21. El Grito: Four Years of Female Clandestine Journalism Against the Military Dictatorship in Panama (1968–1972)

Abstract:
Most countries of Latin America lived through long dictatorships before transitioning to democracy in the late twentieth century. Who keeps the spirit of resistance alive during bleak periods of intense repression? Who reaffirms the principles of democracy when they are violated with impunity? In Panama, a clandestine weekly titled El Grito (The Cry), published during the first four years of the military dictatorship installed in 1968, became a reliable source of information, a vehicle of protest, and a mouthpiece of democratic education. Never divining that those responsible for the clandestine publication were women, the military regime was unable to stop it. Uncovering unknown details of the weekly, this paper retrieves the effort made by a small group of middle-class women who did not identify with any political party and had no financial support other than their own limited resources. We suggest that attention be paid to the actors—often from relegated social groups—who keep the spirit of protest alive in countries during long periods of political repression. We show that, contrary to general expectations, those occupying subordinate positions in society may have an advantage in carrying out resistance activities against authoritarian regimes.

Abstract:
In this paper I examine the little explored historical relationship between advances in “ecotechnical” knowledge of Mexico's scarce and fragile water resources and the state developmental imperatives of agrarian reform from the 1920s to the 1960s. In particular, I focus on how this relationship played out in the Comarca Lagunera of north-central Mexico, which was the emblematic region of Cardenista agrarian reform in the 1930s. Drawing on primary documentation, technical journals, newspapers, and secondary sources, I argue that the key actor in this history, hydraulic engineer-agronomist and Secretary of Agriculture Marte R. Gómez, epitomized the contradictions among advances in scientific understanding of Mexico's hydrology, agricultural development, and business. I further contend that these contradictions were at the heart of Mexican agrarian reform and its long-term ecological as well as social and economic unsustainability.

Abstract:
This paper examines how civically engaged youth in three different cities and countries in the Americas became engaged in civic activity. The usual concern about youth is their lack of involvement. However, the authors have learned from their work in Rio de Janeiro, Chicago, and Mexico City that there are youth in each of these cities who care deeply about their communities and are active in diverse organizations and projects. This paper is part of a broader study that examines youth who are significantly engaged in civic activity. In this paper, the authors will focus particularly on the youths' initial process of engagement and what motivated them to get involved.

This paper examines four related aspects of the recall of elected officials as defined and used in Venezuela: 1) The context in which the recall emerged; 2) the activation of the presidential recall throughout 2003 and 2004, which concluded with the recall referendum of August 15, 2004; 3) the legal and substantive aspects of the recall; 4) the assessment of the use of the recall. The purpose of the paper is to evaluate the advantages and disadvantages of this instrument of direct democracy from the Venezuelan experience.

Abstract:
This paper analyzes autonomy regimes in Latin America, or rather the lack thereof. Autonomy is primarily conceived as a means of enabling minority groups that are spatially concentrated to gain control over their local affairs. Autonomy has been relative absent from the models of multiculturalism adopted in Latin America at the end of the twentieth century. Nicaragua is one of the few countries in the region (as well as one of the first) where territorial political autonomy for regions inhabited by Afro-descendant and indigenous groups were adopted by the national state and enshrined at the level of constitutional law. One of the most distinctive (and contested) elements of the model of regional autonomy adopted in Nicaragua is its multiethnic character. This paper explores the future of autonomy in Nicaragua, mainly in terms of the question of whether multiethnic regional models of autonomy can best accomplish the goals of promoting solidarity between groups, enabling the preservation of minority cultures, and making possible meaningful political self-government when multiple subordinated groups are present in the same geographic space. Alternatively, are these aims better achieved through the creation of separate national homelands for each ethnic/racial group? Is a model of overlapping, multiple autonomies a better option? These are key questions regarding the future of autonomy that indigenous and Afro-descendant groups are currently confronting in Nicaragua. The central focus of the paper is thus to consider how Nicaragua's experiences with autonomy complicate the assumptions and prescriptions about the institutional design of autonomy for minority cultural groups in theories of multiculturalism.

