1. Ensuring Water Security in the Middle East: Policy Implications

Abstract:
Over the last decades, the Middle East, and more specifically the Eastern Mediterranean region, has experienced a rapid process of desertification. In water-scarce areas, access to water is thus of key importance for economic prosperity, political stability and the vitality of the civilian population. As a result, in those Eastern Mediterranean countries facing severe water scarcity water has been framed as an existential threat, leading governments to use and justify emergency measures highly concentrated at the governmental and military level. The overall analysis of this Joint Policy Study asserts that though water management is highly securitised in the Middle East, and access to the resource is considered a national security issue, water security and multilateral cooperation is not ensured but jeopardised by ongoing securitising trends. Securitisation promotes a national and centralised approach towards water management at the expense of the participation of civil society, neutral monitoring and data collection, and the creation of secure, sustainable and transparent access to water for local communities.

Abstract:
On 12 October ISPI in cooperation with the IEMed organised a workshop “New Euro-Mediterranean Dynamics in the Eastern Mediterranean”. The event was organised in the framework of the EuroMeSCo ENI Project, co-funded by the European Commission. This dialogue workshop aimed at discussing the initial research results of the Joint Policy Study and engaging the participants in analyzing and sharing their perspectives on whether the Russian moment in the MENA region corresponds to opportunism, a new strategy or it falls in between these options. Additionally, this workshop aimed at shedding light on the role Russia is currently playing, how this can influence the balance of power as well as how regional players look at Russia. The present report is a summary of main points raised in workshop discussions

Abstract:
The European Institute of the Mediterranean (IEMed) and Casa Árabe, with the collaboration of ICEX (Spain Trade and Investment), organised in 2016 an international conference entitled "Post-conflict re-construction in MENA: Previous experiences and stakeholders’ inclusive involvement in the future reconstruction of Libya, Syria and Iraq". The aim was to tackle the different aspects and challenges related to reconstruction in post-conflict countries in the region. Given the dimension and complexity of the subject, the conference was structured in a double meeting, bringing together stakeholders, academics and experts. The first one took place in Barcelona on the 11 April 2016 and the second one on the 19 September 2016 in Madrid. This document gathers and assesses the main conclusions and recommendations reached in both meetings. Thus issues tackled have been grouped into five main lines of discussion, which are divided into epigraphs devoted to some key concrete issues:

The United Nations Peace Conference on Syria is due to take place on 22nd January in Geneva. The Syrian Government and opposition will meet for the first time since the outbreak of the conflict in March 2011. Nevertheless, there are very few prospects of finding a satisfactory solution to end the conflict.

Abstract:
On the occasion of the Annual Summit of the Strategic Studies Network (Bangkok, 23-25 February 2014), several EuroMeSCo researchers participated in the kick off meeting of the Working Group “The Arab Spring in Comparative Perspective”. This group, lead by the European Institute of the Mediterranean (IEMed) will involve over 20 EuroMeSCo researchers, who will work throughout the year with the aim of publishing a joint volume on comparative perspectives of the transitions in the Arab world. The Working Group is structured around two main blocks: “Internal changes in transition processes: What priorities?” and “External actors and regional integration”. It consists of a total of 6 working packages, each of them lead by two EuroMeSCo researchers. The topics to be explored are: State building processes and reforms, security sector reform, the role of religion in transitional processes, socio-economic reforms, the role of the European Union in supporting democratic transitions in the Southern Mediterranean and regional integration.

Abstract:
The workshop "Democracies in the Making: Egypt at the Center of Arab Transitions" focused on the analysis of the current phase of the democractic transition in Egypt, dominated by a high level of polarisation. It was organised by EuroMeSco, the European Institute of the Mediterranean (IEMed) and the Al Ahram Centre for Political and Strategic Studies (ACPSS), with the support of the Spanish Agency for International Development Cooperation (AECID). This was the last of a series of four workshops organised in the framework of a programme to strengthen the capacities of think tanks and research institutes in Mediterranean countries, mainly in light of the current democratisation processes and regional transformations.

Abstract:
Many recent comments on the EU's Mediterranean policy come to the conclusion that the challenge raised by the Arab Spring has less to do with existing policies than with lack of strategy. Abstract:
This policy brief reflects upon the results of the workshop “Rethinking the Role of Think Tanks and Research Institutes and EU Policies towards the Mediterranean”, held in Madrid on 14th December 2012 and organised in collaboration with Real Instituto Elcano and FRIDE. It argues that Arab think tanks can shape political transformations in the region by informing, convening and advocating democratic reform. It also presents a set of recommendations for external powers such as the European Union in support of Arab think tanks.

The ceasefire agreement signed on Wednesday evening, 22nd November 2012 in Cairo between Hamas and Israel, which ended eight days of fighting between the two sides, was certainly not the first ceasefire since the Hamas takeover of the Gaza Strip in June 2007, and unfortunately will not be the last. There are many indicators that warn that the cycle of violence may start not after years but after months" writes Omar Shaban.

10. The advent of 'Islamic' democracy in MENA

Abstract:
The Arab Spring has reshaped the political landscape in MENA region. According to this new EuroMeSCo Brief by professor Khalil al-Anani, Middle Eastern and North African politics are now marked by the rise of Islamist parties either from the far right (Salafis and ex-jihadis), the center (the Musltim Brothers in Egypt) and the progressive and liberal Islamists in Tunis and Morocco. Khalil al-Anani highlights that Islamists were alienated under the despotic regimes and that after the Arab Spring they have significantly transformed its ideology, strategies and rhetoric, entering the political game. This transformation takes place in an increasingly competitive and fragmented political scene in which some Islamist parties have tended to adopt more pragmatic programs whereas others are still preoccupied with identity politics. Regarding foreign policy, an emerging commonality among Islamists can be identified: to seek a balanced relationship with western countries based on mutual respect and interests. Professor Khalil al-Anani concludes that Islamists will not necessarily become liberal but that they will have to succumb to the increasing demands of personal and public freedoms around the Arab world.
