Abstract:
At its core, the U.S.-led occupation of Afghanistan is an attempt to establish a client regime supported by a military operation to pacify resistance. In May 2012, the Obama administration took a major step towards consolidating its war aims and signed the Enduring Partnership Agreement with President Karzai, which ensures a U.S. military presence for at least a decade after 2014. It is clear from this agreement, the previous memorandums on detention and night raids, and the continuing development of U.S. mega-bases in the country that 2014 is far from a “withdrawal” date.

12. Sectarian violence: Pakistan's greatest security threat?

Abstract:
Pakistan is experiencing a sharp resurgence in sectarian violence. Most frequently, such violence involves clashes between members of the two main sects of Islam – Sunnis and Shias – but violent incidents between the Barelvi and Deobandi sub-sects of Sunni Islam are also on the rise. The heightened frequency and brutality of Sunni-Shia clashes threaten national security – Pakistan's is the second-largest Shia population in the world after Iran – as well as bilateral relations with Iran and the regional power dynamic vis-à-vis Saudi Arabian influence.

Abstract:
Northern Nigeria is coping with a violent underground group, Boko Haram, that has been able to carry out attacks mainly in northern states, but also in Abuja by bombing the United Nations Nigerian headquarters. The targeting of prisons, barracks, security officers and politicians makes the lay population feel unsafe, since violence has become unpredictable. The state apparatus is so visibly challenged that it tends to overreact and actually kills even more civilians than Boko Haram does.

Somalia has long been a byword for statelessness and extreme insecurity. However, eight years of transitional rule are set to end in 2012, and expectations are rising that continued military-led stabilisation, changing regional security dynamics and efforts to rebuild the Somalia state might soon enable the country to declare an end to two decades of civil war.

15. Hamas's leadership struggle and the prospects for Palestinian reconciliation

Abstract:
When the West Bank and Gaza first split between two rival Palestinian governments in 2007, Western governments promised to turn the West Bank under President Mahmoud Abbas, their Fatah protégé, into a model state and reduce Gaza under its Islamist rulers, Hamas, to a pariah. Almost five years on, the tables have turned. While the West Bank slips into economic and political crisis, Gaza is fast reviving. Abbas finds himself bereft of a political horizon for achieving a two-state settlement and the state-building experiment of his prime minister, Salam Fayyad, has reached an impasse. Gaza's economy, by contrast, has grown strongly under Prime Minister Ismail Haniya, who is experiencing a wave of increasing popularity, as Hamas looks to tie the enclave ever more closely to the political economies of North Africa, where the Arab awakening is bringing affiliated Islamist movements to power. A recent agreement signed in the Qatari capital, Doha, between Abbas and Hamas's exiled leader, Khalid Meshal, is intended to heal the split between Palestine's two halves. Under the agreement, the separate governments governing Gaza and the West Bank would be replaced by a single technocratic government under Abbas, which is a radical about-turn on the part of the exiled Hamas leadership that Hamas politicians in Gaza find difficult to swallow. For its own reasons, Israel too rejects the agreement. With so many previous attempts at intra-Palestinian reconciliation ending in failure and so many obstacles dogging this latest round, the prospects for the Doha agreement remain bleak, but not beyond the realm of the possible.

16. The threat of growing extremism in Punjab

Abstract:
During the last few years Punjab has experienced a deep social crisis in which Islamist organisations have been able to challenge the Pakistani authorities' power – as certain Islamist organisations, including extremist ones, increasingly are filling the role of welfare providers to the people. Punjab is experiencing a shift from the traditional Barelvi (Sufi) Islam towards more orthodox interpretations of the faith – often in quite radical variants. Some of the most important extremist Islamist organisations instrumental in this reorientation have become involved in criminal activity and in settling scores between competing bodies at the local level. Local judiciary, police and politicians often function as enablers for the extremists. This is not only troublesome for Pakistan: rising radical Islamist tendencies can be witnessed in Norway among certain Norwegian-Pakistanis. This policy brief describes some initial findings regarding the potential consequences of Punjab's social crisis, its patterns of extremism and the reorientation of religion in the province. It argues that in addition to being problematic for Pakistan, this development may have an adverse effect on diaspora communities living in the West.

