1. Old Fertilizer in New Bottles: Selling the Past as Innovation in Africa’s Green Revolution

Abstract:
Rising global hunger in recent years has prompted calls for a broad reckoning over what is wrong with global food systems. Our changing climate has added urgency to the crisis. Many experts warn that our current agricultural practices are undermining the resource base – soil, water, seeds, climate – on which future food production depends. Now the global COVID-19 pandemic threatens to further exacerbate food insecurity for many of the world’s poor. Africa is projected to overtake South Asia by 2030 as the region with the greatest number of hungry people. An alarming 250 million people in Africa now suffer from “undernourishment,” the U.N. term for chronic hunger. If policies do not change, experts project that number to soar to 433 million in 2030. A growing number of farmers, scientists, and development experts now advocate a shift from high-input, chemical-intensive agriculture to low-input ecological farming. They are supported by an impressive array of new research documenting both the risks of continuing to follow our current practices and the potential benefits of a transition to more sustainable farming. The new initiatives have been met with a chorus of derision from an unsurprising group of commentators, many associated with agribusiness interests. They dismiss agroecology as backward, a nostalgic call for a return to traditional peasant production methods which they say have failed to feed growing populations in developing countries. For such critics, the future is innovation and innovation is technology: the kinds of commercial high-yield seeds and inorganic fertilizers associated with the Green Revolution. This paper explores the ways in which this innovation narrative flips reality on its head, presenting Green Revolution practices of the past as if they were new innovations. It does so through the lens of the battle for Africa’s food future, examining the disappointing results from the Alliance for a Green Revolution for Africa (AGRA). In contrast, the real innovations in Africa are coming from soil scientists, ecologists, nutritionists, and farmers themselves who actively seek alternatives to approaches that have been failing small-scale farmers for years. A wide range of farmer organizations, scientists, and advocates offer a broad and diverse array of ecologically-based initiatives based on sound science. These are proving far more innovative and effective, raising productivity, crop and nutritional diversity, and incomes while reducing farmers’ costs and government outlays.

2. Failing Africa’s Farmers: An Impact Assessment of the Alliance for a Green Revolution in Africa

Abstract:
The Alliance for a Green Revolution in Africa (AGRA) was founded in 2006 with the goal of bringing high-yield agricultural practices to 30 million smallholder farming households. With the adoption of commercial seeds and inorganic fertilizer, AGRA set out to double crop productivity and incomes while halving food insecurity by 2020. As AGRA reaches its self-declared deadline for these ambitious goals, how well has AGRA done in increasing productivity, incomes, and food security? The organization has received roughly $1 billion in funding, two-thirds of it from the Bill and Melinda Gates Foundation, and disbursed more than $500 million in grants, mainly in 13 priority African countries. The Green Revolution technology campaign has been supported during this time by international programs far larger than AGRA and notably by national governments in Africa, which have spent roughly $1 billion per year on programs that subsidize the purchase of commercial seeds and fertilizers. There is little publicly available documentation of impacts, from AGRA, the Gates Foundation, or donor governments that have supported the initiative. This paper attempts to fill some of that accountability gap. Because AGRA declined to provide data from its own monitoring and evaluation, we use national-level data to assess progress in productivity, poverty reduction, and food security in AGRA’s 13 countries. We find little evidence of widespread progress on any of AGRA’s goals, which is striking given the high levels of government subsidies for technology adoption. There is no evidence AGRA is reaching a significant number of smallholder farmers. Productivity has increased just 29% over 12 years for maize, the most subsidized and supported crop. This falls well short of doubling yields, which would be a 100% increase. Overall staple crop yields have grown only 18% over 12 years. Meanwhile, undernourishment (as measured by the FAO) has increased 30% in AGRA countries. These poor indicators of performance suggest that AGRA and its funders should change course. We review more promising approaches African governments and donors should consider.

