21. Ripe and ready for Rio+20? The UN conference on sustainable development and the European Union

Abstract:
The UN Conference on Sustainable Development (Rio+20) marks a historic opportunity to address unsustainable trends in economic, social and environmental development multilaterally. Still, on the eve of Rio+20, the international community lacks consensus and leadership. The European Union has taken a very proactive and constructive role in the preparations for Rio+20. However, the EU's commitment to the sustainable development agenda is not shared equally across its policies or member states. This weakens the EU's strategic position in the negotiations. Disagreements between Rio+20 parties cut across all the main items on the agenda. In particular, the topic of the “Green Economy” brings old clashes between developing economies and post-industrialized countries back to the fore. The key question relates, on the one hand, to the right to determine development strategies, and on the other hand, to the division of responsibilities between countries. On a more optimistic note, the need for institutional reform and joint sustainable development objectives has been widely acknowledged. In addition, much progress can still be made in the 15 thematic areas of sustainable development. This may compensate for the lack of unanimity on grand paradigms. It is of utmost importance for a successful outcome that the Union works in unison, with clear negotiation mandates, and coordinates its views effectively throughout the process. Success at Rio+20 may also help to increase the EU's own coherence with regard to sustainable development in the future.

While China's reform strategy has largely been a success story that has seen living standards rise tremendously, it has also led to widening income gaps, regional disparities, and much wasteful investment. Large income gaps breed social discontent that may turn into political demands. The ruling Communist Party has proved itself adroit at preventing such demands from emerging, by taking timely pre-emptive action in response to people's needs.

23. Securing global commons: A small state perspective

Abstract:
This report examines the increasing importance of the global commons. It argues that the securing of the sea-, air-, space-, and cyber-based global flows solidifies the vital structures of global interdependence. For a small state with a highly specialized economy, the multilateral frameworks for securing global flows are crucial. Each global domain highlights different aspects of power and requires unique forms of international cooperation. Whereas the maintenance of sea, air, and space flows are resource-intensive, cyber power demands de-territorial agility and innovativeness and, therefore, evens out power disparities. It is also noted that, although individual global domains are usually considered separately, they are intimately connected and characterized by cross-domain dependency. This report focuses on the cyber domain because of its novel cross-domain impact. The CD and MNE processes and their relation to military transformation and patterns of political discourse are approached. It is argued that a small state can utilize the MNE forum to gain important situational awareness over the domains and cross-domain issues, as well as facilitate the formulation of multilateral normative frameworks. This multilateral work on solidifying and securing global flows offers a more stable foundation for the main networks of global interdependence.

24. Austerity ahead: How will a conservative victory change Spanish politics?

Abstract:
The electoral defeat suffered by the ruling Socialist Party (Partido Socialista Obrero Español, PSOE) in the municipal elections and the prolonged financial crisis has forced Prime Minister Zapatero to call an early general election on 20 November. The Conservative People's Party (Partido Popular, PP) is ahead in the polls by a clear margin and is likely to gain an absolute majority in the parliament. The economic outlook for Spain looks bleak, which means that the new government will have to create new jobs quickly and push through harsh and unpopular reforms, particularly regarding the fiscal and administrative structures. The Indignados protest movement is gaining support, and looks set to challenge the legitimacy of the system and force the future government to produce speedy results. Spain is expected to enhance its role in international politics through pragmatic bilateral relations. In particular, relations with the US seem to be warming up, while Spain can turn to the UK and Poland in the EU for companionship

Abstract:
Europe and the EU have played an influential role in the development and decision-making of the Group of Twenty (G-20). Europe's influence in shaping the developments in the group and, more broadly, in global governance is, however, declining. The G-20 Summit in Cannes provided Europe with an opportunity to re-assert its leadership. Its aspirations were, however, overshadowed by internal divisions heightened by the deepening European sovereign debt crisis. Even prior to the current crisis, the increasing global competition and decrease in standing turned EU members inward-looking. Instead of a further Europeanization of foreign policy and external relations, many have observed a tendency to re-nationalize European policy-making. This tendency will make it increasingly difficult for Europe to secure its standing and adapt to the on going transition of the world's economic and political power. Europe should reinvigorate its commitment to a joint external action as a matter of priority. The key question for Europe is whether it will manage to Europeanize the G-20 and gear it towards the multilateral principles which lie at the heart of European integration; or whether we will see the opposite process, namely a 'G-ization' of the EU in the sense of major(European)powers dominating increasingly informal European and global decision-making. It is in Europe's interests to further institutionalize the G-20 and tie it to the formal multilateral architecture of the world economy and politics.

Abstract:
As was the case in most developing and transition countries, Russia's electricity sector was dominated by a vertically integrated, state-controlled monopoly. The common problems of ageing infrastructure, large distribution losses, very low retail tariffs, inefficient management and increasing tightness of supply encouraged many countries to embark on large reforms to liberalize their power sectors during the 1990s. In Russia, the reform started somewhat later, but to the surprise of many it has since proceeded very swiftly.

This study discusses the role of history and tradition in the legitimization of the state in the People's Republic of China. In Chinese political debate, history has traditionally been the most important source of argumentation. Today, the Party-state is reinventing history and tradition to bolster its legitimacy, but the project has met with opposition. This study introduces and analyzes the related debate, ongoing among various actors in different public fora in China, and engaged in both by those affiliated with the Party-state and those outside the establishment.

The financial crisis and the ensuing global economic downturn have been the focal point of news coverage and policy analysis for over a year now, and speculation has been rife about how things will pan out. At one extreme are those who shrug the situation off as a significant yet transient dent in economic development, with marginal repercussions on the global system. At the other end are those touting the crisis as the first step in an epoch-making transition in the global power balance, where rapidly expanding economies like China, Brazil and India will make gains on the hitherto dominant developed nations, shifting the distribution of power in the world. Whatever the eventual outcome, there is no denying that the crisis's impact on international relations will be significant.

30. Russia's Politics Amidst the Global Economic Crisis An Empty Scoreboard?

Abstract:
The global financial crisis has had both an economic and a political impact on Russia. Inasmuch as Russia's political system is infused with business interests and economic considerations, the crisis presents an external and unexpected challenge to the system in terms of rocking the balance between the elite groups. In effect, the crisis calls into question the assumption that the economic and social stability of the Putin years has been successfully sustained during Medvedev's presidency. The Kremlin's response to the rapidly changing situation has been essentially conservative and geared towards strengthening the regime rather than addressing the challenges stemming from the crisis. The anti-crisis measures that are being taken reveal that the government is relying on its finance reserves as the ultimate means to solve the problem rather than reforming state institutions. The president, the government and the key business groups have yet to define the terms of their relationship in the new situation. The plans to increase state control over companies as a means of tackling the crisis are problematic and likely to lead to an intensification of the struggle between the elites. At the same time, as the state takes on even more responsibility, the question of its efficiency becomes more pertinent in the crisis conditions. The return of Vladimir Putin as president remains uncertain despite the constitutional change initiated by Medvedev. His return becomes more probable if the crisis lingers and the overall situation worsens, thus prompting the return of the “national leader” to the driver's seat. The crisis alone cannot lead to major political or social turmoil or a regime change, but it nonetheless presents a major challenge for Russia in the short-term perspective. Ultimately, the outcome of the crisis will depend on how well the incumbent leadership is able to maintain a balance between tackling the crisis and protecting its own interests and legitimacy.
