brazil's role in African security, especially over the past decade – a period that brought about a surge in Brazil-Africa ties and, simultaneously, the development of the African Peace and Security Architecture. We find that Brazil's involvement encompasses a wide range of state and non-state actors, and that it has been motivated not only by economic interests, but also by a greater prioritisation of Africa and the South Atlantic by Brazil's foreign and defence policies. Topics covered in the report include Brazil's role in peacekeeping and peacebuilding, arms exports, military cooperation, concerns with the spread of piracy in the Gulf of Guinea, positions on major crises, and institution-building efforts. These initiatives reflect not only Brazil's quest to become a global player, but also its efforts to redefine its strategic focus to encompass the South Atlantic.
