51. Australia’s Gun Laws Can’t Work in America – For Now

Abstract:
Thirteen mass shootings in 18 years, 112 victims shot dead. While this may seem to describe contemporary America, it actually describes a late 20th-century period in Australia. The country’s final slaughter occurred in Tasmania in 1996 – the Port Arthur massacre. A lone, “pathetic social misfit” – as described by the judge – killed 35 people. The first 29 bullets from this young man’s AR-15 rifle ended the lives of 20 innocents in just 90 seconds.

Abstract:
Venezuelan elections, characterized by unequal media access, unfair use of public financing and pressure on public employees to support government-backed candidates, have long disadvantaged the opposition. However, in light of President Nicolás Maduro’s public approval ratings hovering around 20% and Venezuela’s current recession, the opposition Democratic Unity coalition (MUD) thought it could easily win at least half of the gubernatorial elections on October 15, 2017. When the national election council announced the results, however, it showed the opposition winning only five of the 23 races.

As European authorities watched thousands of aspiring jihadists leave their countries to fight in Iraq and Syria in 2012 and 2013, few laws were in place to prevent them from “taking a holiday in Istanbul,” a well-known euphemism for jihadists seeking to travel to Syria. As law enforcement and intelligence agencies prepare for the return of some of those who left, European officials may be wondering whether they have the policies, authorities and capabilities to effectively deal with any threats returnees may present.

54. Australia’s Election to the UN Human Rights Council

Abstract:
In mid-October, Australia was elected for the first time to the UN Human Rights Council. Australia, of course, is no stranger to working in the UN, having previously served on the Security Council five times. As a middle power, Australia has long worked to uphold international law and the international rules-based order. Australia’s stated goals for its term on the Council reflect its longstanding policies and values of equity and fairness. According to Freedom House, these policies and values make Australia one of the freest countries in the world. Pragmatically, this reputation also serves to wash away Australia’s dual sins of offshore processing of asylum seekers and continuing rise in aboriginal disadvantage.

55. What’s Going on in Catalonia?

Abstract:
On 1 October 2017, Catalonia held a referendum on independence from Spain. Catalonia, in the northeastern corner of Spain, has a population of seven and a half million. With Barcelona as its capital, it is a cultural and economic hub. Previously, in early September, the Catalan parliament had approved the self-determination referendum law to regulate the vote. At the behest of the Spanish government, which considered the law unconstitutional, Spain’s constitutional court suspended it and the referendum. But the Catalan government moved ahead anyway. In turn, the Spanish authorities took action to prevent the referendum, including arresting several Catalan government officials. The police action provoked widespread protests in Catalonia.

The current state of India-U.S. relations marks a complete turnaround of the diplomatic stalemate that marked the two countries’ relationship during the Cold War. A quintessential example of this strategic transformation can be found through India’s quest to build an aircraft carrier. The United States has come a long way from its 1971 decision to send the USS Enterprise to the Bay of Bengal to deter India. In 2015, the United States began cooperating with India to build a carrier at Kochi port.

Abstract:
Although Jews make up just 2 percent of the United States population, they have exercised a disproportionate influence on the relationship between the United States and Israel. The strength of the U.S.-Israeli alliance is driven by numerous strategic, political, cultural, and economic factors, but American Jews have played a key role in the promotion and defense of the U.S.-Israel alliance in large part through the work of the pro-Israel lobby (represented by powerful groups like the American Israel Public Affairs Committee). Today, however, American Jewish political support for Israel can no longer be taken for granted, as growing numbers of American Jews become increasingly critical of Israel. In contrast to the old attitude of “Israel, Right or Wrong,” more and more American Jews, especially younger ones, are challenging the Israeli government’s policies and actions, particularly those concerning Palestinians. In short, the age of unconditional American Jewish support for Israel is over.

Since Turkey experienced a failed coup attempt a year ago, hardly a week goes by without news of new firings, suspensions, detentions, and arrests. By the end of June 2017, over 138,000 government employees had been removed from their jobs and over 110,000 citizens had been detained—with nearly half of these detentions leading to formal arrests. Numbers of this size are daunting. To put them in perspective and to give some sense of how the post-coup purges have affected institutions and lives in Turkey, consider the case of TÜBİTAK.

Abstract:
Growing water scarcity and degradation pose rapidly growing challenges to global food security and human well-being. Policymakers contending with these problems face many obstacles, including the increasing cost of developing new water through constructing storage, conveyance and treatment infrastructure, including for desalination of sea water. Other obstacles include the growing degradation of soils in irrigated areas, expanding groundwater depletion, rapidly growing water pollution, and the overall deterioration of freshwater ecosystems. Unless important policy reforms are undertaken today, water scarcity and pollution will adversely affect most, if not all, livelihoods in the coming decades.
