31. Technological Progress and Productivity in the Quinoa Sector

Abstract:
The main objective of this case study is to analyze the effect that a significant technological innovation in quinoa processing has had on the productivity of companies devoted to this activity and the impact of such an innovation on the growth and organization of the quinoa cluster in Bolivia, and its possible effects on the future. The study will explain how the boost engendered by technological innovation in quinoa processing has triggered a series of events that have allowed the establishment of an ambitious development program. The sector’s main companies and producer associations are part of this program, which is called the “Quinoa Alliance.” The program has become a unique opportunity for agro-industrial development in the Bolivian Altiplano, so far characterized by subsistence agriculture.

32. Understanding Productivity Levels, Dispersion and Growth in the Leather Shoe Industry: Effects of Size and Informality

Abstract:
In this case study performed on the industrial sub-sector of manufacture of leather shoes in Bolivia, we use the Hsieh and Klenow model (2008) to determine the differences between productivity of larger and formal companies and productivity of smaller and informal companies. Our results reveal that there are not many differences in terms of productivity among these types of companies. We think that informality is indeed the most important factor that contributes to this phenomenon. Apparently, the decrease in costs associated with informality compensates to some extend the economies of scale of formal companies with bigger dimensions and better technology. A notable fact in the shoe manufacturing industry is that it had experienced an atomization process in the last years. This trend is the consequence of a progressive creation of many small informal companies instead of the consolidation of this industry in medium and large formal companies. In a way, informality has contributed to this process. First, because it allows the survival of less productive companies that if they were not informal, they would have to bear costs that would not allow them to continue in business. Second, because informality creates strong incentives for employees to start their own business. In the other hand, many costs associated to formality discourage legally operating companies to employ more people, raise capital and growth.

33. Social Mobility in Bolivia is Finally Improving!

Abstract:
This paper evaluates the degree of social mobility in Bolivia, both by comparing to other Latin American countries, and by comparing social mobility at different points in time. While Bolivia had one of the lowest levels of social mobility in the region in 1997, the last 10 years have seen spectacular improvements, especially for rural and female teenagers. This is very good news, as it suggests that Bolivia has finally escaped the low mobility – low growth equilibrium where it has been stuck for so long.

34. Gun control and suicide: The impact of state firearm regulations, 1995–2004

Abstract:
Suicide is a major cause of preventable death. Restricting access to lethal means has been identified as an effective approach to suicide prevention, and firearms regulations are one way to reduce gun availability. This study examines the relationship between state firearms regulations and suicide among males, using negative binomial regression and state panel data for the years 1995–2004. Results suggest that firearms regulations which function to reduce overall gun availability have a significant deterrent effect on suicide, while prohibited persons categories have less of an effect. Overall, the results suggest that gun control measures such as permit and licensing requirements might have public health benefits.

35. Analysis of Poverty and Inequality in Bolivia, 1999-2005: A Microsimulation Approach

Abstract:
This paper studies the changes in inequality and poverty in the period 1999-2005 in Bolivia through the analysis of the changes in the labour market. A decomposition method based on micro-simulation techniques was applied. The decomposition works with an income generation model at the household level, which is a set of equations for the individual earnings and for the labour supply and occupational choices for each member of the household. We decomposed the observed change in inequality into four components: i) a shift in the income distribution related to a change in employment rates and the shares of wage and non-wage labour among the employed population (participation effect); ii) a shift related to changes in the remuneration of observed characteristics of the employed population (price effect); iii) a shift related to a change in the distribution of error terms of estimated earnings functions (error term effect); and iv) a residual change in inequality not captured by the first three simulated changes in the income distribution. According to our results the increase in inequality of 3 points of the Gini coefficient, was explained by approximately 1 point for the participation, price and error term effects and 2 points for the residual change. The increase in the unemployment rate, the shift in the participation of the non wage earners, the rise in wages and the more unequal distribution of unobserved productive talents deteriorated the income distribution in this period in Bolivia. Regarding the poverty incidence, the observed variation was a reduction by 3 points explained mainly by the residual change. The low magnitude of the simulated effects as determinants of the decline in poverty in those years can be explained by the rising participation of the non labour incomes in the total household income.

