Abstract:
What effect do a country's electoral institutions have on its economic policy? While past research has emphasized the policy consequences of majoritarian as opposed to proportional electoral formulae, this paper emphasizes a country's ballot structure and, in particular, whether or not its electoral rules allow citizens to cast intraparty candidate votes. I first develop a theoretical framework that yields a set of original predictions linking intraparty voting rules to the incidence of political corruption, the emphasis on redistributive social policy, and the overall size of the state. Empirical tests then confirm that intraparty voting rules exert a significant and reductive effect on the incidence of political corruption but that they do not undermine the production of egalitarian fiscal policy. Taken together, the paper's theoretical and empirical results should contribute to broader normative debates about the viability of decentralized and personalistic forms of democratic accountability.

Abstract:
The Iberian legacy in political thought has been mischaracterized as a source of authoritarianism, with scant attention to the theme of legitimacy. For Golden Age writers, however, care for the common good constitutes the main reference for distinguishing legitimate from tyrannical rule, although nowhere in their writings can we find a coherent and sustained discussion of this central political concept. Its description constitutes the object of this paper. The common good takes into consideration both natural sociability and freedom as its major assumptions, finding its due place in a representation of society as a hierarchical association of equally free and unique persons who cannot live well without each other, since no one has all the abilities required to preserve his life and fulfill his own nature. What is at stake, thus, is not an authoritarian legacy but a tradition that—acknowledging asymmetries, differences, and inequalities among men and a beautiful order in the universe—tries to deduce from the latter a logic for preserving human society.

43. Designing Cabinets: Presidential Politics and Cabinet Instability in Latin America

Abstract:
This paper proposes and tests a theory about the strategic use of cabinet appointments by executives in presidential systems. The theory argues that cabinet turnover plays a crucial role in bargaining between the legislature and the executive over policy. In the context of fixed terms, the power to change the cabinet allows presidents to face unexpected shocks and use cabinet rotation to adjust their governments to new political and policy environments. This resource is even more important when presidents' formal authority is weaker and when their political support and popularity decrease. I use data on cabinet changes in twelve Latin American countries between 1982 and 2003 to test the main arguments of the theory.

Abstract:
Since the 1960s, the sociology of development has drawn its explanations for the inadequate development of Latin American countries from culturalist paradigms, such as modernization theory, or macro-structural ones, like the dependency perspective. Setting such perspectives aside, this paper seeks to reinvigorate a sociological focus on development by arguing that it requires “social fundamentals”—and not only the economic and political ones that have taken center stage in recent discussions of this topic. Such social fundamentals have to do primarily with the synergies that are generated between properly designed welfare institutions and the characteristics of a nation's families.

Abstract:
In this paper I examine the little explored historical relationship between advances in “ecotechnical” knowledge of Mexico's scarce and fragile water resources and the state developmental imperatives of agrarian reform from the 1920s to the 1960s. In particular, I focus on how this relationship played out in the Comarca Lagunera of north-central Mexico, which was the emblematic region of Cardenista agrarian reform in the 1930s. Drawing on primary documentation, technical journals, newspapers, and secondary sources, I argue that the key actor in this history, hydraulic engineer-agronomist and Secretary of Agriculture Marte R.Gómez, epitomized the contradictions among advances in scientific understanding of Mexico's hydrology, agricultural development, and business. I further contend that these contradictions were at the heart of Mexican agrarian reform and its long-term ecological as well as social and economic unsustainability.

46. The Meaning of Left-Right in Latin America: A Comparative View

Abstract:
During recent years the so-called left turn across the Latin American continent has stimulated research seeking to explain this resurgence, accompanied by a lively debate about distinct variants of the left, broadly conceived as “good” and “bad,” social democratic and populist. This paper goes beyond this simplistic distinction: It explores the substantive policy content of left and right in Latin American countries using original expert survey data of policy positions of political parties and presidents in 18 countries and furthermore compares these left-right estimates with results from elite surveys. The examples discussed underscore the need to take policy positions on particular policy dimensions into account and show that caution is recommended in the use of the general left-right axis.

47. How Presidents Legislate: Agenda Control and Policy Success in Costa Rica

Presidents around the world have access to a wide range of legislative powers—veto power, decree power, and exclusive bill introduction powers, for example—that they can use to promote and defend their policy program. An important but often overlooked power is the ability to control the legislative agenda during extraordinary sessions where the president decides which bills the legislature will consider. Does agenda-control power make it easier for presidents to get their policies passed? In this paper, I examine whether the president's ability to set the legislative agenda increases the probability that his or her bills become law using the case of Costa Rica, where agenda control is one of the few legislative powers available to the president. I control for other factors that affect bill passage, including the partisan powers of the president, whether the president is a lame duck, the amount of time in the congressional session after sponsorship, the popularity of the president, and the type of bill. I examine this with data from three legislative sessions—1994–1998, 1998–2002, and 2002–2006—and find that agenda control, which increases the likelihood that they will successfully implement their policy agenda, is an important power for presidents.

48. The Vote Share of New and Young Parties

Abstract:
In this paper, we analyze the remarkable differences in the electoral success of new and young parties in fifty-eight countries in the Post World War II period. We hope to make three contributions. First, we present and test a new theoretical argument about the electoral success of new parties, or conversely about the “frozenness” of party systems, in competitive political regimes. In the short to medium term, poor performance by governing parties facilitates the electoral success of new contenders. In the long term, new parties have more opportunities for garnering votes in post-1978 democracies because of the sequencing of party building and opportunities created by modern mass media, especially television. Second, we introduce the concepts of extra-system volatility (or the vote share of new parties) and the vote share of young parties. These concepts are useful complements to the established focus on total electoral volatility. Two countries with similar levels of total volatility can have very different levels of extra-system volatility, signaling divergences in voters' willingness to flee from existing parties and different levels of dissatisfaction with the existing parties. Third, we present information on volatility, extra-system volatility, the vote share of young parties, and within-system volatility in 58 countries for an extended period of time. The historic and geographic scope of the dataset is useful for an empirical mapping and for testing our theoretical arguments about the variance in the “frozenness” of party systems or, conversely, about the electoral success of new and young parties.

49. Happy News: Censorship, Nationalism, and Language Ideology in China

Abstract:
This article examines aspects of China's language ideology regarding the exposure or concealment of negative news and the promotion of positive news, focusing especially on the 2008 riots in Tibet and the 2008 Beijing Olympic Games. Censorship may have many appearances and rationales; in this case the permission to criticize or expose depends on the speaker's identity and the anticipated consequences of the revelation. Strong preference, supported by nationalistic identification and policy, favors the promulgation of “happy news” and seeks to suppress and repress any contrary messages. The intersection of nationalism and a concern for a unified, uplifting message result in what is arguably some of the world's most intense censorship.

50. Exit During Crisis: How Openness, Migration, and Economic Crisis Affect Democratization

Abstract:
Does economic crisis lead to authoritarian regime breakdown and democratization? In this paper, I argue that the availability of exit options for citizens conditions the relationship between economic crisis and democratization. Where citizens have more viable exit alternatives, economic crisis causes citizens to exit rather than protest, making democratization less likely. I measure exit options in three ways: a geographic instrument for bilateral trade; neighboring country GDP per capita; and past net migration. I use time series, cross - section data on up to 122 authoritarian regimes in 114 countries from 1946 – 2002 to test this argument and find evidence consistent with the hypothesis that more attractive exit options insulate dictators from the liberalizing effects of economic crisis.
