Abstract:
The relationship with Indonesia is one of Australia's most important but it is still not on a firm footing. Government-to-government ties have been strengthening but relations are focused around a mostly negative set of security-related issues. Business-to-business links are underdone and mutual public perceptions are poor. Without significant incentives to drive closer ties, one of Australia's most important relationships will continue to stagnate.

22. The evolving post-crisis world

Abstract:
The worst of the global financial crisis (GFC) is over, but it has left scars, principally in the form of fiscallydriven debt increases, balance sheets that still need repair and high unemployment in the principal crisis countries. There is also unfinished business from the precrisis period, in the form of external imbalances. More positively, the crisis offers lessons about economic policymaking that may improve the way things are done. Of course the main lessons are for the developed countries that were at the centre of the crisis. But the countries of the region had to cope with the backwash, and in doing so lessons were learned. In addition, the lessons in the crisis countries, learned in an environment of extreme stress, may have relevance for the emerging market economies of this region.

The violence that has plagued the predominantly Malay provinces of Pattani, Narathiwat and Yala in southern Thailand (not to mention four Malay-speaking districts in the upper southern province of Songkhla) over the past few years has become one of the most closely watched security situations in Southeast Asia. Like Thailand, many other states in the region are still struggling with key nation-building challenges that are potentially prone to involvement by regional and global terrorist groups, posing threats to these countries' hubs of international engagement and undercutting attempts at regional confidence and community building. The significant and sustained upsurge in violence in southern Thailand in the last few years, across numerous administrations in Bangkok, and the nebulous nature of the insurgency itself, make it a particularly important conflict to understand for those with interests in Thailand and Southeast Asian security and stability and in the evolution of internal conflicts. A decade ago, many hoped that the insurgency in the south of Thailand had melted away. Instead it has come back in a more powerful and threatening manner.

What is the problem? In addition to the current Global Financial Crisis (GFC), there is a second global crisis: long-term mass poverty in the third world. While the rich world worries about a repeat of the Great Depression, today more than a billion people in Asia live in conditions of bitter poverty which are much worse than those of the 1930s. As a result of the GFC, poverty in developing Asia is now likely to increase.

What is the problem? China lacks a coherent strategy for its aid program in the Pacific – beyond checking and reversing diplomatic recognition of Taiwan – and tends to pursue short-term objectives. China pledges aid in an erratic manner, funds projects without regard to recurring costs, and the secrecy surrounding its program obstructs development outcomes, and breeds suspicion. This short-termism has likely led China to miscalculate by over-engaging the dictatorship in Fiji. This approach is a legacy of its long-running battle with Taiwan.

One of the greatest dilemmas of the early 21st century is how to satisfy the demands of densely populated states in the context of a global environmental crisis. As the world's biggest polluter and prominent emerging world power, China is at the centre of the global debate. Worsening pollution trends, increasing resource scarcity, and widespread ecological degradation have serious implications for China's ongoing modernisation drive. The spillover effects across borders also pose a challenge to its relations with the outside world. Although China's per capita CO2 emissions are low relative to the United States and Australia, they already exceed the world average. In 2007, China overtook the United States to become the world's largest aggregate emitter.

Australia's Labor government, elected in November 2007, has a strong policy platform on many aspects of the nuclear security agenda of arms control, non-proliferation and disarmament. And Prime Minister Kevin Rudd has announced Australian sponsorship, with Japan, of an independent panel of international experts and eminent persons to generate new thinking about nuclear disarmament and nonproliferation, in the 'second track' tradition of the Canberra Commission and Japan's Tokyo Forum.
