Abstract:
Recent Polish proposal for financing permanent US military presence in Poland isn't motivated only to counter current Russian aggressive posture. This offer is a part of a wider Poland strategy for achieving long term security. In pursuing this strategy, Warsaw risks not only to undermine NATO cohesion, but also to deepen growing East-West divide inside the EU.

22. Spitzenkandidaten and shifting electorates: Towards the 2019 European Parliament elections

Abstract:
European political parties are preparing themselves for the European Parliament elections in May 2019. With the UK formally leaving the EU at the end of March, the number of MEP seats for the election will decrease from 751 to 705, with a wider range of Brexit issues that will have to be dealt in the run-up. Also, Jean-Claude Juncker will not run again and that will leave the position at the head of the European Commission open for a new candidate. During the mandate of the current Commission sweeping changes occurred across the EU and, maybe more importantly, outside of it. The migrant crisis that exploded in late 2015 has shifted the way politics is debated in the EU and in the member states. The advent of ISIS in the Middle East and North Africa and the number of terrorist attacks in Europe have highlighted the security nexus between internal EU security and its neighbourhood. Russia has remained a strategic challenge and with it the security of Eastern Europe remains in question. The election of Donald Trump in the US and uncertainty of Transatlantic relations and global trade rules that came with him have become a new and important factor in international politics. Brexit has shown that the “ever closer Union” slogan rings hollow and that the process of EU expansion is reversible. A string of national elections has shown how deep and complex political issues in Europe really are, and how centre-left parties are under pressure with diminishing vote share. On top of that, political debates about the internal EU reform are yet to offer any tangible result.

23. Midterm elections in the United States: A boost or a setback for President Donald Trump

Abstract:
Eyes of America and of the entire international community are turning to the midterm elections in the United States due on 6 November 2018. The United States of America is a federal, both presidential and constitutional republic, and in the system of separation of powers the US President embodies the executive branch of the federal government. The President of the United States is often regarded as the most powerful person in the world, primarily as he is the Commander-in-Chief of the US Armed Forces, one of the largest military that consumes around 40% of the total military expenditures in the world. With growing tensions and uprising of new regional or global powers, the US is nonetheless the world’s biggest economy by nominal GDP and has the dominating in�luence in international political relations. The US President personi�ies American power andin�luenceglobally,andatthesametime the President has big powers in domestic policy. These include appointing diplomatic, federal executive and judicial of�icers, concluding treaties with foreign countries, enforcement and execution of federal laws, vetoing bills before they become laws in legislative procedure, convening and adjourning houses of the United States Congress, either or both, albeit in extraordinary circumstances. Notwithstanding, the system of checks and balances incorporated by the US Constitution ensures that the President’s powers do not expand out of control.

24. Genesis of a Transatlantic Pro�ile: The Case of Croatia 11 2018

Abstract:
The political transformation in the post-communist Croatia was driven by the aspiration to become a constituent of 'the Western club', besides the idea of regaining the sovereignty and statehood. The EU was perceived as an attractive model of political stability and economic wellbeing, where membership is not easy to achieve but worth struggling for. On the other hand, NATO was regarded as an optimal framework for the functional conceptualisation of the national security in the long run. Basically, it was quite clear that the country with rather limited capacities would be incapable to individually guarantee its national security in a highly volatile and complex international environment. These two fundamental foreign-policy orientations became 'two sides of the same coin' in Croatia's endeavour to become a full-fledged member of the transatlantic community and institutions.

