12. Sanctions and US foreign policy in the Trump era: A perfect storm

- A newfound focus on great-power competition has brought geoeconomics to the forefront of strategic thinking in Washington D.C. The United States is well positioned to use coercive economic tools, particularly unilateral sanctions, in this game because of its structural advantages in the global economy and financial system. President Donald Trump and his administration have also signalled a preference for the unilateral use of sanctions to excel in the competitive international geostrategic environment and confront “rogue regimes”. Meanwhile, wrangling between Congress and the White House over sanctions policy has intensified since the 2016 presidential election. These systemic, policymaker-bounded and domestic-political factors have created a perfect storm in US sanctions policy. While the US may be able to pursue sanctions unilaterally in the short term, in the long run this may dissuade allies from cooperating and erode America’s structural advantages as other states resort to hedging.

13. The basis for strong US-European relations endures: Continuity in institutions and interests

- President Donald Trump’s words and actions are disrupting US-European relations. Yet the structural basis for strong transatlantic ties endures. Key institutions and forces involved in the making of US foreign policy exhibit more continuity than change with respect to transatlantic relations. Congress strongly supports NATO. It agrees with the President on the need for greater burden-sharing, yet opposes the President’s harsh and gratuitous attacks on the Alliance. Executive Branch Departments, especially the Department of Defence, have longstanding institutional ties with European counterparts. High-level meetings, defence cooperation agreements, military exercises, and relationship-building continue without interruption. The US business community strongly opposes tariffs, and has been able to blunt the Administration’s further imposition of tariffs on European partners. Public opinion still strongly supports transatlantic defence and trade relations, even as partisan differences grow.

14. US foreign policy tools in the era of disinformation: Deficiencies prevent effective response to malign information operations

- Russia, China, Iran and ISIS use information operations to undermine the national security objectives of the United States and its allies. However, the US’s international response has been weak. Internal constraints have limited more effective counter-measures. In particular, the lack of a coordinated White House-level strategy, dispersed authorities and little cooperation with private social media companies can be identified as causal factors. Additional steps by the Trump Administration to counter foreign disinformation will aim to protect the 2020 presidential elections rather than to push back on efforts to undermine US leadership abroad.

- This FIIA analysis situates President Donald J. Trump’s foreign policy in the discursive field of post-Cold War American foreign-policy debates, and assesses the possible perils it poses for US global engagement. The “Trump doctrine” has been built in contradistinction to liberal internationalism, contains civilizational tropes drawn from neoconservatism, and is underpinned by a zero-sum materialist worldview borrowed from realism. Trump’s approach to the international is also transactional, which means he intermittently draws upon (neo)isolationist themes. This Trumpian amalgamation of four American foreign policy traditions can be termed transactionalist realism with civilizational undertones. By embracing this approach to the international arena, Trump and his administration risk eschewing the importance of social relations that legitimize US international conduct, turning inter-cultural struggles into self-fulfilling prophecies, and undermining prudent long-term use of American power. If methodically carried out, the emerging “Trump doctrine” will prove detrimental for the future of US global leadership in a complex 21st-century world.

17. The European Dimension of Nuclear Deterrence: French and British policies and future scenarios

- While the idea of a “European nuclear deterrent” has a long history, it has recently made a comeback in the light of Russian aggression on the continent, growing tensions in the transatlantic relationship since the election of Donald Trump, as well as the British decision to leave the European Union. Voices are being heard in Germany in particular, arguing for stronger European nuclear autonomy. This paper analyses how the French and British deterrents could play a broader and stronger role in ensuring the security of the continent. Discarding the idea of a single “European deterrent”, it suggests possible credible pathways to enhance European nuclear cooperation based on French and possibly British forces, preferably outside the EU context. Furthermore, it suggests that future US decisions and policies towards Europe will be a critical factor in defining the range of realistic scenarios and outcomes.

- The great-power system has been in constant change since the end of the Cold War. The US became the hegemonic power, and under its shelter, the European Union was able to transform into a European-wide political body. Soon, a group of leading regional powers started to question the universalist aspirations of the Western-led international order. Two members of this club in particular were not satisfied with the role of a regional hegemon and had more global ambitions. China has already become the largest trading nation globally, and Chinese foreign policy has assumed an assertive tone. China has both the potential to challenge US hegemony, as well as the political will to use it. Russia’s project to achieve a global great-power status, on the other hand, is inspired by its historical identity and its alleged humiliation by the West after the collapse of the Soviet Union. Russia longs for recognition of its great-power status in particular from the US. This report focuses on relations between China and Russia on the one hand and the US and Russia on the other. It analyses the current developments and future trends in these relationships, as well as their implications for the EU.

- One of the most notable consequences of the end of the Cold War was the diminished role of nuclear weapons in international relations. The world’s primary nuclear weapon powers, the United States and the Russian Federation, made considerable reductions in their nuclear forces. The climax of the process was the New START Treaty signed in 2010. Now, the optimism that characterized the first decades of the post-Cold War era is rapidly evaporating. Geopolitical competition again dominates global and regional security dynamics. Nuclear powers are modernizing their forces and introducing novel systems that may affect strategic stability. At the same time, existing arms control regimes are crumbling. This report takes stock of recent developments in deterrence in general, and nuclear deterrence in particular. Its main ambition is to understand how deterrence has changed in light of certain post-Cold War trends. To this end, the report introduces the basic principles of deterrence. It also explores the nuclear-related policies and capabilities of the four nuclear weapon states most directly involved in European security affairs – Russia, the United States, France, and the United Kingdom. Importantly, the report also analyses the implications of the recent trends in strategic deterrence for Northern Europe. This report is part of a research project conducted by the FIIA entitled ‘New Challenges for Strategic Deterrence in the 21st Century’. The project is part of the implementation of the Government Plan for Analysis, Assessment and Research 2018.

20. The US Congress and decision-making on war: Debates on war powers in the separation of powers system

- Debates on the war-making powers of the US Congress and the President have been topical of late. President Barack Obama's actions in relation to Libya (2011), Syria (2013), and more recently the "targeted” actions against ISIL in Iraq and Syria, have raised discussions about the powers of the President as the Commander-in-Chief vis-à-vis the powers of Congress. If and when should the President seek congressional authorization for the use of US armed forces? This Working Paper argues that Congress has constitutionally established but contingently manifest powers when it comes to decision-making on war. To examine this, the paper explicates the procedures of congressional involvement in the decision-making process on war and illustrates congressional debates on the war powers between the branches of government. The recent cases of Libya and Syria are examined in more detail to indicate the (aspired) role of Congress. The powers between the branches of government are not static but rather (re)interpreted and (re)defined in different political contexts. War powers are one example to explicate the constitutional powers of the US Congress and the President that are divided, and to examine how these powers are considered and debated. While the debates are considered against the backdrop of the Constitution, the question to consider is how they relate to the political realities and power relations in changing political settings. The Working Paper also explicates the role of Congress in the broader perspective rather than through the legislative record and voting only, even though the members of Congress have particularly emphasized debate (and voting) in the decision-making process. Concepts such as collective judgment, popular sovereignty and separation of powers are used in this context to indicate the role of Congress in this field. The changing nature of war and the concept of war pose new challenges for understanding and defining the powers related to "war making”, and are reflected in the continuing debates concerning the scope and relevancy of the power of Congress (and the President) when it comes to decision-making on the use of US armed forces.
