41. Openness and Closedness of the Political Systems That Caused the Arab Spring

Abstract:
Most of the analysis of the Arab spring revolved around the immediate causes of the events and the role of social media in spreading the protests, in countries that succeeded in toppling their regimes. For this reason, this study adopts a different approach to tackle the long-term development of the Political opportunity structures that set the grounds for the emergence of these movements. To avoid the bias of focusing only on movements that succeeded, the paper compares the conditions of the emergence of the Egyptian movement that toppled the Mubarak regime in eighteen days, to the Moroccan movement that faded after a year of weekly protests. Instead of discussing the immediate context in which the movements appeared, or the course of events that the movements followed, the paper adopts a historical approach to review the pre-colonial, colonial and post-colonial historical, economic and political developments that created different structures of opportunity and threat in each of the two countries.

Abstract:
This article aims to examine the ethnic minorities’ state of affairs in light of the constitutional reforms in Armenia since President Serzh Sargsyan decided to open the consultations with the parliamentary factions in November 2005. Policy-makers and representatives on behalf of ethnic minority groups have been taking relevantly place at the recent wave of democratic protests throughout the process of constitutional reforms in order to entrench a more stable multiparty system, an independent judiciary, new balances between State and civic society. Hence, what is the reason to endorse those tiny ethnic groups such as wealth of minority rights and political recognition? Why have ethnic Armenian minority groups not had objections or particular regrets in the constitutional reform processes? In turn, may this high level of internal recognition of ethnic minority groups foster assistance to Armenian minorities and protect Armenian heritage into the de facto entities of the South Caucasus?

Abstract:
The myth that the Ohrid Framework Agreement (OFA) can be the ‘cure’ for fragile heterogeneous societies has been debunked shortly before its 10th anniversary. The general research question of this article is how political parties in Macedonia assess the role of the OFA in building functioning multiethnic society, while the specific puzzle is what accounts for the radicalism of the nationalistic rhetoric of the political parties in Macedonia? We argue that the assessment of the success of the OFA implementation would depend on the parties’ position of power and the type of ethnic community (the majority, majority-minority or non-majority minority). We find the bad economic situation and the exclusion from the government to be the most perceived radicalizers of nationalistic party rhetoric in Macedonia. This case study uses qualitative analyses of thirty semi-structured interviews with high representatives of the 26 most important political parties in Macedonia.

Abstract:
The main objective of this article is to present the way attitudes towards Albanian people and the perception of them has changed in Greece. The Albanians came to Greece following the collapse of the Communist bloc at the beginning of the 1990s. Within the time it transpired that it was mass immigration of approximately 500,000 people. Greece was not prepared for such an enormous influx of foreigners and failed to initiate an effective migration policy. The initial reactions of the Greek politicians, media, and society were negative. Social feelings, however, began to turn in the first decade of the XX century. Albanians ceased to be stigmatized as a threat and started to be perceived in a positive way through the prism of the demands of the Greek economy. The economic and migration crisis, however, lead to the reappearance of a xenophobic mood among the Greeks.

Abstract:
The manuscript analyzes the current refugee’s crisis in Europe and the situation of the Syrian refugees in Syria’s neighboring countries such as Jordan, Lebanon and Turkey. The presented comparative analysis between the first instance decisions in asylum policies of several European countries is accompanied by additional statistics of the refugee’s influx. Several suggestions related to the necessary measures to be taken in short and long term in order to ensure more sustainable migration patterns are discussed in detail.

Abstract:
The movement has been part of human history; it is and has been integrated inside every human, becoming active as a result of various factors which at a moment are more or less dominant in one’s life. It is like a code written down in everyone’s DNA, making humans unable or better said “hungry” to be free and always look for better. Starting in March 2010, the Arab Spring opened a door for the biggest migration flow in modern history. Such as conflicts were crossing borders from one state to another in the fight for democracy and freedom from regimes, as domino effect migration did the same. Numbers increased every day and during 2015, in time of the Syrian crisis, we were witnessing a major migration flow to Europe since the European colonization and the Transatlantic Slave Trade. Mentioning the theory of push and pull factors as a starting point, although it has been used to explain the everyday movement of people, victims of human trafficking, towards rich countries which at the end become their countries of destination in the labyrinth of exploitation, lured by stories of well-paid jobs and good life, it can also be discussed in the context of migration movements during the 2015 and the beginning of 2016.

Abstract:
Discrimination against women based on the fact that they are women is a deeply rooted practice in all societies. However, the level of discrimination varies greatly with the level of development of the given society and strongly influences and vice versa it is influenced by the status of women in a given society. Addressing this gender-based discrimination is a difficult task because it is closely linked to the concept of equality, and the state's action and inactions. The article establishes that the state parties' obligation is to ensure that there is no direct or indirect discrimination against women in their laws, sanctions, and other remedies, and those women are protected against discrimination in the public, as well as, in the private spheres.

Abstract:
Public diplomacy is an effective, steadily evolving foreign policy tool used all over the world. In the context of current global trends promoting one's own values and the way of thinking as an objective of public diplomacy is of special interest. Democracy and human rights are among the main values of the Western countries and are promoted by them through a wide range of measures aimed at foreign country's authorities as well as foreign public including different target audiences. This paper addresses the foundations of public diplomacy activity aimed at democracy promotion abroad. It states that the value of democracy is advantageous to public diplomacy of the West and allows it to hold leading positions offering an attractive model of development for the rest of the world. Democratization measures in conditions of the gradual development of democratic institutions as well as in crisis situations are considered.

Abstract:
This paper is qualitative and theoretical research of the concept of sovereignty and the libertarian theory, particularly the concept of individual liberty. It represents a concept developing study, with a specific accent laid on the individual liberty, and the theoretically established concept of sovereignty. The research focus could be identified with the conceptualization and manifestation of the individual sovereignty, as a theoretical phenomenon that is not fully conceptualized and strictly defined. In the scope of this paper, content analysis method and comparative method are used. The analysis, comparison and synthesis refer to the theories of sovereignty and the theory of libertarianism, resulting in developing the concept of individual sovereignty and its socio-political manifestation.

50. Rethinking Liberal Democracy: Prelude to Totalitarianism

Abstract:
In the long course of human evolution and political experimentation, liberal democracy, especially after the events of 1989, has come to be seen as the best political system. In fact, we seemed to have reached the only system compatible with liberty, after the dreadful experiences of Communist and Nazi totalitarianism, and its twin in the economic realm - capitalism. But is liberalism really conducive to freedom? I argue that evil – or totalitarianism – arises from the combination of both the Platonic and Augustinian views: ignorance of values and the pursuit of one’s egotistic desires. Evil has an essentially private nature. In this sense, totalitarianism may arise from a utilitarian culture that sees people – or some forms of knowledge – as worthless and disposable objects.
