Abstract:
The 2016 presidential election represents the latest chapter in the disintegration of the legacy institutions that had set bounds for U.S. politics in the postwar era. It is tempting (and in many ways correct) to view the Donald Trump campaign as unprecedented in its breaking of established norms of politics. Yet this type of campaign could only be successful because established institutions—especially the mainstream media and political-party organizations—had already lost most of their power, both in the United States and around the world. The void that these eroding institutions left was filled by an unmediated populist nationalism tailor-made for the Internet age.

Abstract:
In the United States and abroad, a populist surge threatens the assumptions and achievements of politicians and policy makers from mainstream parties. In the United States, populist discontents have been fueled by an array of factors, including the Great Recession that resulted from the 2008 financial crisis; the failure of past reforms to stem the tide of illegal immigration over the country’s southern border; the economic consequences of sweeping technological change; and the rise of an education-based meritocracy that has left less-educated citizens in outlying towns and rural areas feeling denigrated and devalued. Today, some parties on both the left and right are calling into question the norms and institutions of liberal democracy itself. Growing insecurity has triggered a demand for strong leaders, and forms of authoritarianism that many believed had been left behind for good a quarter-century ago are threatening to resurface. These developments illuminate the historical case for liberal democracy, as well as the sources of its current weakness.

3. U.S. Government Funding for Media: Trends and Strategies

Abstract:
U.S. government support for international media development is declining. Spending by the Department of State and USAID for media freedom and freedom of information programs has dropped 43.5 percent in the past five years–from $135 million in Fiscal Year 2008 to approximately $76.3 million in FY 2012, according to figures supplied by the State Department. This trend and others related to U.S. government support for media development are the subject of this report, which analyzes how U.S. government grant making for media assistance has changed over time and looks at possible reasons those changes have occurred. The data underpinning the report is drawn from two main sources: the State Department's Office of Foreign Assistance Resources, which tracks allocations for foreign aid, and from an in-depth examination and analysis of grant proposals solicited by the U.S. government over the past five years containing at least one media development component.

CIMA is pleased to release A Clash of Cultures: Hate Speech, Taboos, Blasphemy, and the Role of News Media, by Jane Sasseen. The ability of individuals to openly speak their minds is a core principle not only of American journalism, but American democracy. Even when speech is insulting or disrespectful to others-speech that might run afoul of hate speech laws throughout Western Europe or be banned outright in much of the rest of the world-it is generally permitted in the United States. But the rise of the Internet and the instantaneous global communications it enables have raised a host of new questions about how to handle hate speech and other potentially offensive speech when it can be seen by audiences in other countries that do not share those values.

5. An Explosion of News: The State of Media in Afghanistan

Abstract:
After the ouster of the Taliban from power by U.S.-led coalition troops in November 2001, the media scene in Afghanistan exploded. Under the Taliban, only one government radio station was allowed to operate, and there were no independent media. Ten years later, the Afghan media scene is a lively place, with more than 175 FM radio stations, 75 TV channels, four news agencies, and hundreds of publications including at least seven daily newspapers. Internet cafes can be found in major cities, and 61 percent of Afghans have mobile phones, which some use to listen to radio.

NED established the Center for International Media Assistance (CIMA) in 2006 with encouragement from the U.S. Congress, which hoped that such an initiative would create a solid base of knowledge about the growing but not well understood field of media assistance. Two years later, CIMA published a volume entitled Empowering Independent Media, which provided a comprehensive look at both the key issues in the field as well as its latest findings and developments. Not surprisingly, the volume's recommendations became essential reading for policy makers, donors, and implementers on how to strengthen all aspects of media assistance.

The Center provides information, builds networks, conducts research, and highlights the indispensable role independent media play in the creation and development of sustainable democracies. An important aspect of CIMA's work is to research ways to attract additional U.S. private sector interest in and support for international media development. The Center was one of the of the main nongovernmental organizers of World Press Freedom Day 2011 in Washington, DC.

The legal environment in which a media outlet operates is a crucial factor in its success. Rules and regulations can hinder or enable the growth of media and restrict or promote particular kinds of content. A liberal and empowering legal regime will allow media to publish hard-hitting investigative reports and fulfill their function as watchdog of democratic society without fear of legal sanction, thus helping to make governments more accountable. This is a public good lost to citizens of countries with restrictive legal regimes.

Abstract:
The field of private sector funding of independent media abroad has continued to undergo a massive upheaval over the past two years. Two major factors have driven the change. The first is economic: The 2008 recession sharply reduced the portfolios of most traditional foundations and media philanthropies, many of them by 20-30 percent. They were still recovering when the aftershock of 2011 struck. These institutions, many of them based on the East Coast, had formerly led the way in funding international media development activities, with an emphasis on journalism training and support for freedom of expression. Now they are in a period of retrenchment, struggling to maintain existing commitments and with few resources to pursue new initiatives.
