1. Intersecting constraints: exploring labour market barriers for urban women in Sub-Sahara Africa

Abstract:
This study examines the determinants of female labour force participation (FLFP) and female wage employment (FWE) of urban women in four SSA countries: Benin, Senegal, Uganda and Zambia. Using extensive micro-level data and a unified empirical framework, we investigate the multitude of constraints women face in both these dimensions. The methodology tries to bridge the drawbacks of typical macro-level cross-country studies and detailed country case studies, enabling direct comparisons over time and across countries. Key findings highlight substantial cross-country heterogeneity in barriers to female employment, including education, household wealth, motherhood, and male breadwinner norms. While higher education consistently enhances FLFP and FWE, motherhood negatively affects wage employment more persistently than labour force participation. Interaction effects between barriers, such as motherhood and male breadwinner norms, underscore their compounded impact. Additionally, local labour market conditions, namely the variety of occupations available, moderate these barriers, amplifying disadvantages for women in labour markets with higher levels of occupational variety. The study emphasises the importance of context-specific policy interventions. Recommendations include vocational training in Benin, advocacy for shifting restrictive norms in Senegal, targeted support for labour market transitions in Uganda, and addressing male breadwinner norms in Zambia. Future research should delve deeper into how labour market transitions influence female employment and how negative consequences can be remedied.

2. Co-operation or Mutual Co-option? The Senegal–EU Partnership on Migration

Abstract:
This policy brief addresses the tensions between international and domestic interests on issues relating to partnerships on migration governance. It specifically discusses the Senegal–EU partnership on migration, highlighting the unequal relationship between the two partners and the implications of this relationship for the outcomes of migration policy. The authors highlight how the EU’s use of funding to shape migration governance in Senegal creates ownership and accountability challenges for policies that are formulated at the initiative of external actors without much, if any, input by the government of Senegal and its people. The Senegalese government’s quest to attract funding from the EU through the partnership on migration results in it being more accountable to its external partners, and less accountable to the Senegalese people and local civil society organisations. The latter argue that the government needs to formulate a policy that addresses migration in Senegal in a comprehensive manner. Senegal’s financially weaker position vis-á-vis the EU does not, however, constrain the Senegalese government from exercising agency in pursuit of its own interests within the EU agenda. It seeks to strike a balance between the interests of the EU and its domestic priorities on migration. It pursues this goal by conflating rent-seeking behaviour with domestic interests that are at variance with the EU agenda – a strategy facilitated by the government’s reluctance to adopt and commit to an official document providing the framework for migration governance. The partnership between Senegal and the EU has the hallmarks of an interface characterised more by mutual co-option than by meaningful co-operation on international migration governance norms. This state of affairs is detrimental to the formulation of a comprehensive migration policy addressing various aspects of Senegal’s complex migration matrix. In order for the Senegal–EU partnership to go beyond the pursuit of narrow interests and address migration governance issues in a comprehensive manner, several changes are required.

3. The EU Migration Partnership Framework: Time for a Rethink?

Abstract:
The European Union’s (EU) Migration Partnership Framework (MPF) was established in June 2016 and seeks to mobilise the instruments, resources and influence of both the EU and member states to establish cooperation with partner countries in order to “sustainably manage migration flows” (European Commission, 2017a, p. 2). Its strong focus on EU interests and positive and negative incentives mark a departure from previous EU migration initiatives and have generated significant controversy. This Discussion Paper examines the politics, implementation and impact of the MPF more than one year on from its establishment, asking what lessons it offers for the future direction of EU migration policy. The paper begins by introducing the MPF and examining the different perspectives of EU actors on the framework. It finds that there is significant disagreement both among EU member states and within EU institutions over the MPF’s approach and priorities. The paper explores the political and ethical controversies that the MPF has generated, including regarding its ambition to subordinate other areas of external action to migration goals; its use of incentives; and its undermining of EU development and human rights principles. The paper assesses the implementation and impact of the MPF in its five priority countries – Ethiopia, Mali, Niger, Nigeria and Senegal. It argues that the concrete achievements of the migration partnerships have been limited; that the MPF has largely failed to incentivise the cooperation that the EU was seeking; and that the EU’s migration programming in MPF partner countries has suffered from serious flaws. The paper takes an in-depth look at the Ethiopia partnership, which has been the most challenging. It describes how the interests and goals of the EU and Ethiopia have not aligned themselves, how the issue of returns has come to entirely overshadow engagement, and how the relationship between the partners has been soured. The paper goes on to examine how the MPF relates to African interests and how it has affected EU-Africa relations, arguing that the MPF approach is seen by many African actors as imposing EU interests and undermining African unity and continental ambitions. Finally, it explores how the EU can develop engagement with Africa on migration issues that is more realistic, constructive, and sustainable, with the aim of fostering intra-African movement and economic opportunities; ensuring protection for refugees and vulnerable migrants; and allowing both continents to benefit from large-scale, safe and orderly African labour migration to Europe. However, it warns that any such shift will require a change in mindset by European leaders and populations.
