11. From Fear to Solidarity: The Difficulty in Shifting Public Narratives about Refugees

Refugees and asylum seekers are alternatively depicted as heroes or security threats, victims or exceptional workers, exemplary neighbors or opportunists. And though public narratives are sometimes described as a binary, in reality, people can hold multiple, competing beliefs and opinions about forced migration and its impacts on society. They may, for example, experience pride in their country’s humanitarian response and compassion for refugees alongside anxiety over changing cultural norms or fear of competition for scarce jobs, each of which can become more or less salient under different circumstances. These public attitudes can create or constrain the space needed for sensible and creative policy responses, as well as community cohesion. As a result, governments, international organizations, and advocates have invested in myriad programs and campaigns to bolster solidarity and defuse negative reactions to forced migrants. Yet, as this study discusses, changing people’s minds is far from straightforward. This report—the first in the Beyond Territorial Asylum: Making Protection Work in a Bordered World initiative led by MPI and the Robert Bosch Stiftung—examines the different narratives that tend to emerge in communities welcoming forced migrants, looking at a variety of geographic, socioeconomic, and historical contexts. It also explores two categories of interventions that aim to address negative narratives about refugees and asylum seekers: information campaigns that aim to defuse threat narratives and “contact-building” initiatives that seek to build connections between refugees and host communities. The report concludes by offering strategies to promote solidarity and mitigate tensions.

12. Four Years of Profound Change: Immigration Policy during the Trump Presidency

Over the course of four years, the Trump administration set an unprecedented pace for executive action on immigration, enacting 472 administrative changes that dismantled and reconstructed many elements of the U.S. immigration system. Humanitarian protections were severely diminished. The U.S.-Mexico border became more closed off. Immigration enforcement appeared more random. And legal immigration became out of reach for many. All of this was accomplished nearly exclusively by the executive branch, with sweeping presidential proclamations and executive orders, departmental policy guidance, and hundreds of small, technical adjustments. This report, which concludes a series of MPI reports providing an overview of policies at different points during the Trump administration, chronicles the immigration actions, large and small, that President Donald Trump and his administration took from January 20, 2017, through January 20, 2021. After an overview of the transformation of the U.S. immigration system during this historic period, the report breaks these hundreds of changes down by issue area: the administration’s response to the COVID-19 pandemic; border and interior enforcement; actions involving the Department of Justice and the immigration court system; the admission of refugees, asylum seekers, and other humanitarian migrants; changes to vetting and visa processes, which involve the State Department, U.S. Citizenship and Immigration Services, and the Department of Labor; and actions involving agencies usually less central to immigration policy discussions. As the authors write, “While it may be possible for subsequent administrations to rescind many of these changes, others cannot simply be unwound.” Many are likely to remain on the books for years to come, with a lasting impact on the U.S. immigration system.

13. Promoting the Inclusion of Europe’s Migrants and Minorities in Arts and Culture

Abstract:
Decades of sustained immigration have transformed many European cities into mosaics of different cultures. Yet this diversity is not always mirrored in the art celebrated in museums, the plays produced in major theaters, and the music heard in concert halls. In addition, well-intended efforts to celebrate ethnic and cultural diversity through art and culture run the risk of overemphasizing differences, exoticizing minority groups rather than contributing to the normalization of diversity within society. But this status quo may be changing. Widespread anti-racism protests have prompted long-overdue conversations about mis- and under-representation of minorities as well as discrimination in the cultural scene. At the same time, pandemic-related restrictions have placed further financial strains on the already fragile cultural sector, challenging organizations to reach new audiences in new ways. This MPI Europe report, which draws on interviews with cultural professionals from 11 European countries, explores approaches to strengthening the participation of migrant and minority communities in arts and culture, with potential benefits for immigrant integration outcomes, social cohesion, and the vibrancy and sustainability of cultural institutions. It examines migrants’ and minorities’ inclusion on three levels: as visitors of cultural venues and consumers of art, as featured artists and performers, and as leaders and staff within cultural institutions. The research was conducted within the framework of the Urban Agenda Partnership on the Inclusion of Migrants and Refugees, co-led by the City of Amsterdam and the European Commission and funded by the European Commission's Directorate-General for Migration and Home Affairs.

