Abstract:
The plight of Palestinian refugees was catapulted back into the spotlight last month, after a pair of events brought the issue to the forefront of international attention. While the Trump administration unveiled a new peace plan, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) received multinational pledges of $113 million in aid. Although these quick-fix efforts aimed to bring peace to, and improve living conditions for, Palestinians, they were rightfully met with widespread disenchantment.

Abstract:
In 2013, the United States began a secret operation to train and equip opposition forces fighting against the Assad regime in Syria. Through the CIA, the United States facilitated the transfer of an estimated $1 billion in arms, ammunition, and training to Syrian rebel groups in hopes of influencing a negotiated end to the war. But these were not the only weapons flowing throughout Syria — Syrian government stockpiles served as a key source of armaments, and countries from around the region funneled arms into the country to support a variety of actors. In this way, the story of weapons in Syria reads as a cautionary tale about the unintended and lasting consequences of arms transfers, especially to countries in conflict.

Abstract:
The October suicide bombing in the heart of Tunis demonstrated the continued need for Tunisia’s government to refine and bolster its efforts to combat violent extremism. Yet, instability within the ruling coalition threatens to undermine much-needed reforms to Tunisia’s countering violent extremism (CVE) and counterterrorism (CT) strategies, which fail to address the underlying drivers of radicalization. The public’s rising expectations for economic and social progress following Tunisia’s 2011 revolution, which deposed Zine El Abidine Ben Ali’s authoritarian government, have not been met. This has fostered disillusionment regarding democracy’s efficacy and has fed the rise of anti-establishment ideologies such as Islamic extremism. Only a stable governing coalition can develop CVE/CT polices that more effectively obstruct the path to radicalization and redress the persistent governance failures that inspire violent extremism.

14. The Autocrats’ Comeback: A Cautionary Tale

Abstract:
Autocrats are making a comeback. Turkish President Recep Tayyip Erdoğan’s recent reelection, and the preceding repression of journalists and dissenters, is a prime example of this resurgence and sheds light on the playbook that many aspiring autocrats follow today. Erdoğan and other autocratic leaders voted into power through democratic means are part of a new breed of dictators—ones who swiftly dismantle the democratic system of checks and balances and the separation of powers designed precisely to prevent tyranny. The resulting system is an electoral autocracy—a system that retains the vestiges of democracy, but looks and acts like a traditional dictatorship. And this democratic erosion is ascending in prevalence—from 2000 to 2010, it accounted for 40 percent of all democratic failures. Personalist rule—a distinct mold of autocracy in which power is concentrated in the hands of one individual, sometimes referred to as strongman leaders—is also on the rise. Today, 40 percent of all autocracies are ruled by strongmen.

Abstract:
Iraqi Prime Minister Haider al-Abadi declared victory over the Islamic State in Iraq and Syria (ISIS) in July 2017. In December 2017, he announced that a joint effort between the Iraqi government and Kurdish forces, supported by U.S.-led coalition airstrikes, had liberated all Iraqi territory from ISIS. The 2017 operations in Mosul, Tel Afar, and Hawija marked the formal end of a bleak era for swaths of the Iraqi populace after being subjected to the horrors of ISIS rule.

As European authorities watched thousands of aspiring jihadists leave their countries to fight in Iraq and Syria in 2012 and 2013, few laws were in place to prevent them from “taking a holiday in Istanbul,” a well-known euphemism for jihadists seeking to travel to Syria. As law enforcement and intelligence agencies prepare for the return of some of those who left, European officials may be wondering whether they have the policies, authorities and capabilities to effectively deal with any threats returnees may present.

Abstract:
Although Jews make up just 2 percent of the United States population, they have exercised a disproportionate influence on the relationship between the United States and Israel. The strength of the U.S.-Israeli alliance is driven by numerous strategic, political, cultural, and economic factors, but American Jews have played a key role in the promotion and defense of the U.S.-Israel alliance in large part through the work of the pro-Israel lobby (represented by powerful groups like the American Israel Public Affairs Committee). Today, however, American Jewish political support for Israel can no longer be taken for granted, as growing numbers of American Jews become increasingly critical of Israel. In contrast to the old attitude of “Israel, Right or Wrong,” more and more American Jews, especially younger ones, are challenging the Israeli government’s policies and actions, particularly those concerning Palestinians. In short, the age of unconditional American Jewish support for Israel is over.

Since Turkey experienced a failed coup attempt a year ago, hardly a week goes by without news of new firings, suspensions, detentions, and arrests. By the end of June 2017, over 138,000 government employees had been removed from their jobs and over 110,000 citizens had been detained—with nearly half of these detentions leading to formal arrests. Numbers of this size are daunting. To put them in perspective and to give some sense of how the post-coup purges have affected institutions and lives in Turkey, consider the case of TÜBİTAK.

Most discussions on nuclear power in the Middle East in recent years have focused predominantly on Iran's suspected weapons program. However, the region is also home to another major nuclear-related trend: it is likely to play host to the first new nuclear energy states of the twenty-first century. While many countries in the broader Middle East have expressed interest in civil nuclear power, three–the United Arab Emirates (UAE), Turkey, and Jordan–have set firm tar- gets for its implementation by the end of this decade. If they are to reach these ambitious goals and if they are to develop and deploy safe, secure, and sustainable civil nuclear power programs, these countries will have to overcome a range of technical, institutional, and, most importantly, human-resource related challenges. Of the countries in the region, the UAE is by far the most advanced in the development of its program. Having made public its interest in civil nuclear power in a white paper in 2008, the country purchased four nuclear reactors the following year from a South Korean consortium and is aiming to have its first reactor connected to the grid in 2017, an extremely ambitious time frame for a newcomer nuclear energy state. Turkey has a long history of attempting to implement civil nuclear power, and its latest agreement with Russia for the provision of four reactors at Akkuyu on the Mediterranean coast is, by some counts, its sixth attempt at a commercial-scale program. However, there is good reason to believe that this time will be different for Ankara; the terms provided by Rosatom– the Russian state-controlled nuclear company that will finance, build, and operate the project–shield Turkey from a large amount of financial–if not operational–risk, and the Akkuyu project is due to be operational by 2020. Like Turkey, Jordan has a public goal of de- ploying its first nuclear reactor by the end of the decade. Having reduced its shortlist of nuclear vendors to two bidders (Rosatom and a French-Japanese consortium led by Areva and Mitsubishi), the Jordanian Atomic Energy Commission plans to make its final decision in time to start construction of its first plant by the end of 2013.
