1. Financing Armed Groups During Ceasefires

Abstract:
While the financing sources of non-state armed groups (NSAGs) both during active hostilities and after peace agreements has received much attention in the academic and peace-practitioner fields, information about the funding of NSAGs during the time between active fighting and the conclusion of a peace agreement is much less available. This study aims to fill that gap by investigating the sources of financial support for armed groups during ceasefires and peace negotiations. Through information gathered from the selected cases of ETA in the Basque Country, the LTTE in Sri Lanka, the KNU in Myanmar, GAM in Aceh, and several armed groups in Mali, the study examines the various internal and external options available for NSAG funding when a unilateral or bilateral ceasefire is in place and analyses whether ceasefires represent a fundraising constraint or an opportunity for non-state belligerents. The study also makes projections for the longer-term prospects of NSAGs’ receiving financial support to sustain their post-war security, political and socio-economic transformations. Lastly, some general lessons are drawn for third parties involved in supporting peace processes with NSAGs.

2. The peace talks between the Colombian government and the Revolutionary Armed Forces of Colombia-People’s Army (FARC-EP) have become a global reference for negotiated solutions to armed conflicts. The talks demonstrated how a well-prepared and robust process design can contribute significantly to the outcome of a negotiated settlement. In several ways the process broke new ground. The parties developed frameworks and established mechanisms that laid the groundwork for building legitimacy for the process and increasing confidence in it. The direct participation of victims at the negotiating table and the effective inclusion of gender in the process are examples of this.

Abstract:
Support for constitution making is an important element of international engagement in countries emerging from conflict or political transition. This support often focuses on promoting inclusive constitution making, recognising that this can help establish a more inclusive state and social contract, and address exclusion-related drivers of fragility. However, such support is frequently based on an incorrect assumption that an inclusive constitution-making process leads automatically to inclusive content and outcomes. This report examines key elements required to promote inclusion in the constitution-making process, the constitutional text, and in terms of outcomes from the new constitution. It argues that constitution making in fragile and conflict-affected states must be understood as part of wider political settlement bargaining that shapes the opportunity structures for promoting inclusion at every stage. Finally, the report examines both the important role international actors can play in supporting inclusive constitution making and the challenges they face in doing so.

4. The plight of Palestinian refugees in Syria in the camps south of Damascus

Abstract:
After they took refuge in Syria after the 1948 war, Palestinians refugees were treated in the same way as other Syrian citizens. Permitted to fully participate in the economic and social life of Syrian society, they had the same civic and economic rights and duties as Syrians, except that they could neither be nominated for political office nor participate in elections. This helped them to feel that they were part of Syrian society, despite their refugee status and active role in the global Palestinian liberation struggle against the Israeli occupation of their homeland. At the start of the anti-government movement in Syria, when the peaceful uprising against the Assad regime turned into an armed conflict, the inhabitants of most Palestinian refugee camps tried to remain neutral. But as the conflict grew more violent and regional alliances changed, the disparities and significant differences between the Palestinian factions, especially between Hamas and Fatah, led to divisions in their positions vis-à-vis the Assad regime. These divisions were enhanced by the reduction of the role of the Palestinian diaspora in the struggle against the Israeli occupation and the new relevance of the geographic location of Palestinian refugee camps in the growing Syrian conflict. This was particularly true for the camps south of Damascus, because they separated the area west of Damascus from East Ghouta, both of which were opposition strongholds. These divisions resulted in the camps becoming targets in the armed conflict, leading to their bombardment and blockade, and the displacement of many of their residents to Lebanon, Turkey, Europe, and other locations both inside and outside Syria.

5. The humanitarian impact of the new dynamics of the armed conflict and violence in various regions of Colombia

Abstract:
The peace agreement that is expected to be reached between the Colombian government and the Revolutionary Armed Forces of Colombia – People’s Army (FARC-EP) will end more than 50 years of armed conflict. It will also highlight new opportunities for the country, and also new violence dynamics that are especially present in remote regions of the country and some urban areas. The role of other armed groups besides the FARC-EP, especially post-demobilisation armed groups, is one of the greatest risks facing the consolidation of a peace process. While the peace talks in Havana were still ongoing, these actors reconfigured their operations and have been responsible for serious humanitarian impacts on some communities. Despite seeing improvements in many indicators (e.g. the homicide rate, acts of war, etc.), other more surreptitious activities such as threats, individual displacement, extortion and social control have increased, indicating that the humanitarian situation remains alarming. This should be a priority in post-agreement peace planning, since this type of violence has a more subtle humanitarian impact and there is the danger that it could become invisible. This report analyses these conflict dynamics, their possible evolution during the post-agreement stage, and their humanitarian and social consequences. It also highlights the need to improve monitoring systems and improve protection for affected communities.