3. Responding to Economic and Ecological Deficits

Abstract:
Macroeconomic theory was shaken up in the wake of the financial crisis, with neoclassical approaches proving inadequate to analyze or respond to the need for policy action. Despite efforts to return to more conventional macro perspectives, a continuing re-evaluation of economic theory has important implications both for traditional economic concerns such as employment and inflation, and for ecological issues and the climate crisis. An emerging “green Keynesian” approach combines a radical Keynesian analysis with ecological priorities such as drastic carbon emissions reduction. One important aspect of this reorientation of theory is the analysis of economic and ecological deficits. In the years since the financial crisis, both economic and ecological deficits have increased. This poses a challenge for “green Keynesian” policy. It is therefore necessary to have effective analyses to measure and respond to ecological deficits, as well as policy measures to deal with economic deficits. This paper proposes a new approach to measuring ecological deficits, and a new perspective on economic deficits and debt. Since there is no single unitary measure for depletion or degradation of different kinds of resources, it is necessary to measure different kinds of deficit for different resources, with a goal of reducing all of these to zero or replacing them with surpluses. The analysis involves exploring the specific economic implications of reducing both ecological and economic deficits, which involves re-conceptualizing economic growth and "degrowth", and provides an alternative to current U.S. policies under the Trump administration, which are contributing to widening both deficits.

4. Do Patents Lead to Market Concentration and Excess Profits?

Abstract:
Market concentration in technology intensive industries has been a subject of interest to both scholars and policy analysts. This paper provides a first empirical assessment on how the patenting system contributes to market concentration and the generation of economic rents in three key sectors – pharmaceuticals, chemicals and ICTs. Using data for US multinationals and their foreign affiliates on the one hand, and locally registered private and public companies in Brazil, India and China, we conclude that the concentration of patent ownership is found significantly to relate to market concentration in the USA. In developing countries such as Brazil, India, and China, a strengthening of patent rights has contributed to greater returns for affiliates of U.S. companies but has not stimulated their R&D intensity. The affiliates of U.S. multinationals have enjoyed greater profitability relative to their local competitors in Brazil, India, and China. The paper draws implications for the setting of intellectual property policy and offers suggestions on the role of competition policy in curbing market concentration and related effects on inequality and access.

5. The Rising Importance of Non-tariff Measures and their use in Free Trade Agreements Impact Assessments

Abstract:
This research examines non-tariff measures (NTMs) and their use in impact assessments of free trade agreements (FTAs) based on computable general equilibrium models (CGE) as well as its implications. We show that projected gains related to FTAs tend to rely on removing ‘actionable’ NTMs and that, usually, impact assessments and empirical studies that provide this recommendation lack case-specific explanations behind actionability as well as of the channels and the way NTM elimination is supposed to improve welfare. We also find that the estimated economic gains from FTAs based on CGE models tend to be small and based on a high percentage of NTM elimination, which underestimates the social significance of these measures. Since NTMs comprise measures that target not only economic aspects but also social and environmental ones, indiscriminate NTM elimination suggests that small gains may come at a high cost.

6. China’s Carbon Market: Accelerating a Green Economy in China and Reducing Global Emissions

Abstract:
The National Carbon Emission Rights Trading Market (ETS) Construction Plan (Power Generation Industry) was released in Beijing on December 19 , 2017 by China’s government. As promised during COP23 held in Bonn, Germany in November 2017, this is a key step to fulfilling China’s commitment to the Paris Agreement. The performance of ETS pilot projects in seven provinces of China have been evaluated since October 2011. The supporting policies were also thoroughly analyzed at both local and central government levels. Analysis of the pilot projects shows that the national ETS just initiated in China will not only strengthen supply-side structural reform and carbon-saving patterns of economic growth, but it will also contribute to poverty alleviation by introducing ecosystem valuation into the market. This is a practical application of the “Two Mountain Theory” suggesting that the economic and ecological systems can work in harmony, as proposed by President Xi and emphasized in the 19th National Congress of the Communist Party of China (CPC) on development, poverty alleviation and environmental protection in October 2017. Policy suggestions in terms of economic characteristics, industrial development and regional differences were developed to improve the effects of ETS in China. Taking advantage of differences in the costs of reducing emissions and expanding the size of the trading market are key to success.

7. Financialization, Trade, and Investment Agreements: Through the Looking Glass or Through the Realities of Income Distribution and Government Policy?

Abstract:
This paper assesses the effects of trade and investment agreements on income distribution and government policy. The critical process underpinning these effects is the rise of ‘financialization’. Global patterns of greater financialization and of worsening functional income distribution as well as tighter fiscal stances are identified in the data. Tests are conducted by combining financial statistics with databases of bilateral investment agreements and free trade agreements, as well as data generated by the UN Global Policy Model that encompasses several fiscal policy instruments. The empirical validation of these relationships brings to the fore the policy-oriented debate about the purported benefits of modern-era ‘comprehensive’ trade and investment agreements such as TTIP, TTP and CETA. The authors corroborate the findings of their respective earlier studies of these agreements and reiterate their call for caution. To preserve policy space and to avert increases of inequality, policy-makers should resist pressures to get their economies locked in such agreements and should look instead for sustainable forms of international policy coordination.

