121. Three Lessons from Contemporary Challenges to Security

Abstract:
There are well over 100 small, irregular, asymmetric, and revolutionary wars ongoing around the world today. In these conflicts, there is much to be learned by anyone who has the responsibility of dealing with, analyzing, or reporting on national security threats generated by state and nonstate political actors who do not rely on highly structured organizations, large numbers of military forces, or costly weaponry—for example, transnational criminal organization (TCO)/gang/insurgent phenomena or politicized gangs. In any event, and in any phase of a criminal or revolutionary process, violent nonstate actors have played substantial roles in helping their own organizations and/or political patrons coerce radical political change and achieve putative power.

Carved into the base of a statue at the National Archives are some of the most important words in Washington, DC: “What is past is prologue.” This phrase succinctly states the intent behind the laws requiring that the U.S. Government record and interpret its history. Such laws are in place not only to illuminate the past but also to provide insights and observations to inform future decisionmaking. No government activity demands more reflection than overcoming the obstacles to conducting effective interagency operations. In the past decade, the United States has done more than enough wrong to learn some lessons on how to do things right.

The 2002 National Security Strategy of the United States of America led to a number of bureaucratic and policy changes. In 2004, the Department of State established the Office of the Coordinator for Reconstruction and Stabilization (S/CRS). It was charged with coordinating the Nation's postconflict and stabilization efforts. In 2005, the U.S. Agency for International Development (USAID) created an Office of Military Affairs. Its mission was to serve as the agency's focal point for civilian-military planning and interaction with the Department of Defense (DOD) and foreign militaries. On November 28, 2005, DOD published Directive 3000.05, which established stability operations as a core U.S. military mission with the same priority as combat operations. Over the next few years, DOD also issued new military doctrine—Field Manual (FM) 3–24, Counterinsurgency, and FM 3–07, Stability Operations. The latter defines stability operations as the “various military missions, tasks, and activities conducted outside the United States in coordination with other instruments of national power to maintain or reestablish a safe, secure environment, provide essential government services, emergency infrastructure reconstruction, and humanitarian relief.”

Abstract:
After his tumultuous on-again/off-again administration, President Jean-Bertrand Aristide's sudden departure from Haiti in 2004 left the country in chaos. The economy was in shambles, tourism and investment had flatlined, and an armed band marched on the capital with the support of large parts of the population. Other elements of the population violently protested Aristide's departure while looting what they could. While the Haitian government always was most notable for its absence, Aristide managed to politicize the police force while reducing it to a fraction of its original size. Society was more polarized than ever.

Abstract:
The Regional Assistance Mission to the Solomon Islands (RAMSI) is an Australian led diplomatic intervention which deployed in July 2003 to establish peace and security. RAMSI has a “light” military presence and a strong emphasis on law and justice, democratic governance, and economic growth. The efforts of RAMSI and other donors have led to short-term successes. Challenges remain in the police and justice sectors, including entrenched corruption, poor resourcing, inability to recruit and retain qualified legal staff, lack of engagement with traditional justice systems, and outsourcing much of the daily work. The economic system is unsustainable, driven by large infusions of international aid and a rapid expansion of the forestry sector. The apparent stabilization success of RAMSI is undermined by fragile rule of law, short-term economic growth, and an electoral and political system which is both corrupt and nepotistic. For the same reasons that plague reconstruction and stabilization efforts in many other postconflict countries, the political instability in the Solomon Islands will continue to undermine the best efforts of RAMSI and the international community.

The advent of new technologies has spawned a number of predictions regarding how information will change the face of warfare. Some have predicted that we are undergoing a revolution in military affairs (RMA) characterized by complete battlefield knowledge, total knowledge of friendly force location and status, and possession of a “persistent stare” directed toward enemy forces. This hype of “information utopia” has often overshadowed the real and ongoing revolution regarding the availability and use of lessons and shared knowledge.

Abstract:
Many have characterized the war in Afghanistan as a violent political argument between the government of the Islamic Republic of Afghanistan (with its coalition partners) and the Taliban, with the population watching and waiting to decide whom to join, and when. The main value of this analogy is not in its characterization of the war but in its explanation of why the Afghan government and the coalition are finding it so difficult to gain traction against a largely unpopular insurgency. By framing the options as a simple binary choice between the government with its hierarchical, remote, and centralized governing structure and the Taliban with its violently repressive but locally present shadow government, the war is represented—or misrepresented—as a matter of unattractive choices that impel the population to remain on the sidelines waiting to see who will win.

Abstract:
Rigorous research on state-building is still in its infancy. In this article, I take three issues that are important and distinctive to state-building situations and discuss what research can potentially contribute. The issues are by no means exhaustive; they are merely a sample of what needs to be a more comprehensive engagement between scholars and practitioners. There is unfortunately a wide gap between what practitioners need to know and what research can currently show with reasonable confidence. There is a further wide gap between what is known and what is likely to be feasible for researchers in the next few years. At least practitioners should be aware of where they must make decisions unsupported by solid evidence; more ambitiously, they can encourage research into those issues that are both feasible and significant.

The United States is confronted by a new class of complex, fast-moving challenges that are outstripping its capacity to respond and “win the future.” These challenges are crosscutting: they simultaneously engage social, economic, and political systems. They require measures that extend the horizon of awareness deeper into the future, improve capacity to orchestrate both planning and action in ways that mobilize the full capacities of government, and speed up the process of detecting error and propagating success. The result is anticipatory governance.

Abstract:
With the emergence of the so-called new threats, the world's perspective on the use of force has changed, and new challenges have developed. Alternative roles for the military have been proposed, and even new philosophies have been developed with concepts such as population-centric warfare and network-centric warfare. All of these revolve around the idea of developing better relations with the people and seeking a better understanding of the environment.
