Abstract:
Along with processes of globalization and transnational migration conflicts that were formerly confined to a certain territory have seemingly become dispersed and delocalized. In a number of Western cities tensions and conflicts between different migrant groups occurred that appear to reflect conflict constellations in their respective countries of origin. Approaches to the study of the occurrence of conflicts between ethnic groups in the host countries usually focus on either exogenous or endogenous factors. While the former hold that conflicts are rather imported and therefore a continuation of the core conflict in the country of origin, the latter locate the main reasons for conflict in the country of settlement. Analyzing conflicts between Turks and Kurds in Berlin, the INEF Report at hand shows that these two streams of argumentation are comple-mentary rather than contradicting. Furthermore it illustrates that the conflicts between migrant groups in the places of settlement are not a mere reproduction and continuation of the core conflicts but gain a new quality.

Abstract:
The report asks for the determining factors and specific challenges of development cooperation after war and violent conflict. Based on an extensive review of current literature, the report identifies six issue areas relevant to development cooperation. Furthermore, relevant actors and policies of select donors are analyzed. The report concludes that many links between the different issue areas in post-conflict/post-war situations have not been analyzed thoroughly enough and thus recommends further research.

The international community has progressively tasked regional and sub-regional organisations with conflict prevention and peacekeeping. This is largely due to an overburdened UN system. At the same time regional organisations have increasingly come to accept that violence, inter-state and intra-state wars normally affect the region through destabilizing spill-over effects and that promoting peace is in their own best interest. Yet, it is argued in this report that regional organisations' peace and security functions still do not amount to an effective regional conflict management regime. Furthermore, not all regional and sub-regional organisations have begun to take on this responsibility.

Abstract:
The report analyses the decision-making processes in the security council of the United Nations, which led to the adoption of the Somalia-Resolution 794 on 3 December 1992. For the analysis of the decision-making process the Multiple-Streams approach is employed. This concept regards decision opportunities as ambiguous stimuli concerning information, goals and measuring criteria. Hence, decisions are frequently neither rationally justified, nor are they connected with a certain problem in a linear manner. The organisation is constantly confronted with a high number of problems and policy options. Under time pressure the organisation has to decide which problems and which policy options are going to be placed on the agenda and with regard to which issues a decision is needed. During decision-making processes options and problems are often reconciled into an only artificial accord. The analysis leads to the conclusion that the adoption of resolution 794 came about due to the dynamics of the US presidential election and the constant commitment of UN Secretary-General Boutros-Ghali rather than due to the situation in Somalia.

Der Report analysiert die Entscheidungsprozesse des Sicherheitsrats der Vereinten Nationen, die am 3. Dezember 1992 zu der Verabschiedung der Somalia‐Resolution 794 geführt haben. Fürdie Analyse wird der Multiple‐Streams‐Ansatz verwendet. Im Rahmen des Ansatzes warden Entscheidungssituationen als mehrdeutige Stimuli in Bezug auf Informationen, Ziele und Messkriterien betrachtet. Entscheidungen sind vor einem solchen Hintergrund oft weder rational begründbar, noch sind sie gezwungenermaßen linear‐kausal mit einem bestimmten Problem verbunden. Die Organisation ist stets mit einer hohen Anzahl von simultan auftretenden Problemen und Optionen konfrontiert und muss unter Zeitdruck bestimmen, welche Probleme und Handlungsoptionen auf die Agenda gesetzt werden und in welchen Themenbereichen eine Entscheidung ansteht. Lösungen werden hierbei zu einem bestimmten Zeitpunkt (künstlich) in Übereinstimmung mit Problemen und Akteuren gebracht und in eine Entscheidung transferiert. Die Untersuchung führt zu dem Ergebnis, dass die Verabschiedung der Resolution 794 weniger auf die tatsächliche Problemlage in Somalia zurückzuführen war als auf Dynamiken des amerikanischen Wahlkampfs und den stetigen Einsatz des VNGeneralsekretärs Boutros Boutros‐Ghali.

7. Post-War and Post-Conflict Challenges for Development Cooperation

Abstract:
Conflict and violence have become an important context for development cooperation during the last decade. Donors not only have to cope with the consequences of conflict in their day-to-day work on the ground, but also need to develop strategies in the fields of early warning and prevention, as well as instruments for conflict analysis and conflic-sensitive approaches for cooperation. At the same time, external actors have been important supporters for many peace processes aiming at the termination of armed conflicts and violence. When wars or armed conflicts end (or at least when violence on the ground decreases) the hope for sustainable peacebuilding grows. UN General Secretary Ban Ki Moon pointed out the importance of the immediate post-conflict/post-war period in a report to the Security Council on June 11, 2009: “The immediate post-conflict period offers a window of opportunity to provide basic security, deliver peace dividends, shore up and build confidence in the political process, and strengthen core national capacity to lead peacebuilding efforts.” This gives a first impression of the many challenges internal and external actors face; at the same time experiences on the ground show that liberal peacebuilding conceived as a profound transformation process is a difficult endeavour.

Abstract:
Mediation and its possible contribution to the resolution of intrastate conflicts has gained increasing attention in today's international arena. Especially the advantages of nongovernmental personnel to act as mediators (track-two mediation) even on the highest political level in contrast to official state representatives, or state-like authorities appear worth being identified. Successful past mediation initiatives by such actors have already presented their obvious potential in this regard.
