1. Senegal’s Gas-to-Power Ambitions: Securing Scale and Sustainability

Abstract:
Senegal will benefit from generating electricity from some of its gas, but authorities should carefully consider the scale of the country’s “gas-to-power” ambitions and how they relate to its renewable energy plans. This is a pivotal moment for achieving the government’s energy and sustainable development objectives. Recent plans to develop over 3 gigawatts (GW) of gas-to-power capacity by 2050 may face obstacles. Senegal may not be able to extract enough gas to feed the power plants; it may also struggle to raise sufficient funds (at least USD 2.2 billion) to build the necessary infrastructure. A more balanced energy mix, with a stronger emphasis on renewables alongside gas, offers Senegal a more secure pathway, but necessitates a cohesive long-term strategy and international support. Senegal’s participation in a Just Energy Transition Partnership (JETP) has led to increased medium-term renewable power generation goals—possibly to around 1 GW by 2030. To reach them, Senegal’s development partners must deliver the promised financial and technical support. If Senegal realizes only those plans that are published, gas will comprise 75 percent of installed capacity in the long term. The absence of a long-term plan for renewables could lock the country into this large role for gas, inhibiting the intended catalytic effect of the JETP and preventing the government from fully leveraging the country’s solar and wind potential. A more transparent and inclusive approach will help Senegal’s government to refine and implement its energy plans, helping to manage public expectations, foster public trust and increase credibility with investors.

2. Reducing Methane Emissions in Senegal’s Hydrocarbons Sector: A Call for Proactive and Transparent Action

Abstract:
Senegalese authorities, and oil and gas companies must urgently take preventive measures to mitigate future methane emissions in Senegal’s oil and gas industry. With planned extraction expansions, these emissions could impact climate, public health, the environment and more directly, competitiveness of projects. Senegal currently emits low levels of methane, and there is political will to reduce methane emissions. However, the government should clearly spell out the country’s ambitions in national strategic documents such as the Nationally Determined Contribution (NDC), the Energy Sector Development Policy Letter (LPDSE), and the upcoming long-term low-emission development strategy. Greater transparency and disclosure of disaggregated data are needed to boost the confidence of local stakeholders and improve the evaluation of emission reduction measures. The Extractive Industries Transparency Initiative (EITI), with its multi-stakeholder structure and new 2023 standard, can help the government and compagnies to improve transparency in methane emissions reporting. As officials are drafting the implementing decree for the new environmental code, the government should reinforce regulations with transparency and accountability obligations, such as requiring companies to share their methodologies to improve data accuracy for public decision-makers. The government should also clarify what constitutes “emergency situations”, such as authorized flaring. Senegal must advance its MRV (measuring, reporting, and verification) system with independent audits and standardized estimation methods for reliable data. While MRV is crucial long-term, a practical short-term system is needed to track progress without stifling action. Additionally, the government should enhance its teams' technical skills to efficiently reduce methane emissions in the oil and gas sector. PETROSEN should proactively manage methane emissions in order to strengthen its global position and meet growing expectations in terms of environmental performance. In the short-term, it should sign the Oil & Gas Decarbonization Charter, demonstrating a stronger commitment to methane emissions. Civil society actors and journalists should be better informed and involved in the management of methane emissions. Their active participation can enhance transparency, make companies more accountable, and raise public awareness of the environmental and health impacts of methane emissions.

3. Tax Avoidance, Tax Evasion and Trade Misinvoicing: Risks to Senegal’s Mining Sector

Abstract:
Tax evasion, trade misinvoicing and multinational companies’ efforts to avoid tax are important risks in the extractive sector, especially in developing countries, including Senegal. Senegal’s extractive governance arrangements are strong in many areas, including in preventing multinational tax avoidance. However, there is cause for concern in two areas: misinvoicing of international trade (imports and exports), and cost inflation by subcontractors in the extractive industries. Quantitative estimates of trade misinvoicing suggest the former is a significant problem for Senegal (including for its mining sector), which could lead to the loss of 1–3 percent of the country’s tax revenues. Authorities in Senegal should address such risks, especially before the country begins large-scale oil and gas production. Unless they do so, revenues from the country’s hydrocarbon resources will be at risk. Measures that Senegal can take include strengthening the tax authorities—especially customs and auditing accounts of extractive industry suppliers.

