Abstract:
These is some consensus among economic forecasters and international economic organizations that the world economy is stabilizing after the worst global contraction since the end of the Second World War. While it is difficult to ascertain empirically whether the massive fiscal policy support played a role or not, the improving credit conditions and the return of demand in the housing market in North America and the UK point to some evidence that the stimulus is providing the necessary short-term boost. Nonetheless, there remain significant challenges that may constrain a quick recovery including the decline in household wealth (debt-laden consumers rebuilding their savings), persistent unemployment and deleveraging (decreasing the amount of debt a firm holds by paying it off) in the financial system together with future long-term prospects of inflation.

The Sahel, a vast belt of land covering nine million square kilometers and encompassing ten countries, has always been a transit area for constant flows of people, trade, finance and religious groups. For the past twenty years, organized crime has had ample opportunity to develop here, either by using traditional networks or by taking over areas where there is no state control. It is also a region afflicted by perennial crises and weakened states, notwithstanding its undeniable strategic importance arising from its natural resources: oil, gold, phosphates, diamonds, copper, iron, coal, nickel, zinc, bauxite, uranium, plutonium, manganese, cobalt, silver, chrome and precious timbers.

Weeks after the NATO summit in Bucharest there is an ongoing debate in academic circles and in the media on whether the meeting of the heads of states and government was a success or a failure. Some editorials express the disappointment of their authors with the allegedly meager results of the top level meeting in the Romanian capital. Decisions not taken were seen as proof of a divided NATO. Others acclaim the summit and saw those points the Alliance agreed upon as another proof of NATO's ability to find consensus on major steps in its evolution.

134. Energy Security: NATO's Limited, Complementary Role.

Abstract:
NATO cannot avoid discussing energy security. As both the international situation and the alliance evolve, it becomes increasingly important and relevant to do so: clear and direct links exist between the security of NATO member states and the interruption of their energy supply. Indeed, given the range and potential scale of these threats it would be, as stated by the alliance's Secretary General Jaap de Hoop Scheffer, alarming if NATO did not at least discuss it. NATO could not simply 'stay on the sidelines' watching such threats emerge. Discussion of energy security can take place under the framework of the alliance's Washington Treaty, as outlined in Article IV. But the role proposed by the alliance is a limited one - and, as Jamie Shea has noted, discussions mean neither automatic agreement that NATO will act, nor that the alliance would necessarily adopt a leading role in any response.

135. The NATO Mediterranean Dialogue at a crossroads

Only brief reference was made to the NATO Mediterranean Dialogue (MD) in the statement issued by the Alliance Heads of State and Government who participated in the Bucharest Summit recently, and yet the partnership will be celebrating its fifteenth anniversary next year. For some, this apparently low-key mention is a tribute to the wide acceptance of the Dialogue and its progress over recent years. They point out that, after two summits devoted to substantial development of Mediterranean issues, it was only to be expected that on this occasion the Allies would concentrate on problems considered more urgent. Others, however, are astonished to see this symbolic partnership, embodying the hopes of southern Mediterranean countries, relegated to the background at a time when steadily worsening destabilizing factors threaten the countries of this region, whose strategic interest to the Atlantic Alliance is compellingly borne out day by day. For many observers, the partnership is losing momentum and is struggling to address the other political initiatives that are proliferating in the Mediterranean area.

The greatest achievements include the Alliance's enlargement from 19 to 26 allies and the progress made in fulfilling the vision of the [November 2002] Prague Summit for the transformation of NATO's military posture. The vision includes the creation of the NATO Response Force and the establishment of Allied Command Transformation. Thanks to Prague, since 2003 the Alliance has had two strategic commands; one for operations — Allied Command Operations located in Mons, Belgium — and one for transformation, Allied Command Transformation, in Norfolk, Virginia. The Alliance has also established three operational level commands. This new command structure involved a major headquarters realignment and significant manpower downsizing, plus the disestablishment of numerous headquarters.

Effects Based Approach to Operations (EBAO)3 and Comprehensive Approach (CA) are fashionable terms in NATO circles these days. Whether one is sitting in the North Atlantic Council (NAC), walking the corridors of the Strategic Commands, or travelling with a Provincial Reconstruction Team (PRT) in Afghanistan, they are heard with increasing frequency, sometimes distinctly, sometimes relationally, sometimes interchangeably. Indeed, the multiplicity of interpretations of both terms and their relationship to one another arguably rivals the incidence of their contemporary usage. Some are outright contradictory, others too general or ambiguous to be meaningful, still others so complex if not complicated they verge on the unworkable. To be fair to their originators, on the surface we do know this: the advocacy of EBAO within the Alliance emanated largely from military quarters and predated the introduction of CA that was only first officially introduced by the NAC at the Riga Summit of 2006. Despite their sequenced and respective military and civilian parentage, at their core both EBAO and CA aim to strengthen the effectiveness and efficiency of NATO's planning and conduct of crisis management operations through the greater consonance or “joining up” of military and civilian efforts, both within the Alliance and in its relations with outside actors. Beyond the latter description, however, the varied interpretations of EBAO and CA begin to abound leading any interested observer to justifiably question: are EBAO and CA the same, similar or different? Do they constitute a genuinely new way of undertaking operations or are they simply the latest reincarnation—however improved—of long-standing approaches to warfare and crisis management? And, at the end of the day, whose efforts and what instruments need to be joined up as a matter of priority, to what extent and by whom?

The capability to apply lethal force manu militari has always been a hallmark of the military, as an instrument in the hands of their political masters to further the interests of the state. Driven by technological innovation, the means to apply lethal force and large scale destruction have been expanded tremendously over the centuries, to the extent that nation states decided that it was in their common interest to curtail or prohibit their use outright, but lethality remained as a qualifying factor. It is not surprising, therefore, that the phenomenon of Non- Lethal Weapons (NLW) was virtually non-existent during the Cold War.

139. What NATO can learn from "the surge" in Iraq

What a difference 30,000 additional troops and a new strategy make. A few years ago, Afghanistan was commonly viewed as the model of a successful intervention while many politicians, military analysts, and pundits believed that the war in Iraq was being irretrievably lost. Yet today— although conditions still have a long way to go before normalcy has been achieved—the progress in Iraq following “the surge” directed by President Bush in January 2007 is widely recognized. All the indicators of violence: attacks against Iraqi infrastructure and government organizations; small arms, mortar and rocket attacks, and casualties among Iraqi civilians, Iraqi Security Forces, and Coalition Forces have sharply declined since July 2007. The situation has gone from being generally perceived as on the brink of disaster to being a success story (albeit belated and costly).

140. Reinventing NATO's Public Diplomacy

This paper examines some of the public diplomacy challenges that national governments and international organizations like NATO are increasingly facing. While new media technologies have become a powerful enabler in the globalised information environment, international security issues no longer remain 'close-hold' subjects reserved to foreign and security policymakers. Analyzing some of the current public trends in transatlantic themes in Europe and the United States, the author takes a closer look at NATO's evolving communication policies and activities. Evidently, public diplomacy has its limits. No matter how skilfully designed, it cannot replace political messages and contents. A serious political crisis or the loss of human lives cannot (and must not) be turned into a positive news story. However, if public diplomacy aims at establishing a trustful and interactive relationship between the seekers of information and the respective organization or government, public diplomacy requires political will, strategy and resources to be effective and credible.