25. The Community of Portuguese Speaking Countries (CPLP), Portugal and the future

Abstract:
The role of linguistic and cultural ties plays a signi�icant part in today’s globalized world as a form of hindering differences and highlighting similarities between societies spread across the globe. In this sense, international organizations based on past asymmetric relations between the colonizer andthecolonizeddrawuponthelong-lasting imprints left by the former empires, namely in linguistic, cultural, historical or economic terms. These organizations are atypical in contemporary international relations, not least because they contradict the current trend for regionalism, as it is the case of the Commonwealth or the Organisation Internationale de la Francophonie (OIF) with members spread across the globe. The Comunidade dos Países de Língua Portuguesa, hereinafter Community of Portuguese Speaking Countries (CPLP) is an international organization founded in 1996 by Angola, Brazil, Cape Verde, Guinea-Bissau, Mozambique, Portugal and São Tomé and Príncipe. Nowadays, the organization is composed of nine states, the aforementioned, East Timor and Equatorial Guinea, who joined in 2002 and 2014 respectively. The foundation of the organization is rooted in historic and cultural characteristics existing in the above-mentioned countries, part of the Portuguese colonial empire at some point in their past and consequently sharing the Portuguese as the of�icial language.The constitutive declaration of the CPLP highlights the principles of equal sovereignty of its member states, respect for national identities and territorial integrity, non-intervention in internal affairs of other member states, promotion of rule of law, democracy, peace and human rights and the promotion of development and cooperation in diverse areas. As for the objectives of the organization, the CPLP is regarded as an organization to align political and diplomatic positions between members and consequently reinforce the position of said members in the international fora. Furthermore, cooperation in diverse areas such as education, justice, health, science, defense, public administration or culture is its cornerstone. Lastly, the promotion and diffusion of the Portuguese language in the world is also an important axis of actuation. Illustrative of this fact has been the attempt to upgrade Portuguese as one of the of�icial languages of the United Nations. In comparison with the Commonwealth and the OIF, the CPLP is ruled by a fairly similar set of principles and objectives. These organizations are based on the role of language and shared history as an agglutinating factor between its members and the protection of quasi-universal values such as the rule of law, democracy, and human rights. Thus, the aforementioned have overlapping competences which in turn adds a degree of competition between the organizations due to the fact that the three strive to magnify their normative power and are present in the same regional contexts, namely in Africa. Indeed, Mozambique is simultaneously a CPLP and a Commonwealth member state while Guinea-Bissau, Cape Verde and Equatorial Guinea are members of the CPLP and the OIF. Furthermore, both in the number of member states and budget for the operationalization of the organization, the CPLP is of a considerably smaller scale. The OIF and the Commonwealth have 54 and 53 member states respectively, while the CPLP has only 9. Additionally, between 2010 and 2013, the average budget of the OIF was 85 million euros, while the CPLP’s budget for 2019 will be around 2,7 million euros. The resources do not equate the dif�iculties found in the context that the CPLP is inserted in.

26. Sovereignist Populism - a Reaction to the Democratic De�icit of the European Union

Abstract:
Populism has been de�ined by Cas Mudde as “a thin-centred ideology that considers society to be ultimately separated into two homogenous and antagonistic groups, ʻthe pure peopleʼ and ʻthe corrupt eliteʼ, and which argues that politics should be an expression of the volonté general (general will) of the people”. In the past, populist movements and parties in Europe campaigned against national political elites who, as the narrative goes, lost touch with the common people and pursued their own particular agendas in national capitals. Since the advent of the European Union in 1993 (entry into force of the Maastricht Treaty) their focus has moved to an adversary even more disconnected and physically distant from the national electorates – the unelected, bureaucratic and supranational elite in Brussels. Nevertheless, national heads of state or government remain a secondary target, as they are seen either as powerless (due to the transfer of competences to EU institutions) or in collusion with the Brussels’ “junta”. This new type of populism can be described as sovereignist, because of its advocacy of downgrading the EU back to a confederation of states, or – more radically – of dissolving it altogether. The populist objection to the democratic de�icit of the EU is not without substance. Major decisions, such as the introduction of harsh austerity measures in Greece, or the attempted imposition of obligatory migrant quotas on Hungary, have been made in the Quartier européen against the explicit wishes of the affected demoi, made clear in the Greek bailout referendum of July 2015 and the Hungarian migrant quota referendum of October 2016. Therefore, these decisions can be described as legal, according to relevant EU treaties, but not fully legitimate, as they don’t enjoy the support of the concerned populations. Even the renowned German sociologist and philosopher Jürgen Habermas, certainly no admirer of populist parties, acknowledged in The Crisis of the European Union: A Response (2012) that the EU “has been sustained and monopolised only by political elites” and that it is showing signs of moving in the direction of “a kind of post-democratic rule”. While some argue that the creeping transition towards post-democracy is a deliberate choice by European political elites, others view it as a regrettable but unavoidable side effect of the current status of the EU which is a sui generis formation, neither a confederation of states, nor a federal state.

Abstract:
Contemporary international relations are carrying a wide range of challenges that have led to the necessity to rede�ine existing national and international strategies grounded predominantly on conventional state-based threats. Recognising vulnerability to non-conventional challenges, contemporary strategies are increasingly acknowledging the importance of the changing character of warfare. Namely, not only have the non-conventional threats become increasingly perilous, but the overlapping of different classes of threats have dramatically increased the complexity of existing challenges. This leads to a conclusion that future con�licts are very likely to be multidimensional, with blurring and combined forms of combat characterised by expanding dynamics and growing destructiveness, frequently called hybrid. Due to the fact that it includes a wide range of fairly unconsolidated categories, the term itself had received a signi�icant amount of criticism related to an alleged lack of conceptual clarity. Still, while the mainstream transatlantic security policy elites largely operate in traditional terms and only modestly use the contemporary framework of strategic thinking, the challenges and increasingly assertive opponents are following a different path.

