11. Monetary Disunion: The Domestic Politics of Euroland

Abstract:
Regional disparities within the European Union have always been perceived as an impediment to monetary integration. This is why discussions on a joint currency, from their very beginning, were linked to compensatory payments in the form of regional policy payments. Structural assistance to poor regions and member states increased sharply at the end of the 1980s. Today, however, fiscal support has to be shared with the new member states in the East. Moreover, due to the financial crisis, the cheap credit that poor EMU member countries enjoyed as a result of interest rate convergence is no longer available. We predict that in the future, some sort of financial aid will have to be provided by rich member countries to poor ones, if only to prevent a further increase in economic disparities and related political instability. We also expect long-lasting distributional conflict between payer and recipient countries far beyond current rescue packages, together with disagreement on the extent of aid required and the political control to be conceded by receiving countries to giving countries. We illustrate the dimension of the distributional conflict by comparing income gaps and relative population size between the center and the periphery of Europe on the one hand and on the other, between rich and poor regions in two European nation-states characterized by large regional disparities, Germany and Italy. While income gaps and population structures are similar in the two countries to those between Northern Europe and the Mediterranean periphery, regional redistribution is much more extensive in the two nation-states. We conclude that this presages a difficult future for the domestic politics of Euroland.

12. Pathways of Transnational Activism: A Conceptual Framework

Abstract:
This paper presents a novel analytical framework to study transnational activism in the context of today’s international governance architecture. While there is a considerable amount of literature on the emergence, development, and effects of transnational activism in specific transnational governance arrangements or within a specific local context, an integrated framework that analyzes the dynamic interplay between activism, transnational institutions, and domestic contexts is still lacking. The framework of transnational pathways of influence intends to help close this gap. It integrates insights from social movement research on transnational collective action and insights from institutional theorists on institutional interactions. The framework consists of three major concepts: the concept of intra-pathway dynamics captures the relationship of mobilization and institutional chance within one path; the concept of inter-pathway dynamics encompasses institutional interactions and interdependencies between activism across paths; and the concept of the global–local link characterizes the relationship of activism within each path to local actors, the domestic context, and the political regime. The paper outlines this framework and exemplifies it by taking the case of transnational labor-rights activism targeting labor-rights violations in a strong and nondemocratic state: the People’s Republic of China. It shows that the study of activism across different transnational pathways over time is necessary to understand the combined effects of activist interventions, institutional co-evolution and interaction as an explanation of the process of selective convergence between global norms and local practices.

Until recently, 95% of the bandwidth for talking and thinking about the post-2015 agenda was focused on goals and targets. Now that the Open Working Group (OWG) on the post- 2015 agenda has reported, though, policymakers and opinion formers are starting to think more seriously about the ‘how’ as opposed to the ‘what’ – and what a new Global Partnership on development, as well as the overall political outcome on means of implementation (MOI) more broadly, might look like by the end of next year.

Abstract:
The theory of deliberative democracy has strongly influenced philosophical work on democracy over the past twenty years. On at least a theoretical basis, deliberative democracy offers a promising way to improve both the legitimacy and the quality of political decisions at once. This prospect has motivated political scientists and politicians all over the world to implement and analyze a multitude of deliberative forums at all levels of the democratic decision-making process. But the question remains: Can real deliberations fulfill the promise of the theory? Empirical research on deliberation may provide the answer. In our paper, we first discuss the challenges that such studies present to deliberative theory. We then take a critical look at the empirical work that has been done so far on verifying deliberative democratic theory. Comparing different studies on this topic can be quite a frustrating experience, because their results tend to be disparate and sometimes even contradictory. We argue that in order to improve this situation, empirical scientists should pay more attention to the subjects of deliberation. For example, we believe that one of the keys to a successful deliberative process lies in how the topics of the discourse are framed.

Abstract:
The changing circumstances in which parties compete in contemporary democracies, coupled with the changing circumstances in which governments now govern, have led to a widening of the traditional gap between representative and responsible government. Although it is generally seen as desirable that parties in government are both representative and responsible, these two characteristics are now becoming increasingly incompatible. Prudence and consistency in government, as well as accountability, require conformity to external constraints and legacies. This means more than just answering to public opinion. While these external constraints and legacies have become weightier in recent years, public opinion, in its turn, has become harder and harder for governments to read. Hence we see the growing incompatibility. Meanwhile, because of changes in their organizations and in their relationship with civil society, parties are no longer in a position to bridge or “manage” this gap, or even to persuade voters to accept it as a necessary element in political life. This growing incompatibility is one of the principal sources of the democratic malaise that confronts many Western democracies today.

