1. Greening Economies in Partner Countries: Priorities for International Cooperation

Abstract:
While polluting industries are still flourishing, the green economy is on the rise. In low- and middle-income countries, the resulting opportunities are mostly underexplored. The Federal Ministry for Economic Cooperation and Development (BMZ)’s new strategy for “Sustainable economic development, training and employment” shifts gears towards a green and inclusive structural transformation, recognising that only a just transition approach with credible co-benefits for societies can gain societal acceptance (BMZ, 2023). It is now essential to provide evidence of how a greener economy can offer direct economic benefits to national economies and the majority of their citizens. Ongoing cooperation portfolios need to be adjusted to this new and timely orientation in the BMZ’s core strategy. We suggest focusing on the following six areas: Eco-social fiscal reform should be a priority area in at least 15 of the over 40 partner countries with whom Germany cooperates on “sustainable economic development”, systematically linking revenues from pricing pollutions to pro-poor spending. Development policy should promote inclusive green finance (IGF) through market-shaping policies, such as an enabling regulatory framework for the development of digital IGF services and customer protection in digital payment services. It should also build policymakers’ capacity in developing IGF policies and regulation. Support in the area of sustainable, circular con-sumption should focus on eco-design, and repair and reuse systems. It should build systems design capa-cities and behavioural knowledge, to integrate con-sumers in low-carbon and circular industry-consumer systems. This will need new collaborations with actors shaping systems of consumption and production, for instance with supermarkets or the regulators of eco-design guidelines. Germany should strategically support national hydro-gen strategies, including a just transition approach and prioritising green over other “colours” of hydrogen. This means strengthening industrial policy think tanks, technology and market assessment agencies, technology-related policy advice as well as skills development, and exploring distributive mechanisms to spread the gains and ensure societal acceptance. Sustainable urbanisation should be a more explicit priority, given its potential for job creation and enterprise development. This means supporting partners in integrating land-use, construction and mobility planning for compact, mixed-use neighbourhoods, and anti-cipating green jobs potential and skills required within cities. Lastly, Germany should support green industrial policy and enlarge policy space in trade rules by promoting the core institutions of industrial policy, for example, technology foresight agencies, coordinating platforms for industry upgrading, and policy think tanks, and working towards reforms of the trading system, such as rules to allow clearly defined green industrial subsidies, preferential market access for green goods and services from low-income countries, or technology transfer. It is evident for all areas that the challenges in low- and middle-income countries will differ from those in high-income countries. It is, therefore, imperative that successful programmes are co-developed with local partners. A just green transition that harvests benefits beyond a healthier environment and is supported by societies will then be achievable.

2. Iraq’s Quest for a Social Contract: An Approach to Promoting Social Cohesion and State Resilience

Abstract:
This study sets out to examine state-society relations in Iraq through the conceptual lens of the social contract and also provides a starting point for deriving potential areas of activity for external actors, such as German development cooperation (DC) and technical cooperation (TC). These players could provide support for the re-negotiation of this fraught mesh of relationships. This analysis is founded on a concept of the social contract in which the relationship between the government and those it governs is viewed primarily as a process of negotiation and can be operationalised, for instance, on the basis of the three Ps (participation, provision and protection). As such, the concept is informed both by contemporary approaches and by traditional reflections of French and Anglo-Saxon thinkers, who focus on the restriction of individual freedoms in return for the provision of legal certainty by the state. This study is divided into three sections. The first section explores weak statehood and the breakdown of society in the heuristic context of the social contract. The role of external actors in Iraq’s post-2003 development is then examined in the next section, which takes a closer look at the political system of proportional representation and its socio-political implications. Finally, the third section synthesises the first two by considering how external actors from the development cooperation sector might contribute to the peaceful negotiation of Iraq’s dysfunctional social contract. These reflections are made against the systemic backdrop of a rentier state with a hybrid form of governance and take account of the extremely fragile government-society relationship on the one hand, and external interventions, which have largely failed to date, on the other. In this context, the shortcomings of the largely dysfunctional Iraqi social contract become apparent and at the same time provide starting points for its improvement and renegotiation.

