Abstract:
This report is a product of a three-day workshop on Security Sector Governance in Africa, held in Cotonou, the Republic of Benin, in April 2005. The Workshop, titled Building Effective and Accountable Security Institutions in Africa: A Dialogue on Governance, was organised by the African Security Sector Network (ASSN) in collaboration with the Group on the Democratic, Economic and Social Development of Africa (GERDDES – Africa) and the African Security Dialogue Research (ASDR), and facilitated by the Global Facilitation Network for Security Sector Reform (GFN-SSR).

Abstract:
The Global Facilitation Network (GFN) for Security Sector Reform (SSR) facilitated a symposium in Bangkok from 21-22 September 2004. The purpose of the symposium was to carry out an assessment of the potential of existing and future networks for the promotion and support of Security Sector Reform agendas in Asia. The symposium aimed to encourage a wider debate on SSR by exploring and promoting existing regional networks. Participants attended from a range of many South and South East Asian countries including Bangladesh, East Timor, India, Indonesia, Laos, Malaysia, Myanmar, Nepal, Pakistan, the Philippines, Sri Lanka, Thailand and Vietnam. International experts from Germany, the UK, Switzerland Ghana, and Nigeria also attended, in order to encourage a south-south dialogue and to share experiences from other continents. This diversity of knowledge resulted in enriched debate at a regional level. Experiences were shared and analysed by more than fifty participants from senior positions in academia, politics, military, police, civil society, donor organisations, and the media.

Abstract:
This document looks at some of the important key processes that supported conflict resolution activities in Sierra Leone. It by no means provides a comprehensive analysis - rather it is designed to draw attention to some of the processes that were used to inform conflict resolution activities that might be being considered elsewhere. While many of these initiatives proved successful, mistakes were made thus the document is not meant to serve as an illustration of 'best practice' but more as a repository of ideas. Despite the 'health warnings' that should come with any documents that review the activity in Sierra Leone, important steps were taken towards developing more innovative practice and approaches within more holistic Security Sector Reform programmes. Moreover, Sierra Leone serves as a fairly unique example of a country requiring numerous reforms across the security sector, thus, much can be drawn from this single case study in terms of 'multiple entry points' and 'sequencing strategies'. This contrasts with many other country or regional case studies that may focus on a smaller number of reform imperatives.

The Security Sector Reform Whitehall Policy Seminar is held each year for practitioners and policymakers to discuss HMG's SSR Strategy and ways in which the strategy should evolve to address current realities. The forum brings together representatives from all Whitehall departments with an interest in security. External guests such as academics, members of non-governmental organizations and local representatives from regions where HMG SSR programmes are ongoing are also invited.

The Mozambique Security Network Symposium was held in Maputo on 30 June-1 July 2003. The meeting gathered approximately sixty participants from government, regional and sub-regional organisations and civil society. The event was made possible through the support of the UK Government's African Conflict Prevention Pool and was facilitated by the Global Facilitation Network for Security Sector Reform (GFN-SSR), a project funded by the United Kingdom that seeks to unite all actors and agencies in this field of study. Through the generous support of the United Nations Foundation, a number of representatives from Latin American countries also attended the meeting to draw on lessons learned and shared experiences from another southern region.

Abstract:
This conference launches IPA's new research program entitled 'Strengthening the Security-Development Nexus: Conflict, Peace and Development in the 21st Century'. Focusing primarily on the role of international actors in conflict prevention, conflict management and post-conflict reconstruction, the conference aims to: a) examine advances that have been made in linking the UN's Agendas for Peace and for Development in the 1990s; b) highlight the challenges faced by the security and development communities in moving towards a shared 'peacebuilding' agenda; c) identify the difficult political, institutional, operational and policy challenges facing practitioners, policymakers and researchers in the changed international environment of the early 21st century. The conference will seek to integrate gender considerations into each of its substantive panels.
