91. Palestinians, Israel and the Quartet: Pulling Back from the Brink?

Abstract:
Throughout years of uprising and Israeli military actions, siege of West Bank cities and President Arafat's de facto house arrest, it was hard to imagine the situation getting worse for Palestinians. It has. On all fronts – Palestinian/Palestinian, Palestinian/Israeli and Palestinian/ international – prevailing dynamics are leading to a dangerous breakdown. Subjected to the cumulative effects of a military occupation in its 40th year and now what is effectively an international sanctions regime, the Hamas-led Palestinian Authority (PA) government cannot pay salaries or deliver basic services. Diplomacy is frozen, with scant prospect of thaw – and none at all of breakthrough. And Hamas's electoral victory and the reactions it provoked among Fatah loyalists have intensified chaos and brought the nation near civil war. There is an urgent need for all relevant players to pragmatically reassess their positions, with the immediate objectives of: avoiding inter-Palestinian violence and the PA's collapse; encouraging Hamas to adopt more pragmatic policies rather than merely punishing it for not doing so; achieving a mutual and sustained Israeli-Palestinian ceasefire to prevent a resumption of full-scale hostilities; and preventing activity that jeopardises the possibility of a two-state solution.

Le 3 août 2005, une junte menée par Ely Ould Mohamed Vall, Directeur Général de la Sûreté Nationale, et Mohamed Ould Abdel Aziz, Commandant du Bataillon de la Sécurité Présidentielle, s'est emparé du pouvoir en République Islamique de Mauritanie. Ce coup d'État, qui répond à l'impopularité croissante et au manque de légitimité du régime déchu, représente une rupture avec le passé mais comporte également d'importants signes de continuité de méthode et de personnalités. Les nouveaux dirigeants devront démontrer que les changements l'emportent sur le statu quo et qu'ils respectent l'état de droit. La communauté internationale, qui a rapidement accepté le gouvernement après des objections de pure forme concernant la manière dont le changement avait eu lieu, devra les pousser à tenir leurs engagements, en particulier sur la question et le calendrier de la transition démocratique.

93. The Next Iraqi War? Sectarianism and Civil Conflict

Abstract:
The bomb attack on a sacred Shiite shrine in Samarra on 22 February 2006 and subsequent reprisals against Sunni mosques and killings of Sunni Arabs is only the latest and bloodiest indication that Iraq is teetering on the threshold of wholesale disaster. Over the past year, social and political tensions evident since the removal of the Baathist regime have turned into deep rifts. Iraq's mosaic of communities has begun to fragment along ethnic, confessional and tribal lines, bringing in stability and violence to many areas, especially those with mixed populations. The most urgent of these incipient conflicts is a Sunni-Shiite schism that threatens to tear the country apart. Its most visible manifestation is a dirty war being fought between a small group of insurgents bent on fomenting sectarian strife by killing Shiites and certain government commando units carrying out reprisals against the Sunni Arab community in whose midst the insurgency continues to thrive. Iraqi political actors and the international community must act urgently to prevent a low-intensity conflict from escalating into an all-out civil war that could lead to Iraq's disintegration and destabilise the entire region.

94. Lebanon at a Tripwire

Abstract:
Lebanon has badly lost its balance and is at risk of new collapse, moving ever closer to explosive Sunni-Shiite polarisation with a divided, debilitated Christian community in between. The fragile political and sectarian equilibrium established since the end of its bloody civil war in 1990 was never a panacea and came at heavy cost. It depended on Western and Israeli acquiescence in Syria's tutelage and a domestic system that hindered urgently needed internal reforms, and change was long overdue. But the upsetting of the old equilibrium, due in no small part to a tug-of-war by outsiders over its future, has been chaotic and deeply divisive, pitting one half of the country against the other. Both Lebanon's own politicians and outside players need to recognise the enormous risks of a zero-sum struggle and seek compromises before it is too late.

95. Israel/Palestine/Lebanon: Climbing Out of the Abyss

The Middle East is immersed in its worst crisis in years following the capture of three Israeli soldiers by the Palestinian Islamic Resistance Movement (Hamas) and Lebanese Party of God (Hizbollah) in late June 2006 and early July, Israel's comprehensive offensive throughout the Gaza Strip and Lebanon, and the daily firing of rockets deep into Israel. And horrific as it is, the current toll of death and destruction could reach entirely different proportions should a new threshold be crossed – a Hizbollah rocket that strikes a chemical plant or a heavily populated area in Tel Aviv or Haifa, an Israeli bombing raid resulting in massive casualties, a major ground offensive, or the expansion of the war to Syria or Iran. A political solution to the twin crises of Lebanon and Palestine must be the international community's urgent priority. Waiting and hoping for military action to achieve its purported goals will have not only devastating humanitarian consequences: it will make it much harder to pick up the political pieces when the guns fall silent.

