Abstract:
On 12 October ISPI in cooperation with the IEMed organised a workshop “New Euro-Mediterranean Dynamics in the Eastern Mediterranean”. The event was organised in the framework of the EuroMeSCo ENI Project, co-funded by the European Commission. This dialogue workshop aimed at discussing the initial research results of the Joint Policy Study and engaging the participants in analyzing and sharing their perspectives on whether the Russian moment in the MENA region corresponds to opportunism, a new strategy or it falls in between these options. Additionally, this workshop aimed at shedding light on the role Russia is currently playing, how this can influence the balance of power as well as how regional players look at Russia. The present report is a summary of main points raised in workshop discussions

Abstract:
The question of how neighbouring countries manage the socioeconomic challenges of incoming Syrian refugees necessitates assessment of the policies developed, over the past few years by the governments of Jordan, Lebanon and Turkey, to tackle the embracement strategies and financial challenges, whether through international, humanitarian or bilateral aid or national resources. This paper is composed of three chapters; each dedicated to one of three afore mentioned countries. The status quo is discussed in terms of the latest data on the numbers of Syrians, the financial costs and the apparent socioeconomic implications. How policies are developed and financed by these neighbouring host countries, and what lessons and recommendations can be drawn from this analysis of policies and their financing is also evaluated.

3. Reviewing the European Neighbourhood Policy

Abstract:
This paper is dedicated to answer the Joint Consultation Paper on the ENP review and it refers to the methodological support of an early exercise of the 6th Euromed Survey carried out among EuroMeSCo network experts. With the aim of giving a consistent structure to the many issues addressed by the Joint Consultation Paper, this study was divided into three main chapters. The first chapter tackles the redefinition of the ENP policy framework, which is vital in order to build an instrument coherent with reality, especially in what concerns the geographical scope of the policy, the actors and interlocutors it has to involve and the balance between interests and values. The second chapter is methodological and targets several flaws of the current policy arrangement and tools, while it proposes substantial and detailed changes for a more effective policy through the definition of priority policy areas and the combination of different tools. In the last chapter, key strategic issues on the outset and implementation of the ENP are addressed: a better coordination between Members States and the European Union and between the EEAS and the European Commission is of paramount importance in order to ensure the functioning of the policy.

4. The Challenges of the Mediterranean Urban Agenda

Abstract:
This document, "The Challenges of the Mediterranean Urban Agenda: the importance of an innovative urban planning, social inclusiveness and private-public parterships development", is the result of the high-level working group on the challenges of the urban agenda in the Mediterranean, which was held on the 15th and 16th December 2014 at Foment del Treball Nacional (Barcelona). On this occasion, more than 30 international experts discussed proposals that could contribute to the improvement of the urban development policies and social inclusion in the cities of the Mediterranean region. During the working group, it was mentioned that more than 80% of global wealth is generated in the cities. It was agreed that in order to finance infrastructure and services it is important that the private sector commits to cooperate with the public administration. The importance of optimising the public transport network from an energy efficiency point of view because cities consume two thirds of the world energy was also noted. Finally, it was highlighted that the creation of urban spaces for interaction and support for young entrepreneurs and platforms that allow knowledge sharing are critical to promote social integration and jobs.>

Abstract:
This document is the result of the high level working group of the MED Confederation on financial reform held on the 16th and 17th of June 2014 in Promos – Milan Chamber of Commerce. On that occasion, more than 30 international experts debated how to reform the banking sector in the Mediterranean neighbourhood as a key need to better contribute to the socioeconomic and business development of these economies. They also analysed how to improve the performance and impact of private equity in these countries to consolidate their development and their international cooperation. Finally, mobile banking was the third financial segment studied as a way of improving financial inclusion in these societies.

Abstract:
This study examines the current state of private equity in North Africa, particularly in the countries of Morocco, Tunisia and Algeria. It has been developed from two perspectives: as a document research task and from the point of view of an operational fund manager in the region. The aim of the study is to share with the key stakeholders of this industry a few recommendations and challenges for private equity and to point out the great opportunities this industry can offer the region. Private equity is a key catalyst for growth in terms of job creation, increasing tax revenues, improving SME governance and many other very positive outcomes, all of which could create significant benefits for the region.

7. Financial Development and Economic Growth in the Mediterranean Associated Countries

Abstract:
Slow growth in the Mediterranean Associated Countries (MEDA) over the past three decades can be partly traced to underperformance by the financial sector. Several countries in the region lack financial depth, and the region as a whole has not fully benefited from the level of banking intermediation on offer, signaling a “quality gap.” Policy should therefore aim to enhance banking competition by removing entry barriers and improving credit information, reduce the role of state banks, further the process of financial reform, and provide a financial infrastructure conducive to bank and financial market development. Moreover, quality of intermediation appears to be related to access, and MEDA countries have also underachieved in terms of providing access to financial services to large segments of the population, in particular, to small and medium-sized enterprises. Efforts to widen access should also lead to improvements in quality and, ultimately, higher longrun growth.

Abstract:
The IEMed held a conference on the 3rd and 4th July 2012 in Barcelona, under the title “Emerging New Economic Policy Makers in the Arab Mediterranean: Economic Agendas of Islamic Actors”. The aim of the conference was to engage Islamic economic actors, and get to know their economic proposals better. Members of the Islamic parties of Morocco, Tunisia and Egypt attended, as well as bankers, businessmen and representatives of Islamic economic associations from the region. Experts were also invited from institutions such as the European Bank of Reconstruction and Development (EBRD), the European Investment Bank (EIB), the European Commission, the Organization of Economic Co-operation and Development (OECD), the Central Bank of Spain, and so on. The seminar was split into three parts. The first part analyzed at a national level the economic challenges and necessary reforms in Morocco, Tunisia and Egypt. The other two sessions were dedicated to Islamic finance and banking, followed by an analysis of the economic cooperation in the Euro-Mediterranean region and among international Islamic actors.

This paper results from a European Institute of the Mediterranean (IEMed)/National Agency for Quality Assessment and Accreditation of Spain (ANECA) Conference held in Barcelona 23rd May 2011 on enhancing quality, promoting mobility and employability across the Euro-Mediterranean Higher Education Area. At a time when there is considerable change and uncertainty in almost all parts of the Euro-Med region, the conference discussions ranged across the nature and purposes of higher education, particularly in relation to employability and employment, and the benefits of and barriers to mobility for both students and academic staff. It also sought to identify the most effective ways in which the Union for the Mediterranean (UfM) could contribute to further developments in higher education, bearing in mind the diversities and uncertainties that currently exist at social, political, and economic levels as well as in educations terms
