Afghans and Afghanistan have faced many challenges, suffering, and destruction in the past. However time and again, they have risen after and have rebuilt. Since the 2001 Bonn Conference and the subsequent extensive international engagement in Afghanistan–both military and civilian–much has changed and much has been achieved. But today, many are not satisfied.

The Liechtenstein Institute on Self-Determination (LISD) at Princeton University's Woodrow Wilson School of Public and International Affairs convened a review conference under the theme, “A New Vision for Afghanistan: By Afghans, with Afghans, for Afghans and Afghanistan,” on September 4-7, 2008 on the Petersberg/Bonn, Germany. This was the tenth LISD-sponsored colloquium on Afghanistan since 2001. The meeting was funded in part by the Carnegie Corporation of New York, the Government of the Principality of Liechtenstein, and the Stiftung fuer Selbstbestimmung und Internationale Beziehungen, in Vaduz, Liechtenstein.

Abstract:
Afghanistan represents one of the most unique combinations a country and its society may offer. It is a country with a challenging and unforgiving but majestic geography which favors independence both to the central authorities in the capital but also to potential intruders from the outside. It holds a unique geopolitical location south and east of the Hindukush connecting Central Asia to South Asia, and the Middle East to each of them. It is home to a proud, independent people with a history of ages-old religions and diverse cultures, but also of conflict and war. The Afghans and their country stand out in terms of drama, disadvantages and sometimes even simple suffering, witnessing nearly three decades – an entire generation – of warfare and civil strife. Afghanistan too is home to one of the most archaic societies north of the Indian Ocean. It has very little transportation or energy infrastructure, one of the world's highest rates of poverty, and some of the lowest levels of literacy, health care and GDP per capita. However, Afghanistan is today the world's most important opium producer and is centrally located in a region marked by high population and poverty with tendencies toward fundamentalist religious expression. Afghanistan itself became a base of Islamic militancy.

This was the eighth LISD-sponsored colloquium on Afghanistan since 2001 and was the inaugural meeting of a two-year project, “State Security, and Prosperity: Afghanistan, its Neighbors and the Region,” being undertaken by LISD and funded in part by the Carnegie Corporation of New York.

Abstract:
The Liechtenstein Institute on Self-Determination (LISD) at Princeton University's Woodrow Wilson School of Public and International Affairs convened a conference, “Iran, Its Nuclear Ambitions, the Region, and the West,” on 31 March and 1 April 2006. The conference gathered a group of diplomats and international practitioners concerned with the ongoing Iranian nuclear crisis, as well as academics and experts familiar with the nuclear question, Iran, the region, and related policy issues. Over two days of intensive discussions, participants engaged with the pressing issues of Iran's nuclear aspirations based on the internal politics of the country, Iran's interstate relations and the role it occupies within the Middle East and Central Asia, and Iran's and the wider region's relations with Asia and the West. On Friday, participants viewed, via videolink with the Geneva Center for Security Policy in Switzerland, an address delivered at the Center earlier in the day by Manouchehr Mottaki, Foreign Minister of the Islamic Republic of Iran. On Saturday Ambassador Javad Zarif, Permanent Representative of Iran to the United Nations in New York, also participated in the discussions via videolink.

7. Building State and Security in Afghanistan and the Region

Abstract:
In this fifth LISD meeting on Afghanistan, international experts – the discussants ultimately contributing to the content of this publication – have analyzed and debated critical issues facing the new Afghan state after the inauguration of the first democratically elected president, Hamid Karzai, in 2004. In terms of state-building, issues include the conduct of the soon to be held parliamentary elections, institutional design, culture and education, as well as the establishment of infrastructure and vital economics. Regarding security issues, areas of concern included narcotics, disarmament and re-integration of former combatants, PRTs, and more generally, the role and impact of the international community. Discussions have focused on the pragmatic details of these policy debates and developed larger, more theoretical questions of state-building, legitimacy, and viable institutions. It has become clear that in the shadow of international attention to the elections in Iraq and now the natural catastrophe of the recent tsunami in Asia, continued international attention paid to Afghanistan has varied– both in terms of actual assistance and financially. The Phase II LISD Vienna meeting has generated a number of recommendations and lessons for Afghanistan and the international community, which are also relevant for building state and security elsewhere.

As post-Taliban Afghanistan struggles to build a viable and secure state under President Hamid Karzai, a clear and urgent need exists for the international community to assist Karzai's government in building enduring domestic institutions that support the promotion of democracy, while improving the stability and security of this Asian country. In March 2003, Princeton University's Liechtenstein Institute on Self-Determination (LISD) sponsored a colloquium entitled, “Stability and Viability in Afghanistan: Building A Viable And Effective Afghan State,” held in Triesenberg, Liechtenstein, which brought together diplomats, government officials, academics, policy experts, and field practitioners to examine international and local best practices relevant for state and security building in Afghanistan—to be considered policy recommendations by Afghans themselves.

10. Biological Weapons Threats from the Former Soviet Union

Abstract:
Since September 11th, the American anthrax-laced letters and the war in Afghanistan have revived the interest of government officials, researchers and the general public to the state and security of former biological weapon (BW) facilities in the Former Soviet Union (FSU). In the popular press, reports of the general economic crisis and the political unrest that characterize FSU countries tend to emphasize the proliferation threat from these countries. Very little is said, however, about the nuances of this threat, its nature and degree of probability. Some reports tend to overestimate the number of employees at former BW facilities, thus inflating the risks of brain drain. While at the same time, other major sources of proliferation, such as the diversion of pathogens or the illicit transfer of specialized equipment are usually ignored. The present paper aims to characterize more precisely the threat stemming from former BW facilities in the FSU by determining what type of resources are available at former BW facilities and to what extent they are accessible to states of concern or terrorist groups. Although the existing open source information enables us to determine more clearly the categories of personnel, the type of equipment and material that pose the greatest proliferation threat, it does not measure properly the extent of the threat, i.e. an inventory of past and present facilities, expertise, equipment and material. Nevertheless, we can conclude that specialized knowledge, equipment and dangerous pathogens are available at former BW facilities in the FSU and can become accessible to state or non-state actors wishing to start or develop covert BW programs. This is particularly true in Central Asia, where economic and security factors, associated with the geographic characteristics of this region all converge to form a chain of proliferation: seekers of weapons of mass destruction (WMD) and their related technologies, potential suppliers and deliverers.
