Abstract:
For a country ever on the brink of mass starvation, the DPRK in 2008 appears to have inched yet closer to an economic abyss that may generate famine and starvation not seen since the mid-1990s. This comes at a time when the Six Party Talks have reached what could be a turning point. In the talks, North Korea's decrepit economy serves as a primary source of leverage that parties in the talks are wielding to move decision making forward. “Great Leader” Kim Jong-il, who ever portrays himself as invincible, may find that the economy is his Achilles heel.

The Republic of Korea (ROK) requires a new strategic vision and a workable new strategy befitting a changing security environment and changing national interests. Having been preoccupied with an engagement policy toward Pyongyang, South Korea seems to be lacking a long-term strategic vision beyond the peninsula. In other words, its national strategy is not well defined. Moreover, the South Korean people are sharply divided over their country's security and foreign policies.

The Kim Jong-Il Government's policy toward South Korea is an extension not only of North-South Korea relations, especially since the historic June 2000 North-South summit meeting in Pyongyang, but also of the DPRK domestic politics of the Kim regime survival strategy. How are the domestic policy agenda of “Building the Kangsong Taeguk (Strong and Prosperous Great Power) and “the Military-First Politics,” for instance, related to the Kim Government policy and strategy toward the South? What are the implications for Pyongyang's strategy of balancing against major powers' competing interests and driving a wedge between Seoul and its allies in Tokyo and Washington?

Abstract:
As of this writing in July 2006, North Korea is into the eight month of its second boycott of the Six Party nuclear talks. The first boycott lasted a year, from August 2004 to July 2005. In short, in the last 24 months of nuclear negotiations, North Korea has boycotted the negotiations for 19 of the 24 months. North Korea's missile tests in July 2006, added a new element to Pyongyang refusal to agree to new Six Party meetings. All the other governments in the talks profess a continued commitment to the negotiations. A realistic question, however, is whether this collective commitment is based on genuine expectations of substantial progress, or is it about maintaining a process, however unproductive, out of fear of unknown consequences if the talks collapse. The question is legitimate, given that the fact that most of the last two years, the diplomacy of these governments have descended to trying to influence the lowest level of North Korean diplomatic behavior: whether or not North Korea will “show up” for a meeting.

There has been much talk lately about the changing role of China on the Korean peninsula. China's proactive diplomacy during the second standoff over nuclear weapons between the United States and the Democratic People's Republic of Korea (DPRK) stands in marked contrast to the risk-averse “who me?” posture it held during the conflict of the early 1990s that culminated in the U.S.-DPRK Agreed Framework on October 21, 1994. In that earlier conflict, the Chinese opted to sit on the sidelines with the familiar refrain that this was a dispute to be resolved bilaterally between Washington and Pyongyang. In the latest (second) nuclear standoff, China has played the primary catalytic role of facilitating bi-trilateral (DPRK-U.S.-China) and multilateral six-nation dialogues among all the Northeast Asian concerned states, drawing North Korea into a sui generis regional multilateral setting that it had previously sworn off in a quest for bilateral negotiations with the United States. In this process, the People's Republic of China (PRC) and the Republic of Korea (ROK) have increasingly come into virtual geopolitical alignment, in tandem with the straining and fracturing of the ROK-US alliance.

The security dynamics on the Korean peninsula are changing with the uncertain future associated with the North Korean claim that it now has nuclear weapons and an active program of building a "powerful deterrence force". This dramatic reversal of Pyongyang's nuclear stance, which is more than rhetorical but action-driven, followed its announced withdrawal from the Nuclear Nonproliferation Treaty early in 2003 and its nullification of the 1992 North-South Korean non-nuclear agreement.

In July of 2000, Russian Federation (RF) President Vladimir Putin spent two days in Pyongyang, North Korea, the first Russian (or Soviet) head of state ever to visit that country. Newly elected President in his own right in March 2000, Putin wasted no time promoting his East Asia foreign policy agenda, including presidential visits to South Korea, China, and elsewhere in the region within the past year.