14. Relaunching the Central American Minors Program: Opportunities to Enhance Child Safety and Family Reunification

Abstract:
The Central American Minors (CAM) Program was created to allow certain children living in dangerous conditions in El Salvador, Guatemala, and Honduras to enter the United States as refugees or parolees to join their parents. The program sought to create a safe, legal, and orderly alternative for children who might otherwise seek to enter the United States by crossing the U.S.-Mexico border unaccompanied. The program began in 2014, the Trump administration announced its termination in 2017, and the Biden administration relaunched it with expanded eligibility in 2021. This report takes a critical look at lessons learned from the program’s earlier iteration and offers recommendations for how to strengthen the relaunched version. It examines, among other things, eligibility criteria, program administration, safety provisions for children awaiting a decision on their case, and the assistance children have access to after they arrive in the United States. “Even with substantial improvements,” the authors write, “it is doubtful that the CAM Program will ever be able to assist more than a small fraction of children who face danger in northern Central America and have parents or close relatives in the United States. Still, with improvements, the program can help significantly greater numbers of children and families seeking relief and family reunification.”

15. COVID-19 and the Demand for Labor and Skills in Europe: Early Evidence and Implications for Migration Policy

The European Union and several of its Member States have in recent years launched policies designed to increase the demand for and supply of skilled workers in Europe. This includes educating or attracting non-EU workers with in-demand digital skills and those with the expertise needed to further other policy aims, such as the European Union’s Green Deal. These were already ambitious goals before the COVID-19 pandemic hit, heralding an economic recession and high levels of unemployment. Weathering this crisis and setting the stage for a speedy recovery are now top priorities for policymakers across Europe. Yet longer-term labor market trends linked to technological developments and demographic shifts in some countries—as residents age and older workers leave the workforce—remain important, even as pandemic-related labor market disruptions and constrained national budgets may make pursuing policies to adapt to these changes more difficult. This MPI Europe issue brief explores how the pandemic is shaping the demand for workers and skills in the European Union, and how policymakers can respond to these trends. It also considers how leaders can keep one eye on Europe’s longer-term skills needs. Among its recommendations are investments in education and training systems; in measures that ensure migrants living in Europe are able to successfully integrate into the labor market and apply their skills; and in data-driven, transparent mechanisms to detect where resident workers are unable to meet labor demands and migration from beyond the European Union may be needed.

16. Solidarity in Isolation? Social Cohesion at a Time of Physical Distance

In addition to its widespread public-health and economic impacts, the COVID-19 pandemic has challenged social cohesion in many countries by forcing changes in how people interact. Physical connection, the most human response to collective adversity, has been largely out of reach during long periods of lockdown, social distancing, and remote work and learning. The temporary closure of public spaces such as libraries and schools has also limited the spontaneous, casual encounters that can build bridges between disparate groups. This MPI Europe report explores ways to assess the pandemic’s effects on social capital and social infrastructure in Europe and North America. It also presents an initial analysis of how and where social cohesion is in peril and where it may actually be gaining strength, and highlights the importance of governments taking an inclusive approach and prioritizing social cohesion as societies move toward recovery. The authors identify three trends: Bridges between groups are weakening, even as new forms of connection may be strengthening bonds within existing networks. Immigrant integration programs have worked hard to move their offerings online, but digital tools may capture only a fraction of what in-person programming can and they may leave behind some people who most need assistance overcoming integration barriers, such as those with limited access to and familiarity with technology. A wide range of volunteering, mutual aid, and other grassroots forms of solidarity have emerged during the pandemic, but it remains to be seen which can make the switch from emergency response to longer-term engagement.

17. Healing the Gap: Building Inclusive Public-Health and Migrant Integration Systems in Europe

The COVID-19 pandemic has pushed European health-care systems to their limits, as millions of Europeans have fallen ill and hundreds of thousands have died from the virus. But these harms have not been felt evenly. Immigrants and refugees have had disproportionately high risks of infection and mortality, in part due to frontline and close-proximity jobs. This uneven impact has drawn increased attention to factors that have long created vulnerabilities for migrants across the health continuum, including greater exposure to drivers of ill health (such as low income and poor housing) and barriers to accessing health services. There is also a close link between migrant health and integration, as health problems may prevent immigrants from completing integration courses, from finding or maintaining employment, and from participating fully in their communities. Ensuring that health disparities are addressed and do not become long-term barriers to integration thus promises to foster more inclusive societies in addition to its benefits for individuals, families, and public health. This report examines the impact of the pandemic on Europe’s migrant populations and how European governments and nongovernmental actors have responded, including with initiatives to improve health-care accessibility. It situates this discussion within a broader look at how the migrant health policy field has grown since the early 2000s, and how trends that have emerged during the COVID-19 crisis may further shape this policy area.