36. The Impact of Community-Based EcoTourism Projects in Amboró National Park

Abstract:
This research examines selected Community Ecotourism projects in the Amboró National Park in Bolivia, which have been established by local environmental NGOs. The objective is to investigate the impact of these projects on the livelihoods and social relations in the communities. The main question that concerns us is if the projects have been effective in reducing or alleviating poverty and vulnerability, whilst providing environmental sustainability. The research also provides insight into the impact of the projects on social, cultural and economic structures of the communities. Furthermore, it will show whether the beneficiaries see Community Ecotourism projects as an important income and activity diversification option, and if they see the projects as environmentally sustainable. These issues can determine the final outcome of the project, and thus become decisive to evaluate if such projects can be used as a strategy to improve living conditions and reduce poverty. The research relies on interviews and data collected during fieldwork in Bolivia in July-August 2007. Four different Community Ecotourism projects in the Amboró National Park were visited, as well as key informants and stakeholders.

37. Microfinance’s Impact on Education, Poverty, and Empowerment: A Case Study from the Bolivian Altiplano

Abstract:
This study explores the impact of microcredits on the economic, educational, and empowerment levels of women from the Bolivian high plains who had acquired microcredits for over three years. Primary research was carried out with the help of a major NGO dedicated solely to microcredits. One hundred in-depth personal interviews were conducted by the author in La Paz and El Alto from February to May 2007. This region was chosen because of the wide extent to which microcredits have been implemented there since the 1980s. The author also created a control group of women who had never taken out a microcredit loan. The study employs the use of an established poverty scorecard to measure poverty levels over time. Using a comparative approach that allows a comparison between the independent control group and the loan group, the study found that while the ownership of goods increased in the loan group, the benefits of microcredits on family educational attainment levels and empowerment were questionable. It is important to note that the vast majority of microcredit research does not use this type of independent control group.

38. The Chilean agricultural transformation during the second half of the twentieth century: A story of institutional change

Abstract:
The second half of the twentieth century witnessed a dramatic transformation of the Chilean agricultural sector. From accounting for only five percent of the value of Chile’s total exports in the late 1960s, agricultural exports grew to account for more than 30 percent of this value in the mid 1990s. Using a modified neoclassical growth formulation, we show that the transformation of the Chilean agricultural sector can be associated with institutional changes or modifications to the sector’s basic functioning structure. In particular, our historical review shows that changes in the definition of property rights over land, caused by the Chilean agrarian reform first and the general economic reform later, seem to have greatly caused the changes in the sector’s levels of investment and production.

Abstract:
This paper analyses the performance of the hydrocarbons sector in Bolivia over the last 46 years. The analysis focuses on the factors that have determined the sector’s behavior overtime. First, there is the institutional framework that regulates the sector’s activities, which can play an important role in promoting investment flows, and thus endorse a much faster sector development. The institutional framework comprises several factors, being the most important the existing tax system and the nature of the contractual relationship between the state and the oil company. The stability of the institutional framework is also of paramount importance.

40. Growth and Banking Structure in a Partially Dollarized Economy

Abstract:
This article illustrates how the industrial organization of a banking system affects economic growth in a partially dollarized economy. I study a model where banking competition has some potentially good and some potentially bad effects for growth. I analyze how important they are quatitatively and, surprisingly, they do not seem to matter much. The main reason for this is that while competition leads banks to offer consumers a "better deal" on their deposits, this does not lead to a large increase in the savings rate. The effect depends on the main structural parameter values of the economy. In particular, if there is a high demand for liquidity insurance. I calibrate the model for the Bolivian economy and show that the growth rates under both systems are not significantly different.
