1. COVID‐19 Effects on US Higher Education Campuses: Academic Student Mobility to and from China

Abstract:
The Institute of International Education (IIE) is studying the effects of COVID‐19 (coronavirus) on global student mobility on U.S. higher education campuses. Our aim in this series is to provide more information about the effects that COVID‐19 has had on international student mobility, and the measures U.S. higher education institutions are taking regarding international students currently on campus and those abroad, international students interested in studying in the United States, and U.S. students planning to study abroad. The first survey was launched on Feb. 13, 2020, and specifically focuses on the effects of COVID‐19 with regard to academic student mobility to and from China. As the COVID‐19 outbreak evolves, IIE will administer follow‐on surveys to the U.S. higher education community to monitor the unfolding situation and to keep the international education community informed.

2. Global Knowledge and Talent Flows : An Imbalanced Equation?

Abstract:
The global movement of postsecondary students is a remarkably unidirectional phenomenon: students from the developing world, or Global South, take their knowledge and talents to the developed world, or the Global North. This is particularly true for countries such as India and China. Framed by the broader issues of access and equity within postsecondary education and released on the occasion of the fourth IC3 Conference in Mumbai, India, on August 28, 2019, the current report raises the following questions: Are the current global flows of students advantaging wealthier nations over developing ones? Are students from the developing world returning at higher rates to their countries of origin? How do we ensure that the mobility of students and talent is based on principles of access, equity and inclusiveness, both at the individual student level and at a national level? While it is not the goal of this report to suggest that the north-to-south flow of students should be reversed or that countries in the Global South would even have the capacity to host large volumes of international students, the report does argue that when it comes to international student recruitment policies, host countries in the Global North need to consider how to balance their own needs to fill critical knowledge and skill gaps by attracting global talent with the needs of developing countries to retain their valuable human capital. Thus, the report proposes solutions for programmatic and national-level initiatives to create a balance between the home and host countries of globally mobile students. Abstract:
The 100,000 Strong Initiative, announced in November 2009 by President Obama, aims to increase to 100,000 the cumulative number of Americans studying in China over a four - year period. While the number of American students studying abroad for credit in Chin a has increased nearly fivefold in the last decade, the types of educational experiences undertaken by American students going abroad have changed as well. More than ever before, American students are going abroad on shorter, not - for - credit programs such a s study tours, internships, and volunteering abroad. The 100,000 Strong Initiative encourages all types of educational experiences for students in U.S. high schools, colleges, and universities.

5. Valuing Study Abroad: The Global Mandate for Higher Education

Abstract:
Scott Freidheim spoke at the British Academy's International Conference in London in March 2012, presenting U.S. perspectives on study abroad as part of an international panel. At the conference, the British Academy and the University Council of Modern Languages (UCML) released a joint position statement, Valuing the Year Abroad, that advocated support for funding a third year abroad for British undergraduate students and that drew on case studies from a survey they conducted among study abroad alumni. With representatives from the United States, China, and Germany, the international panel was invited to discuss British government and higher education policy on study abroad, and other countries' policies and best practices in study abroad.

6. Attitudes and Perceptions of Prospective International Students from Vietnam

Abstract:
Vietnam is currently the fastest-growing market of international students coming to U.S. colleges and universities to study. Over the past decade, the number of Vietnamese students in U.S. higher education has increased more than sixfold, from just over 1,200 students in 1997/98 to almost 13,000 in 2008/09 (fig. 1). A large part of this increase has occurred in the past three years, with fall 2008 showing an increase of 45 percent, following increases of 45 percent and 31 percent the previous two years. These continuous, large increases have placed Vietnam among the top ten places of origin of international students in the U.S., moving from 20 th place in 2006/07 to 13 th place in 2007/08 to 9th place in 2008/09. At community colleges, Vietnam is now the third most popular place of origin, after South Korea and Japan, and ahead of China and Mexico.

Abstract:
India is currently the top place of origin international students studying at U.S. colleges and universities. Over the past decade, the number of Indian students in the U.S. has increased more than 175 percent, from just under 37,500 students in 1998/99 to over 103,000 in 2008/09. India has, in fact, been the leading place of origin since 2001/02, when it surpassed China. Since 2007/08, students from India have comprised over 15% of all international students in the United States.

Abstract:
Few countries have seen such rapid economic and educational change in so short a time period as China. Since 1978, when Deng Xiaoping began to send students and scholars to study abroad in large numbers as part of his broad modernization efforts, some 800,000 Chinese students and scholars have studied outside their home country. These numbers make China the overall largest supplier of international students to countries around the world over the past decade. The liberalization of the education sector, which accompanied China's entry into the World Trade Organization in 2001, has also permitted more students from outside China to enter the Chinese educational system. The number of Americans studying abroad in China increased by over 500% in the past ten years, making China one of the top 10 study abroad destination countries for U.S. students, and one of the top 10 host countries for all internationally mobile students.

10. Exploring Host Country Capacity for Increasing U.S. Study Abroad

Abstract:
According to the Institute of International Education's most recent data, over 223,000 U.S. students annually study abroad for academic credit, and there are widespread calls to double, triple or even quadruple that number in the coming decade, sending students to more diverse destinations around the globe. Where would another 300,000-700,000 Americans go to study abroad? Which university systems, especially in the non-traditional destinations, have the capacity to absorb large increases when countries like India, China, Egypt, Turkey and Brazil are struggling to accommodate the demand for higher education by their own citizens? To begin addressing these important questions, the Institute of International Education launched Meeting America's Global Education Challenge, a focused policy research initiative which explores from multiple perspectives the challenge of substantially expanding the numbers and destinations of U.S. students studying overseas. In May 2007, IIE published its first White Paper in this series, Current Trends in U.S. Study Abroad the Impact of Strategic Diversity Initiatives.