3. The Politics of “What Works”: Evidence Incentives and Entrepreneurship in Development Organisations

Abstract:
Over the last two decades, national development agencies have committed to results-based approaches and to putting evidence at the centre of their decision-making. For evidence “optimists”, this is a much-needed corrective to past practice; in contrast, “pessimists” worry about ideology masquerading as science, and results-based approaches contributing to the further depoliticisation of development. This paper argues that reality falls somewhere in between these two extreme interpretations, and that the experiences of development organisations are varied enough to warrant further interrogation, not into whether evidence shapes policymaking, but into how it does so, and whose evidence matters most. The paper seeks to address these questions through an analytical framework that highlights the process of contestation between evidence agendas against a backdrop of policy complexity, professional barriers, and organisational incentives. A brief review of evidence from development cooperation agencies – with spotlight cases from Germany, Spain and the United Kingdom – reveals that institutionalisation and entrepreneurship play a critical role in enabling and shaping evidence-based policymaking. This leads to clear implications for practitioners, whose focus should be not only on getting the right kind of evidence, but on getting the politics of evidence right.

4. Towards a Seat at the Table: How an Initiative of Cities Got Their Voices Heard during Germany’s 2022 G7 Presidency

In the past, both researchers and policymakers have often underlined the important role cities have to play in reaching the objectives of the Paris Agreement and the 17 Sustainable Development Goals (SDGs). Meanwhile, city networks have become increasingly active in approaching international institutions and getting their voices heard. Among them are the Urban7 Group – a recently founded group of city associations from G7 countries advocating for a stronger involvement of cities in G7 policymaking. The discussion about who has a voice in the G7 and what role cities can potentially play in it is significant. The G7, despite being somewhat contentious, remains a highly relevant forum both in terms of the negative contribution of its members to global sustainability crises (such as climate change) and their collective economic capability to address the crises. In the past, references to the role of cities were largely absent from G7 official documents; this changed during Germany’s G7 presidency in 2022. Based on a document analysis and semi-structured interviews with ministry officials and city network representatives, this paper investigates how, in 2022, the Urban7 Group was involved in the G7 process, and which actors and contextual factors had an impact on the width and depth of this involvement. While the German presidency opted not to directly involve the Urban7 Group as an official G7 engagement group, the group nevertheless gained access to ministerial negotiations, in particular those of the new G7 track on urban development. The paper finds that this engagement was facilitated by pre-existing contacts with ministerial officials as well as changes in the delineation of ministries following the German federal election in late 2021 that led to changes in political leadership and the formation of a new ministry to take responsibility for urban development. The paper closes with critical reflections on the 2022 process, recommendations and potential avenues for future research.

5. (R)evolution? Exploring the Potential of Post-Development Approaches for Reforming Development Cooperation

Abstract:
The concept and mainstream approaches of development cooperation (DC) have been criticised since the early beginning of their existence. Post-development (PD) scholars have been criticising international DC since 1990 for both its Western perspective and the lack of reflection on asymmetrical power structures. Since also today DC has to face a variety of criticisms, we perceive PD approaches as a starting point for efforts towards change. We asked (1) to what extent and how elements of post-development approaches are reflected in the current policy initiatives of international DC, and (2) what potential do PD approaches have to reform DC. We analysed three examples: German feminist development policy (FemDP) as a relatively new idea of transformation, the locally led development approach as a long-standing concept and Global Public Investment (GPI) as an approach towards a new concept of international cooperation. By means of a content analysis, four commonly used PD elements were selected and slightly adapted to examine whether and how the three policy initiatives acknowledge PD aspects in order to reform DC: (1) the concept of alternatives to development, (2) pluralism of knowledge and power dynamics, (3) user-centred approaches and a critical stance towards the established scientific discourse and (4) the promotion of grassroots movements and local ownership. We discovered a variation in the use of the different PD elements. Although aspects related to power relations, post-colonial structures and knowledge management are prominent in all three initiatives, elements such as grassroots movements are given less consideration in all three cases. Even though FemDP does not focus on an alternative to development, as defined by PD approaches, it puts a strong emphasis on a transformative approach when it comes to its user-centred empowerment and tackles power imbalances by approaching decolonisation. Subsequently, the efforts of German Development Minister Svenja Schulze do not just describe a rhetorical reorientation but involve actual transformative efforts. However, further implementation efforts need to be analysed. The locally led development approach seems to be a suitable springboard for the inclusion of local knowledge and grassroots movements. Whereas the approach mostly uses descriptions of change as a means to reach its objectives, the GPI concept in particular uses PD elements as a reformative approach, as per the PD definition, putting the objective of the transformation of international public finance in international cooperation at its centre. Valuing PD approaches, we conclude that they do influence public initiatives in one way or another. In the future, if inner-systemic change should become an option, we see the greatest added value when PD scholars succeed in underpinning their approaches with instruments that can be used as tools in DC practice.