18. "Diversifying" Social Investment: European Welfare States and Immigrant Integration in the Wake of the COVID-19 Crisis

Abstract:
Across Europe, the COVID-19 pandemic has strengthened awareness of the importance of robust, well-functioning welfare states in helping individuals, families, and communities weather threats to their lives and livelihoods. Initial EU and Member State responses to the pandemic and its economic fallout were much more vigorous than responses to other recent economic shocks, such as the Great Recession and the European debt crisis. Even so, European societies will likely have to contend with long-term social and economic impacts, which in many cases are exacerbating existing inequalities. The shift in the structure and goals of welfare spending since the start of the pandemic can be understood through the prism of “social investment.” In recent decades, European welfare states have moved away from a predominantly reactive focus on financial safety nets that protect individuals during periods of unemployment and illness, and toward investing in people’s human capital and employability to help them navigate life transitions and drive growth in advanced knowledge economies. Looking ahead, the success of social-investment policies will depend on their ability to account for immigration and diversity, increasingly prominent features of European societies that are central to understanding the nature and development of socioeconomic inequalities. This report explores whether the social-investment approach to welfare states could serve as a tool for post-pandemic recovery—particularly in diverse, immigrant-receiving societies. It examines how European welfare systems fared and adapted during the Great Recession, how social investment seeks to balance social and economic goals, and how lessons from recent immigrant integration policy developments could help improve the reach, accessibility, and relevance of social-investment initiatives.

19. Using Evidence to Improve Refugee Resettlement: A Monitoring and Evaluation Road Map

The refugee resettlement landscape has shifted considerably in recent years. A number of countries in Europe and elsewhere have launched or expanded their resettlement programs, and some have experimented with new models such as community-based or private sponsorship. At the same time, the United States—long the world’s largest resettlement country—has significantly cut its refugee admissions, leaving other countries to take the lead in global efforts to address displacement. For new and longstanding resettlement programs alike, it is vital that policymakers and program designers have the tools to gauge whether resettlement is meeting its objectives, to facilitate continuous learning, and to ensure that funding is being well spent. Robust monitoring and evaluation (M&E) holds the key. Yet many resettlement programs do not have a strong M&E culture. This report examines the added value that M&E can bring to refugee resettlement programs and identifies common obstacles that have kept countries from creating or expanding their M&E operations to date. It then lays out a road map for kickstarting this process—from finding the right “champion” to drive change, to identifying which of a program’s strategic and operational goals to monitor and evaluate, to identifying existing sources of information and designing new data collection tools. These insights are drawn in part from a pilot M&E project conducted by MPI Europe in partnership with resettlement authorities in Ireland, Italy, and the Netherlands under the framework of the European Union Action on Facilitating Resettlement and Refugee Admission through New Knowledge (EU-FRANK) project. 20. A Rockier Road to U.S. Citizenship? Findings of a Survey on Changing Naturalization Procedures

Abstract:
Becoming a citizen benefits immigrants and U.S. communities in a variety of ways, including by promoting integration and enabling immigrants to vote and run for public office, sponsor close relatives for immigration, and travel visa free to many countries. Citizens also earn more than noncitizens with similar characteristics, and these higher earnings lead to greater economic activity and higher tax payments. For the approximately 9 million immigrants eligible to naturalize, however, the hurdles to becoming a U.S. citizen appear to be growing. This report presents the Migration Policy Institute’s analysis of a 2019 national survey conducted by the Immigrant Legal Resource Center of 110 naturalization assistance providers. The study aims to understand how U.S. Citizenship and Immigration Services (USCIS) naturalization procedures have changed during the Trump administration. USCIS continues to approve the vast majority of citizenship applications, with an approval rate that has hovered around the 90-percent mark since fiscal year 2010, but the time it takes to process an application has grown considerably. This appears to be due at least in part to changing adjudication policies and practices, including those described by the surveyed organizations: About one-quarter of survey respondents reported their clients missed interviews when USCIS sent notices to incorrect addresses, sent them too late, or sent them to the attorney but not the applicant. Interviews had doubled in length, from 20–30 minutes to 45–60 minutes, according to one-quarter of respondents. More than one-third reported USCIS more often issued requests for evidence to support applications, especially for documents related to tax compliance and income, continuous residency and physical presence, marriage and child support, and criminal history. USCIS officers asked detailed questions not directly related to citizenship eligibility, and administered the English and civics tests differently, often more strictly, according to 10 percent of respondents. These changes were underway before a trio of new 2020 developments that threaten to further increase the application backlog and make it more difficult for eligible immigrants to access citizenship: a COVID-19-related suspension of USCIS operations for three months, the likely furlough of two-thirds of the agency’s staff due to a major budget shortfall, and a planned increase in the cost of filing a citizenship application alongside new restrictions on eligibility for fee waivers for low-income applicants.
