Abstract:
In a televised address after a Cabinet meeting on January 16, 2024, Turkish President Recep Tayyip Erdogan confirmed his country's commitment to eliminating what he referred to as "terrorist hideouts" in Syria. These areas extend from Tel Rifaat to Ain al-Arab, and from Hasakah to Manbij. Erdogan stressed, “Our military presence beyond our borders is critical to the national security of our country and for the peace of our citizens. There’s no turning back from this.”

Abstract:
On April 15, 2023, Saudi Arabia hosted a meeting that included the foreign ministers of the Gulf Cooperation Council (GCC) countries, Egypt, Iraq, and Jordan. The main topic on the agenda was the region’s relations with Syria and the possibility of returning to the Arab League fold after the suspension of its membership in November 2012. The visit of Saudi Foreign Minister Prince Faisal bin Farhan Al-Saud, on April 18, to Damascus raised the question of whether recent diplomatic movements with Syria may pave the way for attending the Arab League Summit set to be held on May 19.

Abstract:
Improving the performance of local governments, local administration, village councils, and municipalities in Arab conflict zones face a set of challenges. The most prominent among these challenges are the continued internal armed conflicts with regional dimensions, strengthening the legitimacy of certain political regimes, power struggle between central and local governments, growing partisan and political disputes, severe destruction in areas controlled by terrorist organizations, and the growing fiscal deficits of local councils. On one hand, the fiscal deficits have increased amid a low level of donor support, poor development of councils’ resources, and the enduring conflict between the legitimate government and armed militias. The influx of irregular migrants have also imposed a double burden on already overstretched local bodies.

Currently, Russia is trying to maintain its political and security understandings with key parties to the Syrian conflict. But one of the main obstacles facing it is the intertwining and conflicting interests of parties, which leaves Russia with limited options and narrow room for maneuvering. Furthermore, it strains its relations with these parties, as is the case with Israel, following the Russian accusation to Israel of shooting down the Ilyushin Il-20 in September 17, 2018.