6. Learning from KfW’s Ex-Post Evaluations? How Conflicting Objectives Can Limit their Usefulness

Abstract:
The effectiveness of development cooperation (DC) is a topic of extensive debate in this policy field. Yet despite numerous review and evaluation formats designed to promote learning processes and hence enhance effectiveness, it is often impossible to document these improvements. Against this backdrop, the present paper aims to analyse the usefulness of ex-post evaluations (EPEs) by KfW Development Bank – both within KfW Development Bank and at the German Federal Ministry for Economic Cooperation and Development (BMZ), from which it receives its commissions. Research indicates that EPEs are conducted with great care. Moreover, EPEs can contribute to the legitimacy of (financial) DC, as project results are considered and presented in a structured manner. Nevertheless, the people interviewed for this study regard EPEs as (highly) subjective assessments and believe that these evaluations may under certain circumstances not be comparable with one another. Yet EPEs need to be comparable, because their overall ratings are used to calculate the success rate, which is currently around 81%. This in turn affects KfW’s reporting on its performance to BMZ and to the public. The data from the interviews shows that trade-offs during the production and use of EPEs appear to limit the usefulness of this format. EPEs are designed to deliver accountability to the public and to BMZ and to promote learning within KfW. These are conflicting objectives, however, as they would each require a different approach. According to those interviewed at KfW and BMZ, EPEs are seldom read or used. Interviewees explain that EPEs are rarely relevant to people working in operational areas, as the evaluations are not published until several years after the project concerned has been completed and only occasionally contain information that is relevant to current projects. The evaluations cannot be conducted sooner, however, as otherwise they would not be able to assess the sustainability and development impact of a project. Moreover, interviews and evidence from other studies indicate that EPEs are of limited relevance to political steering at BMZ, even in aggregated form. Nonetheless, the author believes that it would not be an option to no longer conduct EPEs, as they are the only way to review the development impact and sustainability of a representative number of projects in an affordable way, thus forming the basis for delivering accountability. Reconciling the conflicting goals of learning and accountability is challenging. For the learning component, it would appear to be a good idea to make greater use of cross-sectional analyses and to establish a central support structure for all implementing organisations and BMZ with a view to compiling all the key information from the evaluations and forwarding it to both BMZ and KfW and to the partner countries in a form tailored to meet their needs. For the accountability component, transparency also needs to be enhanced by making completed evaluation reports available to the public promptly and in full. In addition to an evaluation of international research literature, this paper particularly draws on empirical interview data. A total of 13 specifically selected experts from the German DC system were interviewed. This interview data thus forms an illustrative but not representative sample.

