Abstract:
Here are three very different books about China's rise and its relations with the world. The first two tend to give the shivers while the third, much more nuanced and balanced, is somewhat reassuring – up to a point. However, the three authors highlight the challenges that China's apparently irresistible re-emergence represent for the world. They also all share a focus on, if not an obsession with the United States which, in spite of its supposed decline, clearly remains in their eyes the ultimate benchmark of leadership and success, neglecting to various degrees other and less classical forces structuring and constraining China's rise, such as the European Union, globalisation, multipolarity and the social media.

32. Palestinian-Israeli Negotiations: An Objective in Themselves

Despite the efforts put into negotiations, they have created a self-perpetuating cycle of disappointment, frustration and empty dialogue. With contradictory Palestinian and Israeli agendas - Palestinians negotiating for an independent state, an end to occupation, etc., and Israel negotiating primarily over security concerns - one must question the reason behind prolonged negotiations. Is US mediation, accused by many of extreme bias towards Israel, to blame? Or are negotiations an Israeli objective to execute a particular political agenda? In spite of the international community's recognition of establishing an independent Palestinian state, the current reality on the ground undermines any creation of one. This reality was allowed only by the strategic prolonging of negotiations. A particular focus on the proceedings following the Oslo Accords explains how Palestinian-Israeli negotiations have been used to pursue a particular objective.

33. A Package Not Delivered: US Incentives and Israel's Settlement Freeze

Abstract:
Incentives are capable of creating favourable environments in which peace processes can make progress. This is especially true for mega incentives, which can assist in overcoming political and socio-psychological barriers to peace. In Israeli-Arab peacemaking, incentives have not yet proven efficient. To date, they have been used in a limited and inefficient manner. In 2010, the US offered Israel incentives in return for an extension of Israel's settlement freeze. This move failed due to unfavourable political conditions and scepticism regarding its ability to bring about a major breakthrough. Nevertheless, it signaled that incentives are now an integral tool in US diplomacy and could serve as a step towards crafting a multi-national mega incentive package for Middle East peace.

Abstract:
The EU and the US, mainly through NATO, have been successful in securing peace and prosperity in Europe during the Cold War and in promoting peace beyond Europe after 1990. With the emergence of new powers and the rise of multipolarity, however, it is no longer apparent that transatlantic relations are indispensable and ways must be found to make sure that the relationship remains relevant. The EU and the US currently relate poorly to each other and as a result do not obtain the best possible outcome from their combined resources. Two elements are key to improving transatlantic relations: an inclusive policy towards Turkey (in the strategic interests of both the EU and the US) and more permanent and workable structures suited to the realities of the 21st century.

36. The September UN Vote on Palestine: Will the EU Be Up to the Challenge?

Frustrated by years of inconclusive peace talks, the Palestinians are turning to the United Nations to gain recognition as an independent state. Their bid is opposed by Israel and the United States, with the latter threatening to block any bid for full UN membership in the UN Security Council. To bypass the US veto, the Palestinians plan to request recognition to the UN General Assembly, where they are sure to get the two-third majority of votes needed for the approval of the resolution. While legally non-binding, a favourable vote in the UNGA would be a political boost for the Palestinians' cause - or so they hope. Full EU backing would give critical political weight to the Palestinians' claim. EU states are deeply divided on the issue of Palestinian membership of the UN but instead of opposing the initiative altogether, the EU has been engaging the Palestinian leadership in the hope of modifying its stance. Should the EU fail to persuade the PA to give up on its request for full UN membership, it should abstain in bloc while tabling a concurring resolution that would spell out clearly the parameters for renewed peace talks.

37. The European Union Training Mission in Somalia: Lessons Learnt for EU Security Sector Reform

Abstract:
The European Union's mission to contribute to the training of the Somali Security Forces is the first military training mission launched by the EU. Deployed in April 2010, EUTM is nearing the end of its mandate: the training of the recruits will be completed by mid-July 2011. The mission was carried out in close coordination with the US, the African Union and the Ugandan army, and contributed to the EU's visibility in East Africa. However, given the overall feebleness of Somalia's Transitional Federal Government (TFG) and its inability to implement reform, the political effectiveness of the mission is doubtful. In the current context, EUTM should not be extended beyond its original mandate. The EU and other donors should instead support more functional local administrations and make future assistance to the TFG contingent upon tangible progress towards completing transitional tasks, a normalization of political life, and restoring the provision of public services.

38. Afghanistan in Transition: The Security Context Post-Bin Laden

Abstract:
In 2011 NATO initiated the Inteqal process, i.e. the "transition" of security responsibilities from ISAF to the Afghan state and its security forces. The main pillars of this process are the build up of the Afghan Army and Police and the improvement of Afghanistan's governance system at both national and local level. Progress has been made in this respect, although challenges remain. NATO aims to complete the transition by 2014, while reducing its military presence in the country, but a substantial Allied footprint is likely to remain in Afghanistan beyond that date. The death of Bin Laden has brought about little changes to the situation on the ground, while it may have a significant impact on the US's attitude towards peace talks with the Taliban and thus influence the transition timeline and nature.

39. Opting for Second Best in Libya?

Abstract:
The looming stalemate in the Libyan conflict is likely to lead to more civilian casualties, a de facto separation of Libya, the under-use of the country's energy resources, and an increase in illegal activities due to the legal and governance vacuum in the country. In addition, it risks denting NATO's credibility as a security provider. To break the stalemate, the coalition is leaning towards intensifying military operations and/or arming the rebels. Both imply a number of risks and political costs. A way to contain such risks and costs would be for NATO and its partners to re-calibrate the mission so that, alongside military action, the mission would foresee also a national reconciliation process, mediated by an international team. Linking military operations to a credible plan for Libya's political future would improve the odds for Gheddafi's regime to collapse.

Abstract:
The Obama administration is attempting to 'lead from behind' in Libya, causing much concern among its allies and derision among its adversaries. Nevertheless this strategy represents an appropriate response both to the specific situation in Libya and to the wider constraints on American global leadership. With the shift in global resources from North to South and West to East, collective action has become more difficult to organise and global institutions have become harder to reinforce. Meanwhile governments in the United States and elsewhere must wrestle to bring their fiscal accounts back under control. A cooperative approach is the only answer. The difficulty for the Obama administration is that by emphasizing cooperation they make the success of their Libya intervention depend upon the actions of the other countries involved. Should France and Great Britain fail in Libya, President Obama's new conception of American global leadership will falter as well.