17. Salvaging Sinai

Abstract:
The August 5th 2012 attack that killed 16 Egyptian soldiers in the nexus where Gaza, Egypt and Israel meet has spurred Egypt's greatest effort to reassert its authority over the Sinai since recovering the territory from Israel in 1982. Nevertheless, armed Bedouin groups backed by jihadi allies continue to confound their efforts. Only the integration of Sinai's Bedouin into Egypt's security, political and economic fabric will restore the buy-in of the indigenous population that is vital for both the success of the country's military campaign and the stabilisation of this strategic corridor linking Asia to Africa – and of post-revolutionary Egypt itself. The identities of the attackers have yet to be made public. Most were likely Sinai Bedouin, with perhaps some Palestinian support. But the fact that this attack is not an isolated incident and has been succeeded and preceded by many others suggests that North Sinai has become an environment for the killing of Egyptian soldiers and the destruction of Egyptian installations. This report examines the causes of the prevailing anti-government temperament in North Sinai, which is home to approximately 75% of Sinai's half a million people; tracks the development of quasi self-rule since the fall of Mubarak; and offers a few suggestions for the stabilisation of Sinai within a future regional economic and security framework.

18. Is a military intervention in Mali unavoidable?

Abstract:
No clear settlement of the crisis in Mali seems possible in the short term, despite a UN Security Council resolution on October 12th paving the way for a military intervention by ECOWAS countries. The crisis is fed by various dynamics that need to be reconciled for peace to prevail. Firstly, the transition in Bamako is going nowhere, and further divisions in the government and the resurgence of the coup makers undermine the fragile progress witnessed in July. Unable to agree on a solution in Bamako, most political actors have developed a militaristic approach to any solution for the north. Secondly, Islamist and jihadist movements were able to gain control of northern Mali (two-thirds of the country) in a few months and have enforced new rules inspired by their understanding of Islam. Although protests erupted in several cities, the militants deepened their control over the region and its local and transnational economy and may have a constituency among the population. ECOWAS, supported by France, is willing to intervene militarily, but the fragmentation of the Malian army is a key weakness. Moreover, ECOWAS has not spelled out the actual aims of its intervention: mere territorial gains without addressing local and national grievances may mean the return of the status quo ante, which would be unacceptable to most people in northern Mali. As usual, the long-term political dimensions of the ECOWAS intervention are dismissed in favour of an immediate military victory that would be very fragile as a result.

Abstract:
As a state and a nation Pakistan has been in trouble for many years, but both now seem to be in a downward spiral. As a recent Brookings study observed, it is very difficult to predict Pakistan's short-term future, or the impact on its neighbours, let alone the wider international community. Pakistan's nuclear arsenal, its history of irresponsible behaviour as a nuclear proliferator, the close ties between radical Islamists and Pakistan, and its continuing hostile relations with India and Afghanistan all complicate efforts to look ahead even five years, let alone to speculate about effective policies.

Abstract:
Searching for the roots of terrorism after the attacks of 9/11, the world's attention turned to Pakistan and to Pakistan's religious schools, the “madrasas”. This put pressure on the Pakistani government to reform the madrasas and ignited a long standing debate on the role of religious education in Pakistan and its links to radicalisation and militancy. This policy brief argues that the madrasa debate is not premised on a fair description of reality. The madrasa sector is diverse. The majority of Pakistan's madrasas are moderate institutions, concerned with promoting Islamic beliefs and knowledge. This makes it important to distinguish between moderate and militant madrasas. Madrasas must be seen as part of an Islamic tradition of learning, not primarily as political groups, but rather as socio-cultural institutions that are revered by many in Pakistan today.