28. Presidential election in Serbia: A boost or setback for EU accession?

Abstract:
As Serbia braces itself for the presidential election on 2nd April 2017, the international community �inds itself puzzled with the prospect of future political orientation of this Balkan country. The biggest republic of ex-Yugoslavia, Serbia still bears the burden of the wars in the nineties, unde�ined relations with Kosovo and NATO bombing of 1999, due to which the country is still somewhat cautious toward Euro-Atlantic integration and the United States. It seems that Serbia seeks to join the European Union (EU), and at the same time to foment its relation with its traditional ally, the Russian Federation. In that respect, the current trends of foreign policy in Serbia are also visible in other Balkan countries, namely Macedonia and Montenegro, which like Serbia have strong links to their big Orthodox patron in the East, while striving to make progress on the path to the EU. This dichotomy between pro-European and pro-Russian forces in Serbia was exacerbated to a new level with Brexit and stalemate in the EU enlargement process, growing Russian in�luence in the region and expectations in Serbia that the newly inaugurated US president Donald Trump will bring a thaw in relations with Russia and allow a regionally more dominant Serbia, while curbing ambitions of Kosovar Albanians. This dichotomy has created a division in the country torn between its Western and Eastern ambitions that is visible in many aspects of Serbian society, candidates bare hallmark, or in Obradović, the leader of the Serbian Movement Dveri (Srpski pokret Dveri) is a clear example of a pro-Russian politician in Serbia, while independent candidate SašaJanković represents the voice of a civil and pro-European Serbia. The rest of the presidential candidates are positioned on a wide spectrum dividing Obradović and Janković, thus contributing to the rather short but at the same time very electri�ied presidential campaign.

29. Quo vadis Europa?

Abstract:
There is no doubt that as it marks its 60th birthday, the European Union is in poor shape. There is persistently high unemployment in many EU countries – especially among young people; we are facing the rise of populist political parties, most of them harbor anti-EU or Eurosceptic sentiments. Such factors are complicating the EU’s ability to deal with a multitude of internal and external challenges. Among the most prominent are the June 2016 vote in the UK in favor of leaving the EU, the debt crisis and lingering concerns about the eurozone, ongoing migrant and refugee lows, the spread of authoritarianism, a heightened terrorism threat, shattering conflicts in different parts of the world, climate change and an excessive consumption of natural resources based on an economy that is not corresponding to the principle of sustainability.

30. Federal election in Germany: Continuation of CDU’s dominance at the helm of Europe’s biggest power?

Abstract:
Over the course of past twelve months, Europe was holding its breath in a couple of nerve wrecking moments that were to decide the destiny of the European Union (EU). Indeed, in June last year the British cast their votes for the unimaginable and decided that the United Kingdom (UK) should leave the EU. Shockwaves battered the woozy continent sprawling from over the other side of the English Channel, and it was the President of the European Parliament, incumbent German SPD leader Martin Schulz who exclaimed in the wake of the Brexit vote that the UK should exit the EU as quickly as possible. Just four months later Europe experienced another shockwave, this time propelled from the other side of the Atlantic, as the Americans voted for Donald Trump, who was in support of Brexit during his campaign, advocating overtly against the European integration and even renouncing the fundament of Trans-Atlantic integration - NATO. The beginning of 2017 set a murky atmosphere as the EU started to brace itself for another big test in France. The victory of Emmanuel Macron in May meant that the EU would survive, albeit crippled as the Britons lead by Theresa May continued relentlessly their divorce with Europe by triggering the Article 50 in March. With the British already one foot out, and the French �irmly in the Union, the attention of the European public is shifting more to Germany which will hold the federal election on September 24th this year. After the disappointing break away decision in Britain, some Europeans seem to invoke a renewed Franco-German axis as the power engine of European integration. Since the great economic depression swept Europe like a contagion in 2008, Germany has been the best performing European economy, and German Chancellor Angela Merkel was perceived as the “savior of Europe”. Due to these facts, it is no wonder that all of Europe eagerly expects the outcome of the German federal election which will largely determine the fate of the continent.