7. Green Hydrogen: Implications for International Cooperation With Special Reference to South Africa

Abstract:
Green hydrogen – produced with renewable energy – is indispensable for the decarbonisation of economies, especially concerning “hard-to-abate” activities such as the production of steel, cement and fertilisers as well as maritime transport and aviation. The demand for green hydrogen is therefore booming. Currently, green hydrogen is far more expensive than fossil fuel-based alternatives, but major initiatives are underway to develop a global green hydrogen market and bring costs down. Green hydrogen is expected to become cost-competitive in the mid-2030s. Given their endowment with solar and wind energy, many countries in the Global South are well-positioned to produce low-cost green hydrogen and are therefore attracting investments. Whether and to what extent these investments will create value and employment for – and improve environmental conditions in – the host economies depends on policies. This discussion paper analyses the potential industrial development spillovers of green hydrogen production, distinguishing seven clusters of upstream and downstream industries that might receive a stimulus from green hydrogen. Yet, it also underlines that there is no automatism. Unless accompanied by industrial and innovation policies, and unless there are explicit provisions for using revenues for a Just Transition, hydrogen investments may lead to the formation of socially exclusive enclaves. The paper consists of two parts. Part A provides basic information on the emerging green hydrogen market and its technological ramifications, the opportunities for countries with abundant resources for renewable energy, how national policies can maximise the effects in terms of sustainable national development and how this can be supported by international cooperation. Part B delves into the specific case of South Africa, which is one of the countries that has an advanced hydrogen roadmap and hosts several German and international development projects. The country case shows how a national hydrogen strategy can be tailored to specific country conditions and how international cooperation can support its design and implementation.

8. Development Finance at a Turning Point: Effects and Policy Recommendations

Abstract:
Development finance is at a turning point, as the macroeconomic environment has changed profoundly and the financing gap for low- and middle-income countries has widened. The events that led to this new situation are the multiple crises that the global economy is facing, such as the climate crisis, the COVID-19 crisis and the war in Ukraine. As a result, interest rates have risen sharply over the past year and are not expected to decline anytime soon. High interest rates further restrict low- and middle-income countries’ access to international financial markets by making borrowing more expensive. At the same time, debt levels in several countries are rising to levels that are almost impossible to repay. Poorer countries find themselves in a trap where financing the Sustainable Development Goals (SDGs) becomes a distant goal for them. To “get back on track” in financing the 2030 Agenda and the SDGs, a number of reform proposals have been put forward within several processes and initiatives, including the Financing for Development (FfD) process, the Bridgetown Initiative and the Macron-led Paris Summit. Despite being initiated by different actors, these proposals all highlight the importance of reforming the international financial architecture in view of the changed macroeconomic environment. The Hamburg Sustainability Conference in June 2024, the United Nation’s Summit of the Future in 2024 and the next FfD Conference in 2025 should be used to strengthen and accelerate ongoing reform processes and come up with new, innovative and bold proposals to reshape development finance in these challenging times. Against the background of the multiple crises and its effects, our key recommendations for the reform of development finance are as follows.