8. Do Trade and Investment (Agreements) Foster Development or Inequality?

Abstract:
This paper proposes to revisit the debate on trade and investment agreements (TIAs), development and inequality, looking at the role of Global Value Chains (GVCs) and trans- national corporations (TNCs). It first presents stylized facts about trade and investment (agreements), declining global economic growth and rising inequality under the latest round of globalization. It then provides a long-run perspective on the mixed blessings of external opening, summarizing some key contributions of the mainstream literature, which are converging with long-standing research findings of more heterodox economists, and the eroding consensus today. Based on this stock-taking, it takes a fresh critical look at the TIAs-GVCs-TNCs nexus and their impact. Using data on value-added in trade and new firm-level data from the consolidated financial statements of the top 2000 TNCs going back to 1995, it examines whether the fragmentation of production along GVCs led to positive structural change or rather stimulated unsustainable trends in extractive and FIRE sectors. It then turns to the role of TNC-driven GVCs as a vehicle for economic concentration. Finally, it presents evidence linking TIAs and their correlates to rising inequality. Key findings include the fact that the ratio of top 2000 TNCs profits over revenues increased by 58 percent between 1995 and 2015. Moreover, the rise in top 2000 TNCs profits accounts for 69 percent of the 2.5 percentage points decline in the global labour income share between 1995 and 2015, with the correlation coefficient between annual changes in both variables as high as 0.82. The paper concludes by calling for a less ideological policy debate on TIAs, which acknowledges the mixed blessings of external financial and trade opening, especially their negative distributional impact and destabilizing macro-financial feedback effects, which both call for policy intervention. As an alternative to short-sighted protectionism, it further discusses possible options for anticipating undesirable effects arising from TIAs (e.g. rising carbon emissions, economic instability, inequality, etc.) and addressing those in TIAs themselves.

9. Industrial Policy 4.0 Promoting Transformation in the Digital Economy

Abstract:
The rise of the fourth industrial revolution (IR) is deeply embedded in a wider context of privatization of knowledge, rising costs of innovation and uneven distribution of capacity between countries. But debates on a ‘balanced’ policy framework to tackle these issues have until now floundered to address some of the fundamental dilemmas of our times. Will the fourth IR render the manufacturing-led model of economic development a thing of the past? Are there new boundaries for innovation and industry in the fourth IR? What should policy do in such an uncertain technological era? This paper addresses these crucial questions and makes a case for comprehensive digital industrial policies that are differentiated and rooted in the broader reality of development and globalization in the fourth IR. The paper maps the new boundaries for innovation and industrialization, after which, it elaborates in detail the market and institution failures in the platform economy that arise from the highly complex nature of technological change and a lack of effective policy oversight. It offers evidence to the effect that although manufacturing as we knew it – with its effects on low and unskilled labour and employment creation - might not continue to exist, it will continue to thrive using high technology skills and R&D, within a new model of industrialization where the knowledge-component of all sectors – agriculture, manufacturing and services – will be on the rise. Countries therefore, need a more nuanced and differentiated industrial policy 4.0 framework that can: (a) sustain overall industrial performance, (b) in a way that helps close the gap to the frontier in a constantly evolving technological landscape, (c) while mitigating the adverse consequences for society, in terms of employment, privacy and latent social fabric. The paper proposes the components of such an industrial policy 4.0 in detail in its concluding section.

10. Iberian Electricity Sector: A transition towards a more liberalized and sustainable market

Abstract:
In recent years, important policy developments have impacted the electricity market in the European Union (EU), affecting the cost of energy and resulting in changes to countries’ electricity generation mix. This paper details the Spanish and Portuguese attempts to transition to a cleaner energy economy. At the end of the last century, Iberian countries started the process of liberalizing their electricity market and promoting the use of renewable energies in the electricity mix. Their objectives included establishing a “greener” energy supply, opening new employment opportunities, reducing dependence on imported fossil fuels, and pursuing a more sustainable economy and society. Assuming a leading role in the energy transition process has been a novel and challenging endeavor for both countries. The economic crisis only increased those challenges, leading to mixed results. In addition to covering the evolution of the Iberian electricity sector, this paper identifies key considerations for the future.
