1. Covid-19 bends the rules on internal border controls: Yet another crisis undermining the Schengen acquis?

Abstract:
Free movement within the Schengen Area has been challenged in recent years by national measures: from internal border checks after the ‘migration crisis’ to the closure of borders in the Covid-19 crisis. This is the first time in the history of Schengen that member states have categorically refused entry to other EU citizens who are not registered residents or cross-border workers. Seventeen Schengen countries have submitted a notification on reintroducing internal border control due to Covid-19: Austria, Belgium, Czechia, Denmark, Estonia, Finland, France, Germany, Hungary, Iceland, Lithuania, Norway, Poland, Portugal, Slovakia, Spain and Switzerland. The use of Schengen provisions was creative: 12 states justified their internal border controls as a case requiring immediate action (Art. 28), France and Denmark expanded their already existing internal border controls (Art. 25), Finland appealed to the ‘foreseeable event’ clause (Art. 25), and Slovakia and Poland introduced ‘healthcare-police measures’ (Art. 23) before launching border controls (Art. 28). The crisis illustrates the need to reform Schengen in order to maintain the legitimacy of commonly agreed rules.

The destabilization of Ukraine and the possible escalation of the crisis have presented a direct security risk to the Visegrad countries - Poland, the Czech Republic, Slovakia and Hungary - particularly concerning military security, the potential interruption of energy transit, and the possible influx of refugees. These factors have forced the Visegrad states to show unprecedented unity and activism in addressing the crisis. However, regarding the possibility of sanctioning Russia, the Visegrad Group is unable to take a joint position. The main reason for this is that Russia does not pose a direct military threat to the region. Consequently the individual policies of the Visegrad countries towards Russia are defined by a constellation of geopolitical concerns, normative motivations, business interests and domestic political ambitions, which are decidedly different in all four cases. Domestic political motivations, such as the will to increase domestic legitimacy, and concerns over the economic effects of sanctions, obviously influence the foreign policy actions of the Visegrad governments. However, Viktor Orbán of Hungary was the only one to break the Visegrad solidarity on Ukraine with his domestically-motivated remarks in May 2014 and demanding autonomy for Hungarians living in the Trans-Carpathian region. As most normative, business and domestic political motivations are of a lasting strategic nature, it is highly likely that the general incoherence of the Visegrad region regarding Russia will prevail.

On 1 July 2011, Poland took over the Presidency of the Council of the European Union. It is the first Presidency for Poland during its seven-year EU membership. As an ambitious, large and relatively new member state, Poland is now striving towards joining the club of heavyweight players in the EU. Although the Polish Government and political elite are highly pro-European, this work remains nothing but demanding. Nevertheless, Poland is no doubt the most powerful state in the Presidency trio compris¬ing of Poland, Denmark and Cyprus.

5. Linking an EU emission reduction target beyond 20 % to energy security in Central and Eastern Europe

Abstract:
The Central and Eastern European Member States are expected to play a key role in the debate around future EU climate policy, including the potential move beyond a 20% greenhouse gas (GHG) reduction target by 2020. Hungary and Poland hold the rotating EU Presidency in 2011, and energy security has been placed as a priority issue on both Presidency agendas. At the same time, energy security is a key issue in climate policy, particularly for the Central and Eastern European (CEE) Member States. Hungary's ambassador for Energy Security, Mihaly Bayer, made the link explicit, saying “if we can settle energy security then we can deal with climate change more calmly”. It is important to gain an understanding of the actual underpinnings of the energy security debate in CEE, and of the impact of a more stringent 2020 reduction target for this region.

6. Controversies over missile defense in Europe

Abstract:
The plan to deploy an anti-missile system in Central Europe has been one of the most controversial security policy issues in the past few years. The Bush Administration pushed hard for the deployment of the radar site in the Czech Republic and interceptor missiles in Poland, largely because it would provide an additional layer in the global anti-ballistic missile defense of the United States. In both of these countries, public opinion has been against the deployments and the governments have had to negotiate between external and internal pressures pushing them in different policy directions. Russia has been adamantly opposed to the missile defense plan, issuing both threats and suggesting alternative ways to diminish the threat that the United States feels from Iran. The result has been a political stalemate that has further complicated otherwise tense relations between Moscow and Washington, D.C. With the arrival of the Obama Administration, there is a pause in the missile dispute, but no permanent resolution of the conflict is in sight.

7. What Is New About Today's EU-Russia Border?

Abstract:
On May 1st 2004, the EU reshaped its eastern borders by taking on board ten new member states. Among the many neighbours the EU meets across its enlarged borders, Russia occupies a very specific place. With all the talk about the emerging new EU neighbourhood, one may find it paradoxical that Russia is regarded as one of these new neighbours. There seems to be nothing new about Russia and the EU being neighbours, as they have had a common border for nine years already, since the accession of Finland to the EU in 1995. In this regard, the border that emerged in 2004 can be seen as simply a continuation of the existing 1300-km borderland in the north and as a result of the long-planned accession of Estonia, Latvia, Lithuania and Poland to the European Union. Added to this is the notion that, for all these countries, the existence of a border with Russia had become a reality more than a decade ago, after every legal and political tie with the dissolving Soviet Union had forever been severed. Later, as preparations for these countries to join the Union got underway, they, in order to comply with the EU's Copenhagen criteria for the new applicants, were to transform their external borders and policies according to the EU's Schengen acquis.