26. The High and the Low in Politics: A Two-Dimensional Political Space for Comparative Analysis and Electoral Studies

Abstract:
This paper introduces an indispensable dimension for the spatial and comparative analysis of party systems, cleavages, and the conduct of political campaigns. It presents the concepts of “high” and “low” in politics and the high-low dimension, which concerns ways of appealing (and thus relating) to people in sociologically differentiated ways. Politicians on the high are “well behaved,” more restrained, and proper, both in manners and institutional procedures. Politicians on the low sublimate less and are more down-to-earth, coarser, earthier, and personalistic, both in manners and institutionally. The high-low dimension is fully neutral, or orthogonal, with regard to the left-right axis, in contrast to Kitschelt's authoritarian/libertarian divide or Inglehart's materialist/post-materialist political cleavage. The paper also provides a solid conceptual discussion of the classic and almost universal polarity between left and right, which (like the high-low axis) is in fact comprised of two subdimensions.

Abstract:
The present paper addresses several issues raised by the evolution of the electoral institutions and practices developed in nineteenth-century Argentina, and the role they played in the country's further political development. On the basis of the pioneering works of a new political history, two features of that historical process are considered in particular: first, an early consolidation of democratic principles born out of a widely shared perception of egalitarian social conditions prevalent in the River Plate provinces; second, the development of political and electoral practices that over time were to militate against the establishment of “classical” institutions of political representation. Many of the features of nineteenth-century Argentine electoral life, which would shape a particular democratic culture in the twentieth century, are thus seen as the result of a particular historical combination of early egalitarian politics with weak institutions rather than as a reflection of a strategy of exclusion and control by ruling elites or some vague “antidemocratic” cultural legacy.

28. Institutionalizing Inequality: The Political Origins of Labor Codes in Latin America

Abstract:
When do labor laws protect workers from workplace risks, and when do they serve to institute or insulate the privilege of particular political and economic actors? This paper argues that Latin American labor laws are highly politicized, and have been since their early origins. In the early decades of the twentieth century, the first labor codes were formulated to favor skilled, unionized labor in key economic sectors controlled by business and governmental elites. Non-skilled labor outside of these sectors was largely locked out of the benefits of legislation. Recent efforts at market-oriented reforms, rather than creating a common (albeit weakened) norm for all workers, have only strengthened the privileges given to formal-sector, unionized workers, and widened the gap between these sectors and the unskilled workers in the informal sector. In this paper, I develop a theory of the political dynamics of labor code origins, emphasizing the explanatory role of skilled labor profiles, geographic isolation, and union organization, as well as the concentration of capital and nascent state power in the hands of a limited group of elites. I then illustrate the principal claims of the theory through a historical examination of three cases of labor law formulation: Argentina, Chile, and Peru.

This paper provides an empirical examination of the effects of religiosity and of religious identities on a broad range of attitudes in seven Latin American countries. It is based on ECosociAl, a new national survey of large urban areas. The topics covered in the paper include the extent to which these religious variables affect levels of civic participation, the propensity to vote in elections, self-placement on the left-to-right ideological scale, levels of happiness, confidence in institutions and in other people, and the degrees of tolerance or acceptance of people of different beliefs, personal attributes, or social condition.

30. Argentina's Double Political Spectrum: Party System, Political Identities, and Strategies, 1944–2007

Abstract:
The paper demonstrates that the Argentine political arena or “party system” is, has been, and continues to be structured as a two-dimensional space, and more precisely, at least from 1945 to 2002, as a double political spectrum. This structure for party or leaders' competition has resisted and outlasted many regime changes, economic calamities, and institutionally short-lived political actors. In fact, positions in the two-dimensional Argentine political space are far more stable than the partisan institutions themselves; a position abandoned within it leads to the creation of a new partisan actor to fill it. The dimension orthogonal to the left-right axis, itself very present in Argentina, is clearly rooted in the social, political, political-cultural, and sociocultural cleavage between Peronism and the forces opposed to it, or “anti-Peronism.” Both Peronism and anti-Peronism, moreover, fully range from left to right, thus creating a double political spectrum in Argentina. This main cleavage, in addition, has been notoriously difficult to characterize ideologically and politically, also complicating the comparative analysis of party systems. A key goal of this paper is to show that it is best understood—in a more general way—as being a conflict and contrast between the “high” and the “low” (Ostiguy 2009) in politics.