9. Germany’s Energiewende: Synergies, Trade-offs and Political Drivers

Abstract:
There has been a significant policy shift in Germany’s energy transition – the Energiewende – resulting from Russia’s invasion of Ukraine and the subsequent war. The Easter Package, rolled out in Spring 2022, set a series of ambitious renewable energy targets and laws to enable both climate action and energy security. These are to be implemented in tandem with existing laws such as the Coal Exit Law and the Federal Climate Change Act. Aligning policies and targets to reduce greenhouse gas (GHG) emissions and ensure energy reliability and affordability requires concerted policy coherence, a policy process to pursue multiple goals in a way that maximises synergies and minimises trade-offs. Reducing trade-offs (and their consequences) is especially crucial if the energy transition is to be just for all and become a vehicle towards a broader Just Transition, as well as to achieve the aims of the 2030 Agenda for Sustainable Development (including “leaving no one behind”) and the Paris Agreement. This policy brief first examines some of the most important policies – and (in)coherences – pertaining to the Energiewende, with a specific focus on the state of North Rhine-Westphalia (NRW), one of Germany’s main coal-mining regions. The brief then goes on to explore the main political drivers – through the lens of ideas, interests and institutions – of policy (in)coherence in two parallel Energiewende policy processes that are particularly relevant to the electricity sector: the coal phase-out and the phase-in of onshore wind. Although solar power and green hydrogen are also key to a successful Energiewende, these are not the subject of this brief. Our insights derive from policy document analysis and 28 semi-structured interviews. To move towards a Just Transition, the following recommendations are made to promote coherence in Germany’s Energiewende and inform the ongoing revision of the NRW Sustainability Strategy (last updated in 2020). The recommendations may also be of interest to the newly appointed NRW Advisory Board on Sustainability: • Mitigate ideological, institutional and interest-based barriers to ambitious climate action by ensuring a political commitment to policy coherence. In NRW in particular, this means meeting recent promises to deliver a coal phase-out by 2030 and lift the 1,000 metre (m) “rule” (i.e. 1 kilometre (km) between residential buildings and wind turbines), as well as mitigating arising conflicts between residents’ interests, particularly around the sharing of profits. Such commitments should be made explicit in the revised NRW Sustainability Strategy and legislated. • Promote greater political equality in all Energiewende policy-making decision processes at all governance levels (i.e. federal, state and municipal) in consultative and participatory mechanisms towards greater energy democracy. Reducing political in-equality is key to increase the public’s acceptance of renewable energy projects (e.g. through cooperatives) – one of the aims of the latest NRW Sustainability Strategy.

10. The Gendered Nature of Poverty: Data, Evidence and Policy Recommendations

Abstract:
Poverty and gender equality are at the heart of the 2030 Agenda and are key strategic areas for Germany’s Federal Ministry for Economic Cooperation and Development (BMZ). It has been often argued that poverty is gendered: at the 1995 UN World Conference on Women, 70 per cent of the world’s poor was said to be female. However, that figure is not backed by sound scientific evidence. There are several challenges to examining the relationship between gender and poverty. The main one is that monetary poverty is calculated at the household level: it is not possible to distinguish the poverty status of different household members. Theoretically, it is possible to analyse poverty by gender by focusing on non-monetary dimensions, as several feminist scholars advocate. However, the most well-known indices of multidimensional poverty have the same problems as those for income poverty: they are computed at the household level. Therefore, we do not really know if – or to what extent – poverty is gendered. Recent studies conducted by IDOS researchers help fill this gap by analysing gender disparities in multidimensional poverty in more than 80 low- and middle-income countries and using individual-level indices, which encompass three dimensions: education, health and employment. This policy brief summarises the main findings of the IDOS studies and presents key policy recommendations. The research reveals the female face of poverty. In recent years, female multidimensional poverty has been higher than male multidimensional poverty almost everywhere: on average, the former is about 70 per cent higher than the latter. Depending on the specific poverty index used, women make up between 54 and 63 per cent of the impoverished population. Gender disparities vary substantially across the world: the largest disparities are visible in the Middle East and North Africa (MENA) and South Asia. The research also shows that from the late 1990s/early 2000s most countries experienced increased gender disparities in poverty, a process often referred to as the “feminisation of poverty”. This largely occurred in Europe and Central Asia, as well as in Latin America and the Caribbean. The very large gender disparities in MENA and South Asia have persisted for decades. The studies also find that the increase in gender disparities occurred especially in rural areas and was mostly driven by an increase in disparities in access to paid employment. To tackle the gendered nature of poverty, we recommend: • Incentivising women’s employment and pro-moting the care economy. Care policies can partly free women from their care duties and/or recognise the economic value of care work, thereby increasing employment opportunities for women. Expanding the (professional) care sector – and more generally, the service sector – also creates job opportunities for women. • Adopting gender-responsive social protection. Cash transfers can benefit women in particular but should include clear gender-equality goals and be designed to challenge existing gender norms (rather than reinforce them). • Tackling gender norms. Eliminating discriminatory laws and regulations can help in the short term; education and awareness campaigns are critical in the long run. • Advocating for and realising the (gender) data revolution. It is necessary to invest in ad-hoc data collection focused on individual and female experiences of poverty.
