62. Five Long-Term Challenges for NATO beyond the Ukraine Crisis

- Moscow's aggression against Ukraine has truly been a “game changer” for the Atlantic Alliance. Its implications for NATO's further evolution can hardly be over-estimated and after the likely shoot-down of a Malaysian civil aircraft over Ukrainian territory, controlled by pro-Russian rebels, the situation is even more unpredictable. Even if the catastrophe has put heavy political pressure on President Putin to reduce Russian involvement in Ukraine, Moscow is still not likely to revert the annexation of the Crimean peninsula. As a result, the crisis will dominate the international security debate for a long time to come. Thus, signs of resolve directed at Russia, measures to reassure the NATO members in Eastern Europe and indications of further cooperation with Ukraine will rank very high on the agenda of the NATO summit in Wales in September 2014. With the draw-down of the operation in Afghanistan, some Allies tend to see NATO's future role as primarily to preserve the territorial integrity of its member states. Hence, they argue in favour of a “back to basics” approach with an Alliance concentrated on its defence mission, according to Article 5 of the Washington Treaty.

- The crisis in Ukraine, which culminated in Russia's annexation of the Crimea, marks a new low in NATO-Russia relations. While this relationship had been deteriorating for quite some time, Moscow's role in the Ukraine crisis revealed a geopolitical agenda that caught many observers by surprise. In the course of just a few weeks Russia clearly emerged as a revisionist power, behaving in a manner reminiscent of the "predatory nation-states from the 19th century" and changing borders by force in order to deny a neighbouring country the choice to determine its own alignments.

- Russia's behaviour in the Ukrainian crisis has been described by some as giving rise to “the most dangerous situation in East-West relations since the Soviet invasion of Czechoslovakia in 1968.” For one, NATO's recently retired Supreme Allied Commander has called for immediate action in response. This could include, for example, bringing the NATO Response Force – a sea, air, land, special forces capability – to a higher state of alert, and sailing NATO maritime forces into the Black Sea.

- At NATO's 2010 Lisbon Summit, Allied Heads of State and Government mandated a comprehensive Deterrence and Defence Posture Review (DDPR). The aim was to undertake a "rigorous analysis" of the broader security environment and of the adequacy of NATO's military posture for defense against the full range of security challenges. Issue of the DDPR as a press release at the May 2012 Chicago Summit demonstrated that the review process has indeed covered a lot of ground in the meantime, yet the document provided neither a detailed examination of the international security landscape nor an elaborate analysis of the interaction of nuclear, conventional and missile defense elements. This was hardly surprising. After all, the main purpose of the exercise was to rein in a potentially controversial debate among Allies about NATO's future nuclear posture. To put it differently, the DDPR was meant to reaffirm certain basics that were in danger of getting lost.

68. NATO and Japan as Multifaceted Partners

- Japan and NATO are now partners on the international security scene, but they used to live in different worlds with little interaction between the two. The Cold War, as seen from Washington and Moscow, was undoubtedly a global conflict. Yet, in many respects, it was still regional in nature: United States allies in Europe and Asia faced different sets of threats and challenges which, more often than not, evolved separately. It is, therefore, hardly surprising that relations between Japan and NATO did not develop during the Cold War, though both were US allies, sharing fundamental values and facing the Soviet Union as a common threat. Indeed, during the Cold War period NATO as an alliance had no substantial relationships with non-members, nor did it see the need for partnerships. This was largely because there was no reason for it to seek external help in achieving its core mission of defending the Allies.

- Throughout more than two decades, NATO has woven a dense network of partnerships in Europe and beyond. In many cases, the partner countries are either unable to apply for membership or not interested in doing so. A very sophisticated system of partnerships has thus developed over the years: most partners are grouped within a collective arrangement like the Partnership for Peace (PfP)/Euro-Atlantic Partnership Council (EAPC) or the Mediterranean Dialogue (MD). There are also a few which cooperate on a bilateral bases - ie. NATO plus the partner country.
