Is Colombia going to be NATO’s next global partner? In June 2013, the question was alreaady worthy of attention, when Colombia and NATO entered into an “Agreement on the Security of Information” that was signed between then-NATO Deputy Secretary General Ambassador Alexander Vershbow and Colombia’s Defence Minister Juan Carlos Pinzón. While the deal encompassed not much more than sharing intelligence in areas of common concern, the agreement surely was “a fi rst step for future cooperation in the security fi eld” and Ambassador Vershbow remarked that “Colombia’s expertise in enhancing integrity in the military is precisely the kind of substantive contribution that exemplifi es the added value of cooperation.

To this day, a visit to NATO’s offi cial website paints a glowing account of its 2011 military intervention in Libya under United Nations Security Council Resolution (UNSCR) 1973:2 Following the Gaddafi regime’s targeting of civilians in February 2011, NATO answered the United Nation’s (UN) call to the international community to protect the Libyan people … a coalition of NATO Allies and partners began enforcing an arms embargo, maintaining a no-fl y zone and protecting civilians and civilian populated areas from attack or the threat of attack under Operation Unifi ed Protector (OUP). OUP successfully concluded on 31 October 2011.3 While immediate operational goals may have been achieved, and urgent threats to lives in Benghazi and elsewhere averted, more than half a decade hence the post-intervention legacy is far from rosy. What followed the collapse of the Gaddafi regime in October 2011 is a Libya and neighbourhood still rife with instability and violence facing the spectre of widespread civil strife and even collapse

As ethnic Russian separatists, backed by disguised Russian troops, occupied the Crimean Peninsula in the last days of February 2014 and Russia subsequently annexed a part of Ukraine against the international rule of law, NATO witnessed further proof of a more assertive Russian foreign policy. In the following months, this policy led to numerous other breaches of international law. Almost overnight, NATO's agenda changed drastically, including its plans for the Wales Summit. NATO needed a new focus on collective defence and one question overshadowed all the other themes in Newport: how to react to Russia's aggression and hybrid warfare model? The new geopolitical circumstances stirred some cynical reactions by political scientists: “It gives the aging alliance something to do.” Others urged the Alliance “not to squander the opportunity the crisis provides to address some fundamental problems.”

74. Nuclear Arms Control: Implications from the Crisis in Ukraine

The current crisis in Ukraine pushed US-Russia relations to their lowest point since the end of the Cold War, and it also terminated the collaboration between NATO and Russia. After Russia's annexation of Crimea and the infiltrations in Eastern Ukraine, NATO suspended all practical day-to-day cooperation with Moscow (although the Alliance decided to keep the door open for high-level dialogue, and maintained the channels of communication within the NATO- Russia Council as well as the Euro-Atlantic Partnership Council). Besides these measures by NATO, the G8 also suspended Moscow's membership, the work of the Global Partnership against the Spread of Weapons and Materials of Mass Destruction 3 was disrupted, and the 2014 US Compliance Report officially accused Russia of being in violation of its obligations under the Intermediate- Range Nuclear Forces (INF) Treaty. In response, the new Russian military doctrine, adopted in December 2014, named NATO's military buildup as one of the top threats to Russian national security. It also listed “ the creation and deployment of global strategic antiballistic missile systems that undermines the established global stability and balance of power in nuclear missile capabilities, the implementation of the 'prompt strike' concept, intent to deploy weapons in space and deployment of strategic conventional precision weapons ” among the major military threats to the strategic stability between the United States and Russia.

On December 3rd 2014, NATO hosted the first meeting between the foreign ministers from the countries forming the US-led coalition against the so-called “Islamic State in Iraq and the Levant” (ISIL). Although all NATO members are officially part of the coalition and the Secretary General, Jens Stoltenberg, attended – as an observer – the meeting, participants said to the media that NATO would “only provide the building. ”Despite this word of caution, the event marked a new step in NATO's indirect involvement in the fight against ISIL. ! e ad-hoc coalition did materialize on the margins of NATO's Wales Summit last September. The question now is: will NATO merely play a role of a forum where coalition members meet, or could this lead to further participation?

Ukraine is not even a state!” Putin reportedly advised former US President George W. Bush during the 2008 NATO Summit in Bucharest. In 2014 this perception became reality. Russian behaviour during the current Ukraine crisis was based on the traditional Russian idea of a “sphere of influence” and a special responsibility or, stated more bluntly, the “right to interfere” with countries in its “near abroad”. This perspective is also implied by the equally misleading term “post-Soviet space.” The successor states of the Soviet Union are sovereign countries that have developed differently and therefore no longer have much in common. Some of them are members of the European Union and NATO, while others are desperately trying to achieve this goal. Contrary to what Professor John Mearsheimer may suggest. In his article “Why the Ukraine crisis is the West's fault” he argues that NATO has expanded too far to the East, “into Russia's backyard”, against Moscow's declared will, and therefore carries responsibility for recent events; however, this seems to ignore that NATO was not hunting for new members, but found them knocking at its door.

As the complex global security environment faced by NATO members continues to evolve in the coming years, terrorism – waged by actors both in and outside of their borders – will remain a vexing challenge. For over a decade, NATO's counterterrorism strategy has been built on taking the fight abroad. Member nations have been intimately involved in this effort as contributors to the International Security Assistance Force (ISAF) in Afghanistan, to the Multi-National Force in Iraq and in a variety of smaller missions around the globe. In recent times, however, there has been growing attention to the threat posed by “homegrown” terrorism and foreign fighters returning from Syria and elsewhere to their home countries throughout the Euro-Atlantic area.

Later this year, the mandate of one of the most successful NATO maritime missions in history - counterpiracy operations off East Africa in the Gulf of Aden region - will expire. The question presently facing NATO's 28 members states is whether to subsequently retain a presence in a region where the threat is now considerably reduced, or alternatively, refocus resources to where they are conceivably needed more to secure Allied interests. This paper makes the case for judicious consideration of a potential rebalance to Africa's new maritime hotspot: the Gulf of Guinea to the continent's West where threats to regional, Euro-Atlantic and international security and prosperity are on the rise. While recognizing that any decision to realign strategic priorities is ultimately a political one, this paper explains why the factors to justify greater Alliance capacity building (Cooperative Security) in the Gulf of Guinea region already exist in four vital respects: (1) Allied interests at stake; (2) international legitimacy for action; (3) established strategic guidance for the employment of Allied maritime and other means outside NATO territory; (4) relevant Allied operational competencies and expertise.

Weekly Swedish-Finnish-Norwegian air defence training in the very north of Scandinavia; Swedish-Danish cross border exercises in the southern part of the region; Swedish-Finnish maritime patrolling in the Baltic Sea; and, in February 2014, Swedish and Finnish participation in the Iceland Air Meet exercise with NATO, led by Norway. These are only a few examples of Nordic Defence Cooperation, or NORDEFCO, the military acronym used to describe this multifaceted pattern of practical military training and cooperation across borders and security doctrines in the northernmost corner of Europe.