4. Why Senegal Should Minimize Petroleum Operations Emissions

Abstract:
Slowing climate change is not the only reason Senegal should reduce greenhouse gas emissions. Minimizing emissions, particularly of methane, from the country’s oil and gas operations will increase government revenues, support its ambitions to use gas to increase domestic energy access, and reduce harms to the health and environment of local communities. Senegal’s government is starting to act on minimizing emissions from oil and gas production, but officials should consider strengthening the regulatory framework to support emissions minimization. Greater transparency and accountability, including effective campaigning by civil society actors, is critical to ensure effective action by companies, investors and the government. Measures to reduce oil and gas methane emissions have been well-known and cost-effective for many years, but progress in most countries has been slow. Senegal’s government should at a minimum ensure that the existing regulatory framework is publicly accessible, while Senegal EITI should advocate for disclosure of actual emissions when oil and gas production starts.

Abstract:
Senegal, with significant reserves of natural gas, appears to be on the verge of becoming a significant hydrocarbon producer. This resource wealth presents the country with opportunities, but also risks. NRGI's new paper reviews the recent experience of other “new producers”, mainly in Africa, and attempts to draw lessons for Senegal on how to make the most of its hydrocarbon resources, taking into account both the changing context due to the coronavirus pandemic and the ongoing transition to renewable energy. Countries face a number of challenges in managing revenues from natural resources. This brief focuses on some of the challenges affecting countries as they prepare for production from oil and gas finds. First, international experience has shown that a number of countries have succumbed to the “presource curse, where overoptimism regarding the future benefits from the sector undermines government policies and ultimately leads to disappointing outcomes. As such, it is important to manage public expectations around what the finds will mean for the economy, and resist pressure to embark on unsustainable borrowing, public spending or investment plans based on overly-optimistic forecasts of the revenues that will flow from these resources. There are also challenges around putting in place an appropriate governance framework to prevent revenues from being lost to tax avoidance/evasion and mismanagement. In the context of the coronavirus pandemic, these challenges are particularly difficult, as countries grapple with fears of losing out on investment, and weigh whether to use resource wealth to finance temporary spending needs to stabilize the economy.

Abstract:
Decisions about how the oil, gas and mining sectors are governed determine the wellbeing of the billion people living in poverty in resource-rich countries. Where policies and practices ensure informed, inclusive and accountable decision making, natural resources can enable fair, prosperous and sustainable societies, rather than undermine them. The climate crisis, the coronavirus pandemic and dramatic changes in global energy markets have increased the stakes of good governance. Complex decisions about how to enable the political and economic adaptations necessary for a managed phaseout of fossil fuels and responsible increase in production of transition minerals sit at the heart of this dual crisis. Governance of the oil, gas and mining sectors will play a central role in the transition away from fossil fuels and the return to progress against poverty. The Natural Resource Governance Institute (NRGI) produces the Resource Governance Index (RGI) as a diagnostic tool to measure the governance of oil, gas, and mining sectors in select countries and to highlight opportunities for policy and practice reforms at the global, regional and country levels. The 2021 RGI assesses the governance of extractive sectors in 18 countries, including both established mineral and hydrocarbon producers, as well as new and prospective entrants to natural resource production.

As of late 2021, Senegal is on the cusp of becoming a significant oil and gas producer. The revenues that it can expect to mobilize present it with an important opportunity to speed the country’s development by increasing public investment. In preparation for this, Senegalese authorities are currently revising the country’s framework for managing its oil and gas revenues, which remains a work in progress. The authors of this report evaluate various aspects of Senegal’s policy framework for managing oil and gas revenues and share recommendations as to how it could be strengthened.

8. Step by Step: Closing the Implementation Gap in Senegal's Petroleum Licensing Process

Abstract:
Historically, Senegal has experienced significant “implementation gaps” between rules and implementation of these rules in its petroleum licensing process. Causes have included lack of legal clarity, duplicative and conflicting institutional roles, and lack of institutional capacity. However, Senegal has made good progress on closing this implementation gap. As of 2020, Senegal’s implementation gap in the petroleum licensing process as measured by the Resource Governance Index is very small and reflects recent government reforms, investments and disclosures. Despite major progress in closing the implementation gap in the licensing process, Senegal has significant room for improvement in the transparency of the oil and gas licensing process. Senegal’s government should work to improve laws on the disclosure of assets of public officials and the disclosure of the identities of the beneficial owners of companies applying for and obtaining licenses.