16. Legitimacy in the Multilevel European Polity

Abstract:
In order to be simultaneously effective and liberal, governments must normally be able to count on voluntary compliance – which, in turn, depends on the support of socially shared legitimacy beliefs. In Western constitutional democracies, such beliefs are derived from the distinct but coexistent traditions of “republican” and “liberal” political philosophy. When judged by these criteria, the European Union – if considered by itself – appears as a thoroughly liberal polity which, however, lacks all republican credentials. But this view (which seems to structure the debates about the “European democratic deficit”) ignores the multilevel nature of the European polity, where the compliance of citizens is requested, and needs to be legitimated by member states – whereas the Union appears as a “government of governments” which is entirely dependent on the voluntary compliance of its member states. What matters primarily, therefore, is the compliance-legitimacy relationship between the Union and its member states – which, however, is normatively constrained by the basic compliance-legitimacy relationship between member governments and their constituents. Given the high consensus requirements of European legislation, member governments could and should be able to assume political responsibility for European policies in which they had a voice, and to justify them in “communicative discourses” in the national public space. This is not necessarily true of “non-political” policy choices imposed by the European Court of Justice. By enforcing its “liberal” program of liberalization and deregulation, the ECJ may presently be undermining the “republican” bases of member-state legitimacy. Where this is the case, open non-compliance is a present danger, and political controls of judicial legislation may be called for.

17. Can We Reform the Welfare State in Times of ”Grey“ Majorities? The Myth of an Electoral Opposition between Younger and Older Voters in Germany

Abstract:
Is there an antagonism between young and old in the electoral arena that could lead to the obstruction of welfare-state reforms? This article argues that this notion is a myth and lacks empirical evidence for the case of Germany. It is true that (a) there are imminent majorities of voters aged 50 and older; (b) older voters benefit from many welfare state programs and (c) life-cycle interests shape some attitudes towards single public policies. However, these facts alone do not represent an antagonism between young and old in the electoral arena. Firstly, differences in party preferences between age groups are due to generational effects associated with early political socialization. Secondly, life-cycle interests do not shape the German party competition because age is not a political division line (cleavage). Young age/old age is only a transitional boundary that all of us aspire to cross, meaning that material old-age interests are important to everyone. Finally, grey interests parties are notoriously weak and try to become parties for the interests of all age groups.

18. Minority Governments and Party Politics: The Political and Institutional Background to the "Danish Miracle"

Abstract:
The performance of the Danish economy in the 1990s has been successful to the extent that scholars are talking about a "Danish miracle". The importance of government policies to Denmark's economic success is taken as a point of departure in investigating why Danish governments have been able to govern the economy successfully in the 1990s. The paper argues that two factors have been important. First, the functioning of Danish parliamentarianism has been reshaped to strengthen the bargaining position of minority governments, which became the rule in Danish politics after the landslide election in 1973. Today, Danish minority governments can enter agreements with changing coalitions in the Danish parliament. The paper thus challenges the conventional wisdom about minority governments as weak in terms of governing capacity. Second, the changed socioeconomic strategy of the Social Democrats after returning to power in 1993 has been important because it has created a political consensus around a number of controversial reforms.

19. Notes Toward a Theory of Multilevel Governing in Europe

The complexity of the multi-level European polity is not adequately represented by the single-level theoretical concepts of competing "intergovernmentalist" and "supranationalist" approaches. By contrast, empirical research focusing on multilevel interactions tends either to emphasize the uniqueness of its objects, or to create novel concepts – which are likely to remain contested even among Europeanists and have the effect of isolating European studies from the political science mainstream in International Relations and Comparative Politics. These difficulties are bound to continue as long as researchers keep proposing holistic concepts that claim to represent the complex reality of the European polity as a whole. It is suggested that the present competition among poorly fitting and contested generalizations could be overcome if European studies made use of a plurality of simpler and complementary concepts, each of which is meant to represent the specific characteristics of certain subsets of multi-level interactions – which could also be applied and tested in other fields of political-science research. The paper goes on to describe four distinct modes of multi-level interaction in the European polity – "mutual adjustment", "intergovernmental negotiations", "joint-decision making", and "hierarchical direction" – and to discuss their characteristics by reference to the criteria of problem-solving capacity and institutional legitimacy.

Abstract:
Varieties of the "new institutionalism" hold a promise of theoretical integration across several sub-disciplines of the social sciences and a wide range of research fields, including comparative politics, the study of European integration, comparative political economy, comparative industrial relations, or comparative industrial governance (Hall Taylor 1996; Jupille Caporaso 1999; Thelen 1999). There are thus good reasons to explore the usefulness of institutional explanations in comparative policy research as well. But in doing so, we need to be aware of the special conditions that complicate their application in this particular field. To begin with, it seems useful to specify the ways in which institutionalist and policy perspectives may intersect.