96. Iraq and the Kurds: The Brewing Battle over Kirkuk?

As all eyes are turned toward efforts to stabilise Iraq, the conflict that has been percolating in Kirkuk remains dangerous and dangerously neglected. That struggle is equal parts street brawl over oil riches, ethnic competition over identity between Kurdish, Turkoman, Arab and Assyrian-Chaldean communities, and titanic clash between two nations, Arab and Kurd. Given the high stakes, the international community cannot afford to stand by, allowing the situation to slip into chaos by default. It needs to step in and propose a solution that addresses all sides' core concerns without crossing their existential red lines. The most viable negotiated outcome, which a special UN envoy should mediate between leaders of Kirkuk's communities as well as representatives of the federal government and the Kurdish federal region, would rest on the following provisions: Postponing the constitutionally-mandated referendum on Kirkuk's status which, in today's environment, would only exacerbate tensions; Designating Kirkuk governorate as a stand-alone federal region falling neither under the Kurdish federal region nor directly under the federal government for an interim period; Equitable power-sharing arrangements between Kirkuk's four principal communities; and continued reversal of past abuses, including managed return of those who were forcibly displaced by previous regimes; facilities and compensation for those brought by previous regimes (including their offspring) who agree to leave voluntarily; resolution of property disputes via the established mechanism; and a process by which former Kirkuk districts can either be restored to Kirkuk governorate or remain where they are.

97. Iraq's Muqtada Al-Sadr: Spoiler or Stabiliser?

With stepped-up U.S.-led raids against Muqtada al-Sadr's militia, Jaysh al-Mahdi, and media allegations of the militia's responsibility for widespread and particularly horrendous sectarian killings in Baghdad on 9 July, the Shiite leader and his movement have become more central than ever. The war in Iraq radically reshuffled the country's political deck, bringing to the fore new actors and social forces, none more surprising and enigmatic, and few as critical to Iraq's stability, as Muqtada al-Sadr and the Sadrist movement he embodies. Largely unknown prior to the fall of Saddam Hussein's regime and bereft of resources Shiites typically must possess to assert their authority, Muqtada al-Sadr at first was dismissed as a marginal rabble-rouser, excluded from the political process and, after he flexed his muscles, decreed wanted “dead or alive” by the U.S.-led coalition. Learning the hard way, the U.S. and its allies have had to recognise the reality of the Sadrists' strength.

98. The Shiite Question in Saudi Arabia

Abstract:
From Saudi Arabia's establishment in 1932, its minority Shiite population has been subject to discrimination and sectarian incitement. Beginning in the early 1990s, with then Crown Prince Abdullah's active support, the government took steps to improve inter-sectarian relations. But the measures were modest, and tensions are rising. The war in Iraq has had a notable effect, strengthening Shiite aspirations and Sunni suspicions and generally deepening confessional divisions throughout the region. King Abdullah needs to act resolutely to improve the lot of the two-million strong Shiite community and rein in domestic expressions of anti-Shiite hostility.

99. Iran: What Does Ahmadi-Nejad's Victory Mean?

Abstract:
The surprise election of Mahmoud Ahmadi-Nejad, who is being sworn in as president this week, has given rise to dire predictions about Iran's domestic and foreign policies and relations with the U.S. and the European Union. There are reasons for concern. Based on his rhetoric, past performance, and the company he keeps, Ahmadi-Nejad appears a throwback to the revolution's early days: more ideological, less pragmatic, and anti- American. But for the West, and the U.S. in particular, to reach and act upon hasty conclusions would be wrong. Iran is governed by complex institutions and competing power centres that inherently favour continuity over change. More importantly , none of the fundamentals has changed: the regime is not about to collapse; it holds pivotal cards on Iraq and nuclear proliferation; and any chance of modifying its behaviour will come, if at all, through serious, coordinated EU and U.S. efforts to engage it.

100. The Jerusalem Powder Keg

Abstract:
While the world focuses on Gaza, the future of Israeli-Palestinian relations in fact may be playing itself out away from the spotlight, in Jerusalem. With recent steps, Israel is attempting to solidify its hold over a wide area in and around the city, creating a far broader Jerusalem. If the international community and specifically the U.S. are serious about preserving and promoting a viable two-state solution, they need to speak far more clearly and insistently to halt actions that directly and immediately jeopardise that goal. And if that solution is ever to be reached, they will need to be clear that changes that have occurred since Israelis and Palestinians last sat down to negotiate in 2000-2001 will have to be reversed.
