11. Russia’s War in Ukraine: Rethinking the EU’s Eastern Enlargement and Neighborhood Policy

Abstract:
The stagnating EU accession process needs political will and procedural changes allowing eastern candidates to advance. In the meantime, they should be more supported to use the full potential of existing opportunities for gradual economic and sectoral integration with the EU. An upgraded Eastern Partnership needs a comprehensive security dimension linking resilience, connectivity, and defense policy, as well as cooperation in the area of the Common Security and Defence Policy. The protracted regional conflicts (in Moldova and the South Caucasus) require a more active EU engagement as existing OSCE formats continue to be blocked, and Russia’s role and military presence weaken. New openings for conflict resolution mean higher demand for the EU’s diplomatic, monitoring, and peacekeeping capacities. A new eastern Neighborhood Policy should be designed for the wider region, connecting the Black Sea and the South Caucasus with Central Asia and thus creating viable alternatives to the competing geoeconomic and governance “offers” of China, Russia, and Turkey.

The Arctic is directly affected by the interaction of two ongoing global crises: climate change and Russia’s war of aggression against Ukraine. With its temperatures rising four times faster than the global average, the Arctic is facing dramatic environmental consequences. Meanwhile, retreating sea ice has led to increased economic interest in the Arctic and its growing geopolitical importance. Thus, understanding and managing the global and local implications of environmental change in this region requires urgent scientific and diplomatic collaboration.

This paper analyzes the rise of VK Company and the creation of its super app to increase state surveillance and the dissemination of propaganda in Russia. The app is on its way to combining social networking and services related to healthcare, education, and e-government under one roof. Western policymakers need to be aware of why and how the Russian state is pushing its citizens to use such domestic services. Only then can they counter the use of data generated by such services in facilitating the state supervision and control of society.

Russia’s large-scale invasion of Ukraine has failed and is now a protracted war of attrition. Russia has adapted to this situation and prepared for a longer war. The legitimization of the Putin system is increasingly built around the war. As long as Ukraine has no security guarantees, a ceasefire is not realistic from either side. Therefore, the focus should be on protecting the territory Ukraine controls and defining together with the Western partners how security can be provided and what victory means.

For as long as the EU has been using sanctions as a foreign policy instrument, countering violations has been a challenge. With the EU rapidly expanding the breadth and depth of its sanctions, its ­institutions and member states must find ways to ensure stricter and more uniform enforcement to deter violations, enhance efficiency, and ensure a more level playing field for economic actors. The stakes are high: the success of the EU’s response to Russia’s military aggression hinges largely on effective sanctions, and the long-term legitimacy of the tool itself depends on its enforcement.

This is a humanitarian issue, and should not be conflated with “migrant instrumentalization” (MI), whereby a state pushes people across a border to coerce the EU to change position. Yet Russia is likely to employ MI in this way, especially if it moves deep into Western Ukraine. Drawing on an in-depth study, we show how the EU can meet this specific threat.

So far, America and its allies are economically ahead of Russia and China. But where Russia’s long-term outlook is weak, China’s economic might is rapidly increasing. Despite the war in Ukraine, Washington will have to focus its resources on Asia. In Europe, Germany, with its large financial and economic base, should lead on military spending and enhanced security.

Future scenarios for the war in Ukraine explore how the use of information could affect the cohesion of Russia and of the West in the medium term. The four possible variations of Russian/Western cohesion – high/high, low/high, high/low, low/low – indicate how each side would define the outcome of the conflict. These possible outcomes, in turn, generate lessons about how a liberal West might use information to tip the scales on an autocratic Russia.
