Abstract:
The Reach Project is a research initiative based in the Munk School of Global Affairs and Public Policy and supported by the Mastercard Center for Inclusive Growth. They examine the successful delivery of social services to those who are hardest to reach. This case study examines how the Ministry of Social Development in Palestine designed, implemented, and continues to refine the Palestinian National Cash Transfer Program (PNCTP) to specifically reach those who are hard to reach.

Abstract:
High-skilled Prime working age (PWA) people are fundamental in securing economic growth. Therefore, a country’s ability to attract PWA immigrants and encourage its domestic PWA population to remain put, is crucial to sustaining economic competitiveness. Looking at Canada and Israel, authors Creed Atkinson (MGA ’17) and Jinhui Jiao (MGA ’17) found that Canada is currently benefitting from PWA brain gain while Israel is experiencing PWA brain drain. Given Canada’s already high ability to attract high quality PWA immigrants, its policy should focus on circulating PWA migrants back home. With the acute shortage of high-skilled workers and unique geo-political and legal conditions in Israel, limiting its ability to attract PWA migrants, its policy should also focus on brain circulation. Accordingly, both Canada and Israel would do best if they focus their future activities on brain circulation instead of attracting PWA immigrants.

Abstract:
In its advisory opinion on Kosovo's unilateral declaration of independence, released about a month before this issue went to press, the International Court of Justice was forced to reflect on the appropriate role of the international judiciary in political disputes. Finding that it had the jurisdiction to consider the General Assembly's question, the Court rejected the idea that there can be a clear division between the political and the legal: “the fact that a question has political aspects does not suffice to deprive it of its character as a legal question”.

Abstract:
We are in a period of change for academic journals, and JILIR is no exception. Cycle times for the publication of information, even academic information, are increasingly condensed. Pressure to expedite processes and render quick decisions is intense, and maintaining this pace is difficult for a student-run process wed to the ebbs and flows of the academic calendar. These challenges are amplified for JILIR, a multi-disciplinary journal edited collaboratively by students in different faculties and fields of research. This collaboration, however, remains JILIR's greatest strength, and we are proud that the quality of our publication remains our central focus. The works contained in this issue are demonstrative of the forward-looking and multi-disciplinary scholarship that journals like ours are uniquely positioned to provide.

Increasingly, issues of Arctic security are the focus of public attention and debate. Whether it is media attention to Russian bombers, the recent announcement of moving forward on the Mackenzie Pipeline, or the increasing body of scholarly work suggesting that we are in the midst of a new cold war, the Arctic is receiving unprecedented attention from political leaders, policy makers, media and academics. Amidst this new prominence, there is a growing need to understand the preferences and priorities of the citizens whose countries include Arctic regions and from Arctic inhabitants themselves.
